Security used to mean one thing: protecting borders from armed invasion. A strong military, a well-defended frontier, and the threat of retaliation were enough to keep a nation safe. But the world has changed. After the Cold War ended and globalization knitted economies and technologies tightly together, a new category of threats emerged that armies alone cannot defeat. These are the non-traditional security challenges-dangers that arise not from enemy tanks crossing a border, but from terrorism, energy shortages, and attacks on digital systems. For a country positioned in one of the most volatile regions of the world, understanding these threats is essential to grasping how national security actually works today.

What makes a security threat “non-traditional”
Traditional security focused on military force and the protection of territory from external aggression. Non-traditional security threats are different. According to scholar Mely Caballero-Anthony, they are challenges to the survival and well-being of peoples and states that arise primarily from non-military sources. They often originate from non-state actors, cross national borders easily, and cannot be solved by force alone.
These threats share three important features. First, they are transnational-a cyberattack or a terrorist network does not respect borders. Second, they are interconnected-energy disruptions can trigger economic instability, which can fuel social unrest. Third, they require cooperative solutions, meaning no single country can address them alone. The list of such threats is long, including climate change, pandemics, food and water insecurity, and transnational crime. This post focuses on three of the most pressing for India: terrorism, energy security, and cyber security.
Terrorism: the threat from state and non-state actors
Terrorism has been one of India’s most persistent security concerns. Unlike conventional warfare, terrorism relies on asymmetric tactics-suicide bombings, hijackings, and attacks on soft civilian targets designed to create maximum psychological and political impact. The goal is not to defeat a military but to spread fear and destabilize society.
The cross-border dimension
A significant portion of the terrorist threat India faces has involved cross-border terrorism, particularly groups based in or operating from Pakistan. The most devastating reminder of this was the 26/11 Mumbai attacks of 2008, when armed assailants struck multiple locations across the city, killing scores of people. This attack exposed serious gaps in India’s intelligence-gathering and coordination capabilities and became a turning point in how the country approached counter-terrorism.
What complicates the issue is the role of both state and non-state actors. When terrorist groups receive funding, training, or safe haven from elements within a foreign state, the line between a criminal threat and a geopolitical one blurs. This makes terrorism not just a law-and-order problem but a foreign policy challenge requiring diplomatic engagement alongside security measures.
How India responds
In direct response to the 26/11 attacks, the government established the National Investigation Agency (NIA) under the NIA Act of 2008 as a central counter-terrorism law enforcement body. The agency investigates and prosecutes offences that threaten the sovereignty, security, and integrity of the country. A 2019 amendment empowered the NIA to investigate scheduled offences involving Indian citizens or Indian interests even when committed outside India, and expanded its mandate to include cyber terrorism and human trafficking.
Beyond enforcement, India’s counter-terrorism strategy now combines several approaches: intelligence sharing across agencies, counter-radicalization efforts, tracking of terror financing, and diplomatic pressure at international forums like the United Nations. India has consistently advocated for a comprehensive global convention against terrorism, recognizing that a threat this mobile cannot be contained within one country’s borders.
Energy security: powering growth in a volatile world
Energy security refers to the uninterrupted availability of energy sources at affordable prices, while ensuring long-term sustainability and resilience against shocks. For a fast-growing economy, this is not a luxury-it is the foundation of industrial output, transport, employment, and household stability. And here lies one of India’s deepest vulnerabilities.
The dependence problem
India’s energy challenge begins with a simple fact: it imports the vast majority of the oil it consumes. Crude oil import dependence reached nearly 89% in FY2024-25, with domestic production meeting only a small fraction of demand. India is the third-largest oil importer in the world after the United States and China, and its demand keeps rising as transport, manufacturing, and urban consumption expand.
This dependence creates a chain of risks. When global oil prices spike, the effects ripple through the entire economy. Every one-dollar rise per barrel adds roughly two billion dollars to India’s annual import bill. Higher energy prices feed inflation, widen the current account deficit, weaken the rupee, and strain foreign exchange reserves. For ordinary citizens, this translates into costlier transport, food, and everyday goods.
