The planet is warming, glaciers are retreating, and weather patterns are growing more violent with each passing decade. These are not isolated problems confined to one country or region. They are shared challenges that cross borders, which is exactly why the world has spent the last fifty years building treaties, conferences, and institutions to respond collectively. Understanding these global environmental issues and the initiatives designed to tackle them is essential to grasping how international cooperation actually works in practice. Why the environment became a global concern
Environmental damage does not respect national boundaries. Greenhouse gases released in one country warm the entire atmosphere. Pollutants dumped into rivers and oceans drift across the world. A forest cleared in one region affects rainfall and biodiversity far beyond it. This interconnectedness is the core reason environmental problems demand global responses rather than national ones alone.
By the late 1960s, a series of pollution disasters and growing scientific awareness pushed governments to recognise that the earth functions as a single, finite system. The dominant challenges of that era and ours include climate change, biodiversity loss, ozone depletion, deforestation, desertification, and pollution. Each of these threatens not just ecosystems but also human health, food security, and economic stability.
Climate change as the central crisis
Climate change, driven primarily by the build-up of greenhouse gases from burning fossil fuels, sits at the centre of the global environmental agenda. Rising temperatures intensify droughts, floods, cyclones, and heatwaves. For a country like India, with a vast agricultural population and a long coastline, these risks are not abstract. They threaten crop yields, water supplies, and the livelihoods of millions. The economic, ecological, and human costs of inaction are why climate change has generated the most extensive web of international agreements of any environmental issue.
The Stockholm Conference of 1972: where it began
The modern era of environmental diplomacy began at the United Nations Conference on the Human Environment, held in Stockholm, Sweden, from 5 to 16 June 1972. This was the first world conference to treat the environment as a major international issue. Representatives from 114 governments gathered to confront a problem that no single nation could solve on its own.
The conference produced the Stockholm Declaration, a set of 26 principles that placed environmental concerns firmly on the international agenda. It also adopted an Action Plan with over a hundred recommendations and, crucially, led to the creation of the United Nations Environment Programme (UNEP), which became the institutional anchor for future environmental governance.
The North-South divide takes shape
Stockholm was not a meeting of equals with shared priorities. It revealed a deep tension that still defines environmental negotiations today. Industrialised nations wanted to address pollution and conservation, while developing countries insisted that their economic growth must not be sacrificed. During the preparations, India and Nigeria welcomed environmental cooperation but stressed that their development could not be held back. This argument, between those who industrialised early and those still seeking to grow, would echo through every major agreement that followed.
Most of Stockholm’s achievements were declaratory rather than legally binding. Yet its real success was making environmental protection a permanent feature of international diplomacy. In the years after, countries around the world set up environmental ministries and passed new environmental laws.
The Rio Earth Summit of 1992: turning principles into treaties
Twenty years after Stockholm, the world reconvened in Rio de Janeiro, Brazil, for the United Nations Conference on Environment and Development, popularly called the Earth Summit. Intellectually, it built on the Brundtland Commission’s 1987 report “Our Common Future,” which defined sustainable development as meeting present needs without compromising future generations.
Rio was one of the largest intergovernmental gatherings ever held. It produced the Rio Declaration with its 27 principles, the ambitious action plan known as Agenda 21, and a Statement of Forest Principles. More importantly, it gave birth to two binding conventions and laid the groundwork for a third, collectively known as the Rio Conventions covering climate change, biodiversity, and land degradation.
The principle of common but differentiated responsibilities
Rio formalised one of the most important ideas in environmental law: common but differentiated responsibilities (CBDR). The logic is straightforward. All nations share responsibility for protecting the planet, but those who contributed most to the problem and have greater resources should shoulder a larger burden. This principle was an attempt to bridge the gap between developed and developing countries, and it remains central to how India and other emerging economies frame their climate positions.
The UNFCCC: the foundation of global climate action
The single most significant outcome of Rio was the United Nations Framework Convention on Climate Change (UNFCCC). Opened for signature in 1992 and entering into force in 1994, it has been the primary multilateral vehicle for international cooperation on greenhouse-gas-induced climate change ever since. Nearly every country on earth, 197 parties, has joined it.
