High in the Eastern Karakoram, where temperatures plunge below minus 50 degrees Celsius and oxygen thins to dangerous levels, two armies have faced each other for over four decades. The Siachen Glacier is the highest battlefield on Earth, and the dispute over it represents one of the most unusual and costly standoffs between India and Pakistan. What makes it striking is that this fight is less about combat and more about survival against nature itself. Understanding why two nations station soldiers at 6,000 metres on a frozen wasteland requires going back to a single ambiguous phrase in a 1949 agreement.

Where the dispute began
The roots of the Siachen conflict lie in incomplete mapmaking. After the first war over Jammu and Kashmir, military representatives of both countries signed the UN-mediated Karachi Agreement on 27 July 1949, which established a Cease Fire Line (CFL) across Kashmir. The problem was that this line was demarcated only up to a map reference point called NJ9842, located at the foot of the Siachen Glacier in the extreme north.
Beyond NJ9842, the terrain was described simply as “thence north to the glaciers.” UN officials saw no need to map the area in detail because they assumed neither country would ever dispute such a barren and inaccessible region. The 1972 Simla Agreement, which renamed the CFL as the Line of Control, repeated this same vague phrasing and again stopped at NJ9842. That single unmapped stretch of ice and rock became the seed of a war.
Two interpretations of one line
Because the boundary was never drawn past NJ9842, India and Pakistan read the gap very differently. India interpreted the line as running north along the Saltoro Ridge, following the natural watershed in keeping with internationally accepted principles for drawing boundaries in mountainous terrain. Pakistan argued that the line should run northeast from NJ9842 directly to the Karakoram Pass, which would have placed the entire Siachen Glacier on the Pakistani side.
This was not just a theoretical disagreement. The Indian reading, supported by paragraph B 2 (d) of the Karachi Agreement, follows the high crests separating the watersheds. The Pakistani reading drew an artificial straight line that cut across ridges, glaciers and peaks rather than following the lie of the land. Both versions had to be tested on the ground eventually, and that moment came in 1984.
How the conflict turned physical
Through the 1970s and early 1980s, the dispute moved from maps to mountaineering. Pakistan began permitting foreign expeditions to climb peaks in the Siachen region, issuing permits that quietly reinforced its territorial claim. To Indian planners, this “cartographic aggression” signalled a deliberate strategy to legitimise control over the glacier.
Operation Meghdoot
In 1983, Pakistani generals decided to stake their claim by deploying troops, planning a move codenamed Operation Ababeel. The plan unravelled through a remarkable coincidence: Pakistan ordered Arctic-weather gear from a London supplier, unaware that the same supplier also outfitted the Indian Army. Indian intelligence picked up the signal and acted first.
On the morning of 13 April 1984, the Indian Army and Indian Air Force advanced to the Siachen Glacier to secure the heights dominating northern Ladakh. The mission, named Operation Meghdoot, was led by Lieutenant General Prem Nath Hoon. Helicopters airlifted soldiers and dropped them directly onto glacial peaks, in what is regarded as the first military assault of its kind at such altitude. Many of the troops had already been acclimatised through a training expedition to Antarctica in 1982.
The timing was decisive. India launched its operation roughly four days before Pakistan intended to occupy the glacier, and the result was that Indian forces gained control of almost the entire Siachen Glacier. The operation dashed Pakistan’s hope of seizing the area in its entirety.
The military standoff today
Operation Meghdoot established a pattern of control that broadly holds to this day. India took control of the roughly 70-kilometre-long Siachen Glacier and its tributary glaciers, along with all the main passes and heights of the Saltoro Ridge, including Sia La, Bilafond La and Gyong La. Pakistan controls the glacial valleys immediately to the west of the Saltoro Ridge, at lower elevations.
The line that India holds along the Saltoro crest from NJ9842 is known as the Actual Ground Position Line (AGPL). This is not a formally agreed boundary but a position defined by who physically occupies the heights. The conflict continued through later actions such as Operation Rajiv in 1987, as both sides fought to consolidate their posts.
Why the heights matter strategically
To outsiders the glacier can look like worthless territory, but its strategic logic is real. The Saltoro Ridge sits at a sensitive tri-junction near both Pakistan and China. Holding the dominating heights gives India a commanding position and is widely seen as blocking the possibility of joint Pakistan-China military operations in the region. The glacier also acts as a watershed feeding the Nubra River, which drains into the Shyok and ultimately the Indus.
The human and economic cost
The most sobering feature of Siachen is that nature, not the enemy, has been the deadliest force. Soldiers are deployed at altitudes between 18,000 and 20,000 feet, where the lack of oxygen and extreme cold cause pulmonary oedema, frostbite and severe psychological strain from prolonged isolation. Avalanches are a constant threat. In 2012, a single avalanche buried a Pakistani base at Gyari, killing 129 soldiers and 11 civilian contractors.
The figures tell the story plainly. Between 1984 and 2012, official figures recorded 846 Indian soldiers dead in the conflict, and the majority of deaths on both sides resulted from the terrain and weather rather than enemy fire. The financial burden has been equally heavy, with India reportedly having spent more than Rs 80 billion since 1984 on Operation Meghdoot, alongside high recurring maintenance costs.
The 2003 ceasefire
A turning point came in November 2003, when India and Pakistan agreed to a ceasefire that included the Siachen sector. The effect on battle casualties was dramatic. Since the ceasefire took hold, battle casualties have effectively dropped to zero, and weather-related deaths have fallen sharply as infrastructure and medical evacuation improved. One academic study notes that Indian fatalities, around 30 per year before 2003, reduced to roughly 10 deaths per year after the ceasefire, and lower still in later years. The guns fell silent, but both armies remained dug in.
The debate over demilitarisation
Given the high cost, the obvious question is why both sides do not simply withdraw. The idea of demilitarising Siachen has been on the table for decades. India and Pakistan came close to an agreement in 1989, and have held many rounds of talks since, but every attempt has stalled. Between 1986 and 2012, thirteen rounds of talks were held without a final breakthrough.
The core obstacle is trust. India’s central condition is that any withdrawal must be preceded by both sides marking and authenticating their current positions along the AGPL. The Indian concern, shaped heavily by the experience of the Kargil intrusion in 1999, is that if it vacates the commanding heights without a verified record of positions, Pakistan could occupy them, and retaking such heights would be far more costly than holding them. Pakistan has resisted formally authenticating the AGPL, fearing it would legitimise India’s gains.
Arguments on both sides
Those who favour demilitarisation point to the human suffering, the financial drain, and the fragile mountain environment, arguing that the glacier could be turned into a zone of peace. Those who oppose it stress security: the heights guard against a Pakistan-China linkage and India’s position beyond NJ9842 arguably violates neither the Line of Control nor any treaty, since the area was never demarcated. The result is a stalemate sustained less by active hostility than by deep mutual suspicion.
Why Siachen still matters
The Siachen conflict is a window into the wider logic of India-Pakistan relations. It shows how a small ambiguity in a 1949 document can harden into a permanent military commitment, how strategic geography can outweigh apparent economic sense, and how the absence of trust can keep two nuclear-armed neighbours frozen in place. The ceasefire has reduced the bloodshed, but it has not resolved the underlying dispute. For now, soldiers continue to hold posts on the world’s highest battlefield, defending a line that exists in fact but has never been agreed on paper.
