The relationship between scientific progress and global power is one of the most underappreciated forces in the study of world affairs. A single invention can redraw borders, topple empires, and create entirely new categories of international actors. Scholars have long argued that science and technology reshape the architecture of the international system, the processes by which states operate, and the very ideas that underpin world politics. From the gunpowder that built early empires to the digital networks that now connect billions, technology has never been a neutral tool. It distributes advantage and disadvantage, rewards those who innovate, and punishes those who fall behind. This post traces how science and technology have steadily transformed international politics, and why understanding this link is essential for making sense of the global order today.

The historical foundation: how technology built the state system
The modern international system, made up of sovereign territorial states, is not a permanent feature of human history. It was constructed over centuries, and technology was one of its main building blocks. Before the rise of centralized states, political authority was fragmented among feudal lords, city-states, and religious institutions. Two technological developments helped change this: the spread of gunpowder weapons and the growth of long-distance trade.
Gunpowder and the rise of the territorial state
Gunpowder, invented in China, fundamentally altered the logic of political organization once it reached other regions. Cannons and firearms made the old defensive structures of feudal lords, such as castles and fortified towns, far less effective. Acquiring and maintaining firearms required highly developed administrations and large financial resources, which encouraged the formation of centralized governments capable of manufacturing weapons and training soldiers. Historians use the term “gunpowder empires” to describe the powerful states that emerged in this period. The Ottoman, Safavid, and Mughal empires all rose to prominence between the 15th and 18th centuries partly because they harnessed gunpowder technology, including the Mughal Empire that dominated the Indian subcontinent.
The deeper point is structural. The political theorist John Herz argued that the rise of the territorial state rested on material changes to military technology, with the gunpowder revolution facilitating state consolidation. Only a centralized authority could afford the expensive new instruments of war. This concentrated power in the hands of rulers who could tax, organize, and defend large territories, laying the groundwork for the sovereign nation-state that remains the basic unit of international relations.
Trade, navigation, and the expansion of horizons
Alongside weaponry, advances in navigation, shipbuilding, and maritime technology made long-distance trade and exploration possible. European chartered trading companies used heavily armed ships to protect trading posts, enforce monopolies, and intervene in local politics. This combination of armed trade let relatively small merchant groups project state-like power, secure ports, and create footholds that turned into political influence or outright territorial control. The British East India Company’s trajectory in the subcontinent is the clearest illustration of how commercial technology and military force together reshaped sovereignty and set the stage for colonial rule.
The Industrial Revolution: a new era of power dynamics
If gunpowder built the state, the Industrial Revolution determined which states would dominate. Beginning in Britain in the late 18th century, industrialization moved production from small workshops to large factories, multiplying the economic and military strength of the nations that embraced it.
The widening gap between nations
Before industrialization, the gap between societies was relatively narrow. Prior to the industrial revolution, countries had broadly similar standards of living, and military power depended mainly on the size of a country, which changed only slowly and produced a stable balance of power. Industrial technology shattered this equilibrium. Nations that could mass-produce goods and weapons gained a decisive edge over those that could not. The Industrial Revolution shifted the global balance of power by allowing industrialized nations to gain economic and military advantages over non-industrialized nations, widening the gap between them and driving increased colonization.
This dynamic explains much of 19th-century imperialism. Industrialized powers needed raw materials for their factories and markets for their finished goods, which drove the colonization of large parts of Asia and Africa. Innovations such as steamships, railways, and improved artillery allowed these powers to project force across great distances and dominate less industrialized regions with relative ease. The colonization of the subcontinent was part of this broader pattern, in which technological superiority translated directly into political control.
The rise of new powers
Industrialization also created entirely new centers of power. The Industrial Revolution strengthened the economies and militaries of nations like Britain, France, and Germany, while also enabling the rise of the United States and, later, Japan once it modernized its military and industry in the late nineteenth century. Power was no longer fixed by geography or population alone; it could be manufactured. A state that invested in science and industry could rapidly climb the international hierarchy, while one that failed to do so risked decline. The Ottoman Empire, once formidable, came to be called “the sick man of Europe” partly because of its incomplete industrialization.
Technology and the changing tools of statecraft
Beyond reshaping who holds power, technology continually changes the means available to states. The instruments of diplomacy, war, intelligence, and communication are all products of their technological era.