The objective of the convention is to stabilise greenhouse gas concentrations in the atmosphere at a level that prevents dangerous human interference with the climate system, within a timeframe that allows ecosystems to adapt and economies to develop sustainably. The UNFCCC itself does not impose specific emission limits. Instead, it sets out broad principles, general obligations, and an institutional structure through which countries can negotiate more detailed commitments over time.
How the convention works
The supreme decision-making body of the UNFCCC is the Conference of the Parties (COP), which meets annually. These are the summits often reported in the news, numbered sequentially such as COP21 in Paris or COP26 in Glasgow. The convention also divided countries into categories, with the 35 highest-income nations listed in Annex I and given stronger commitments on reporting and assisting poorer countries. This bifurcation reflected the principle of differentiated responsibility, though it later became a source of dispute as emerging economies grew rapidly.
The Kyoto Protocol: the first binding targets
Because the UNFCCC set goals without enforceable limits, parties negotiated a stronger instrument. Adopted in December 1997 and entering into force in 2005, the Kyoto Protocol was the first legally binding climate treaty. It required developed countries to cut emissions by an average of 5 percent below their 1990 levels and set up a system to monitor progress.
Kyoto reflected the differentiated approach in its purest form. Only industrialised nations and countries transitioning to market economies took on binding reduction targets for a basket of six greenhouse gases. Its first commitment period ran from 2008 to 2012, and a later Doha Amendment extended a second period to 2020. The protocol also introduced market-based mechanisms, including emissions trading, to help countries meet their goals more flexibly.
The limits of Kyoto
Kyoto had real weaknesses. The United States, then the world’s largest emitter, signed but never ratified the treaty. Developing nations including India and China carried no binding targets at all. As these economies grew and their emissions rose, the original division of responsibility looked increasingly outdated. The protocol covered only a shrinking share of global emissions, which made clear that a new and more universal approach was needed.
The Paris Agreement: a universal framework
The breakthrough came at COP21 in December 2015, when 196 parties adopted the Paris Agreement. Unlike Kyoto, Paris asks every country, developed and developing alike, to act. Its central aim is to keep the rise in global average temperature well below 2 degrees Celsius above pre-industrial levels, while pursuing efforts to limit the increase to 1.5 degrees.
The mechanism is the Nationally Determined Contribution (NDC). Rather than imposing targets from above, each country determines its own pledge, plans how to achieve it, and reports on progress regularly. The agreement also softened the rigid Annex divisions, referring instead to common but differentiated responsibilities “in the light of different national circumstances,” a phrase that acknowledges how economies and emissions have shifted since 1992.
India’s role in global environmental governance
India has moved from a cautious participant to an active leader in climate diplomacy. Its position has consistently rested on equity, arguing that developed nations bear historical responsibility for the bulk of accumulated emissions while India must still meet the development needs of a huge population.
At COP26 in Glasgow in 2021, Prime Minister Narendra Modi announced the Panchamrit, a set of five climate pledges, including a commitment to reach net-zero emissions by 2070. India’s updated NDC, submitted in 2022, raised its target to cut the emissions intensity of GDP by 45 percent by 2030 and to source 50 percent of installed electricity capacity from non-fossil fuels.
India has also achieved earlier goals ahead of schedule. The government has noted that the original 2015 targets of a 33 to 35 percent reduction in emissions intensity and 40 percent non-fossil capacity were both met years ahead of their deadlines. Beyond domestic action, India has co-founded the International Solar Alliance and launched initiatives such as the Coalition for Disaster Resilient Infrastructure and Mission LiFE, which promotes sustainable lifestyles.
Why multilateral cooperation remains essential
The frequency and severity of climate-related disasters, from devastating floods to record heatwaves, underline why no country can solve these problems alone. Multilateral treaties remain the only realistic mechanism for coordinating action at the necessary scale, sharing finance and technology with poorer nations, and holding governments accountable through regular reporting.
These agreements are far from perfect. Pledges often fall short of what science demands, enforcement is weak, and the climate finance promised to developing countries has been slow to arrive. Yet the framework built since Stockholm represents humanity’s best attempt to manage a shared planet through negotiation rather than conflict. Each conference and treaty builds on the last, slowly raising ambition and tightening accountability.