Geopolitics and chokepoints
Energy security is tightly bound to geopolitics. A large share of India’s oil and gas flows through narrow maritime chokepoints like the Strait of Hormuz, through which a significant volume of the world’s petroleum trade passes. When conflict flares in West Asia, these routes become vulnerable, and the immediate result is volatile prices and supply uncertainty. Even diversifying suppliers cannot fully solve this, because the logistical reality of these chokepoints cannot be bypassed.
The shifting nature of this dependence is striking. Before the Ukraine conflict, Russia accounted for barely 2% of India’s crude imports. Within two years, it became India’s largest supplier, at one stage crossing one-third of total imports. This reflects how energy decisions are driven by a mix of commercial pricing and strategic calculation, often placing India between competing geopolitical pressures.
Building resilience
To reduce these vulnerabilities, India has pursued several strategies. These include building strategic petroleum reserves as a buffer against short-term disruptions, diversifying the sources from which it buys crude, expanding domestic exploration and refining capacity, and investing in alternatives like ethanol blending and renewable energy. The crude oil import bill amounts to roughly a quarter of all merchandise imports, which is why even small improvements in efficiency or self-reliance carry large economic weight.
However, the energy transition introduces its own challenges. Shifting toward clean energy reduces fossil fuel dependence but creates new dependencies on critical minerals like lithium, cobalt, and rare earths, where China dominates over 90% of rare earth processing globally. In other words, energy vulnerability is not simply declining-it is relocating from oil fields to mineral supply chains.
Cyber security: defending the digital frontier
The third major non-traditional challenge is the newest and fastest-evolving. As India digitizes its economy, government services, banking, and critical infrastructure, it creates an enormous attack surface that adversaries can exploit. A cyberattack today can disrupt economic activity, paralyze essential services, and threaten national security without a single soldier crossing a border.
The growing threat landscape
Cyber threats range from data theft and financial fraud to sophisticated attacks on critical systems. Globally, incidents like the Stuxnet worm, which targeted industrial control systems, and the WannaCry ransomware, which disrupted public services across many countries, demonstrate how digital attacks can cripple vital infrastructure. In India, several government websites faced ransomware attacks in 2024, exposing the vulnerability of critical IT infrastructure.
The danger is amplified because cyberspace also enables other threats. Cybercrime can facilitate terror financing, while misinformation and deepfake technology can inflame communal tensions and spread panic. The financial sector is especially exposed, with banks and institutions increasingly vulnerable as routine operations move online.
India’s cyber defense architecture
India has built an institutional framework to respond. The Indian Computer Emergency Response Team (CERT-In) is the designated national agency under the Information Technology Act, 2000, for responding to cyber security incidents. It issues alerts and advisories on emerging threats and advises remedial measures to affected organizations. CERT-In has also formulated a Cyber Crisis Management Plan to counter cyberattacks and cyber terrorism across central and state government departments.
For the most sensitive systems, the National Critical Information Infrastructure Protection Centre (NCIIPC) serves as the nodal agency under the IT Act, protecting computer resources whose destruction would have a debilitating impact on national security. Alongside these, the National Cyber Coordination Centre monitors cyberspace to detect potential threats and enable real-time information sharing with relevant stakeholders. Despite these efforts, challenges remain, including outdated cyber laws, a shortage of trained professionals, and limited cyber security awareness at both individual and institutional levels.
Why these challenges are interconnected
The most important insight about non-traditional security is that these threats do not exist in isolation-they reinforce one another. Terrorism can be financed through cybercrime. A cyberattack on a power grid is simultaneously a cyber threat and an energy security threat. Geopolitical conflict that disrupts oil supplies can also create the instability in which extremism flourishes. This interconnectedness is precisely why addressing these issues requires a holistic approach rather than treating each in isolation.
This is why national security today is no longer the exclusive domain of the armed forces. It involves intelligence agencies, energy planners, technology experts, diplomats, and international partners working together. Globalization has made these threats more dangerous, but it has also made cooperation more necessary. Through regional platforms and bilateral partnerships, the country continues to work toward shared responses to terrorism, energy volatility, and digital threats that no nation can manage alone.