The nuclear age and a new kind of diplomacy
Perhaps no technology transformed international politics as dramatically as nuclear weapons. New technological capabilities transform war, diplomacy, commerce, intelligence, and investment, sometimes acting as game-changers that confer advantage on some actors while disadvantaging others. The arrival of nuclear weapons in World War II created a category of destructive power so great that it changed the logic of conflict itself. The doctrine of deterrence, where the threat of mutual destruction discourages direct war between major powers, became a defining feature of the Cold War. For a country like India, the decision to develop nuclear capability was as much about international status and strategic autonomy as it was about defense.
The information and communications revolution
More recently, the revolution in information, communications, and remote sensing has touched nearly every dimension of international affairs. This single technological revolution affects virtually every aspect of international relations, beginning with the operational processes of the international system such as diplomacy, intelligence gathering, and commerce. Real-time communication allows governments to conduct diplomacy instantly, monitor distant events through satellites, and coordinate trade and finance across the globe. It has also empowered ordinary citizens, who can now organize, share information, and influence political events far beyond their borders.
New actors on the global stage
One of the most significant consequences of modern technology has been the rise of powerful actors that are not states at all. For centuries, the state was treated as the primary unit of international relations. Technology has changed that.
Multinational corporations
Multinational corporations (MNCs) are companies headquartered in one country with operations in several others, and they wield enormous influence over trade, investment, and even policy. Because countries rely on the jobs and revenue that multinational corporations generate, and because these firms command vast resources, they exert tremendous influence on international affairs. Technological capability is often the source of their power. Indian IT firms such as Tata Consultancy Services and Infosys, for example, have become global players whose decisions affect employment and economic relations across multiple countries.
Non-governmental organizations and civil society
Technology has similarly amplified the reach of non-governmental organizations (NGOs) and advocacy networks. Non-state actors such as multinational corporations, NGOs, and transnational advocacy networks now shape policies, influence decision-making, and challenge the traditional authority of sovereign states. NGOs campaign for human rights, environmental protection, and social justice across borders, often using digital tools to mobilize support and pressure governments. The growth of non-state actors is largely attributed to globalization, democratization, and the increasing importance of civil society, all of which have been accelerated by communications technology.
Technology, dependency, and the divide between nations
Technology does not benefit all states equally. The way it spreads, or fails to spread, has created lasting divisions in the international economy. This is the central concern of dependency theory.
Understanding technological dependency
Dependency theory, developed in the 1950s and 1960s by scholars such as Raúl Prebisch and Fernando Henrique Cardoso, argues that the global economy is structured around an industrialized “center” and a resource-exporting “periphery.” Within this hierarchy, wealth flows from the periphery to the center through trade, investment, and technology transfer, leaving developing nations structurally disadvantaged. The key insight is that technology sits at the heart of this relationship. Dependency theorists point to the inability of the periphery to develop autonomous and dynamic technological innovation, while the center countries control both technology and the systems for generating it.
Technology transfer: opportunity or trap?
Transferring technology from industrial to developing nations is often presented as a path to development, but it is not a neutral process. According to dependency theory, technology transfer is shaped by power relations and economic interests, and can serve as a mechanism through which developed countries maintain their dominance over developing ones. When a developing country imports advanced technology without building its own capacity to understand and reproduce it, it can become locked into permanent reliance on foreign suppliers. Technology transfer can boost growth and create jobs, but it can also reinforce dependence on developed nations and displace local industries if it is not managed to foster self-reliance.
Breaking the cycle
Not every developing country has remained dependent. Some have successfully absorbed foreign technology, adapted it, and built domestic innovation capacity. The UN Trade and Development body stresses that escaping commodity dependence requires governments to work with firms, research centers, universities, and financial institutions to build the human and institutional capabilities needed to domesticate relevant technologies. India’s experience offers a mixed picture. Its space program, pharmaceutical sector, and software industry demonstrate the development of indigenous technological strength, while in many advanced fields the country still relies on imports. The difference between staying dependent and achieving autonomy lies in what scholars call absorptive capacity: the education, institutions, and research base that allow a nation to learn from imported technology rather than simply consume it.
Why this relationship still matters
The link between technology and international politics is not a historical curiosity; it is an active force shaping the world right now. Competition over artificial intelligence, semiconductors, and digital infrastructure is the latest chapter in a very old story. Technological leadership has become a strategic national advantage, making innovation and the protection of intellectual property central factors in great power competition. States that lead in emerging technologies will help write the rules of the international system, while those that fall behind may find themselves once again on the dependent side of the divide. Understanding how gunpowder, industrialization, and information technology each transformed global power helps explain why the technological races of today carry such high political stakes.
