Air, water, forests, and land do not stop at customs checkpoints. A factory’s smoke in one country drifts into the lungs of people across the border, and a dammed river upstream leaves farms downstream parched in another nation altogether. This simple fact, that natural systems ignore the political map, sits at the heart of environmental approaches in international relations. Over the past five decades, the environment has moved from the margins of foreign policy to its centre, reshaping how nations think about cooperation, security, and justice. This post explains how that shift happened, why scarce resources have become flashpoints in global politics, and what these debates mean for a developing country navigating the demands of growth and conservation at once.

Why the environment crosses borders
The starting point of any environmental approach is interconnectedness. Mainstream theories of international relations were built to explain warfare, alliances, and trade between sovereign states. They assumed the state was the basic unit of analysis and that borders meaningfully separated one political space from another. Environmental problems break that assumption. Greenhouse gases emitted in one place warm the entire planet. Pollutants released into a shared river or ocean travel wherever the current carries them.
This is why scholars argue that cooperation on shared environmental problems is central to the relationship between international relations and ecology. A single government, no matter how powerful, cannot secure clean air or a stable climate on its own. It depends on the behaviour of others. That dependence forces states into negotiation, treaty-making, and ongoing coordination in ways that older security-focused frameworks struggle to capture.
The limits of traditional theory
Realism, the dominant school of international relations for much of the twentieth century, focuses on power, state interests, and security. Critics point out that this focus tends to push environmental concerns to the side and prioritise economic growth over ecological limits. Liberal institutionalism does better, because it argues that states can achieve shared gains by building institutions that monitor compliance and reduce cheating. This is the lens through which much of the work on international environmental regimes and treaties has been done.
A newer body of thought, often called green theory, goes further still. It argues that existing institutions are simply inadequate for ecological challenges and that international relations needs an ecocentric framework rather than one that treats nature only as a resource to be used. The debate among these positions is itself a key reason environmental approaches have become a distinct field of study.
Resources as the focus of global politics
Natural resources have always mattered to states, but their political weight has grown sharply as scarcity has become more visible. The realisation that fresh water, fertile land, forests, and clean air are finite changes the logic of international politics. When a resource is both highly valuable and globally scarce, control over it becomes a strategic objective.
This is most obvious with energy. The competition for oil, gas, and increasingly the minerals needed for clean technology shapes alliances and rivalries. As one NATO analysis notes, the scramble to secure critical resources can drive the formation of new security alliances and multilateral frameworks. The pattern repeats with water, food, and arable land, all of which are coming under pressure from population growth and a changing climate.
The gap between rich and poor nations
Resource scarcity is never felt equally. A central theme of environmental approaches is the widening income gap between developed and developing countries and what it means for who should pay to fix shared problems. Industrialised nations grew wealthy by burning fossil fuels and consuming resources at a scale that the rest of the world is only now approaching. Developing countries argue, reasonably, that they should not be asked to sacrifice the growth that lifts their people out of poverty to solve a crisis they did little to create.
This tension produced one of the most important ideas in environmental diplomacy: common but differentiated responsibilities. The principle holds that while all nations share responsibility for protecting the environment, developed countries bear a greater share because of their larger historical contribution to environmental degradation and their superior financial and technological capacity. It was an attempt to bridge the divide between North and South, and it remains contested to this day. Wealthier nations often resist its broader interpretations, while developing countries insist it is a matter of basic fairness.
The summits that built the global agenda
Environmental approaches did not emerge from theory alone. They were forged at a series of landmark international conferences that gradually placed ecology at the centre of diplomacy.
Stockholm 1972
The 1972 United Nations Conference on the Human Environment, held in Stockholm, was the first global conference to treat the environment as a serious international issue. Its declaration recognised that the natural resources of the planet, including air, water, earth, plants, and animals, must be safeguarded for present and future generations. Notably, India’s then Prime Minister Indira Gandhi used the conference to argue that the developed North bore responsibility for global environmental problems, a position that would anchor the country’s stance for decades.
Rio 1992 and after
Twenty years later, the Rio Earth Summit took the work much further. It was the largest gathering of world leaders at the time, with representatives from 178 nations and over a hundred heads of state. Rio produced the Rio Declaration and helped diffuse principles that now structure environmental treaties: the precautionary principle, the polluter pays principle, and common but differentiated responsibilities. Crucially, Rio also gave birth to the United Nations Framework Convention on Climate Change, the treaty under which annual climate negotiations still take place. The same North-South divisions visible at Stockholm have persisted across every major summit since, from Johannesburg in 2002 to the Rio+20 conference in 2012.
The rise of civil society in environmental affairs
One of the most striking features of environmental politics is how it has opened the closed world of diplomacy to actors beyond the state. Traditionally, only governments negotiated and signed treaties. Environmental issues changed that. Non-governmental organisations, scientists, indigenous groups, and youth movements now play a recognised role in shaping debate.
The United Nations describes these non-state participants as the eyes, ears, and conscience of the outside world. While only governments can formally take decisions in climate negotiations, observers gather information, hold delegates accountable, and frame issues for public attention. The 1992 Agenda 21 document went so far as to label NGOs as partners for sustainable development, formally inviting civil society into the process.
Civil society in the Indian context
This shift has been visible in India’s own diplomacy. Researchers note that the official Indian delegation in early climate negotiations was assisted by significant contributions from NGOs, most famously Anil Agarwal and Sunita Narain of the Centre for Science and Environment. They helped reframe the climate debate around per capita emissions and the historical responsibility of industrialised nations rather than total national output, a distinction that worked strongly in the favour of populous developing countries. This intellectual contribution shaped the language of key UNFCCC principles, including common but differentiated responsibilities. It is a clear example of civil society directly influencing the substance of international agreements.
From military security to environmental security
Perhaps the deepest change brought by environmental approaches is a rethinking of what security itself means. For most of modern history, security meant defending borders against the armies of other states. Environmental approaches expand this narrow definition.
The concept of environmental security argues that human well-being depends on the health of the natural world, and that threats can arise from environmental causes such as water shortages, famine, and natural disasters rather than from hostile militaries. These threats behave differently from traditional ones. They are transnational, slow-moving, and cumulative. A river does not run dry overnight, and a coastline does not erode in a single battle. This demands a preventive, cooperative approach rather than the reactive, defensive posture of conventional military thinking.
When scarcity fuels conflict
The connection between the environment and security is not only about redefining concepts. There is a real, studied link between ecological stress and violent conflict. Scholars warn that new kinds of resource scarcity, whether of food, water, or arable land, will increasingly have to be factored into national security planning. Competition over dwindling resources can sharpen tensions between communities and states, and environmental degradation can drive displacement and instability. This is why defence and foreign policy establishments around the world now treat climate change and resource scarcity as genuine security concerns rather than purely environmental ones.
At the same time, the environment can be a bridge to peace. Shared problems sometimes force cooperation between rivals, because no single state can solve them alone. The same interconnectedness that creates risk also creates a powerful incentive to work together.
What this means for development
For a developing nation, environmental approaches present a genuine dilemma. The same resources that fuel economic growth, energy, land, and water, are precisely the ones under the most pressure. Demands to cut emissions or limit resource use can feel like a brake on development imposed by countries that already industrialised freely.
This is why principles such as equity, climate justice, and common but differentiated responsibilities matter so much in the diplomacy of the Global South. The argument is not against environmental protection but against an unfair distribution of its costs. Balancing the urgent need for conservation with the equally urgent need for development, while pressing wealthier nations to provide finance and technology, has become a defining feature of how emerging economies engage with global environmental politics.
