Across rural India, a quiet form of organisation has done what individual effort often could not: it gave small producers a real say over prices, markets, and their own futures. Village cooperatives bring local farmers, dairy producers, and artisans together so they can pool resources, manage production, and sell collectively. The most famous example is AMUL, the dairy cooperative that grew from two villages into one of the country’s largest food brands. This post explains how village cooperatives work, why they matter for sustainable development, and what still holds them back.

What a village cooperative actually is

A village cooperative is an enterprise owned and democratically controlled by its members, who are usually small-scale producers such as farmers, dairy workers, or weavers. Instead of selling output individually to traders who set the terms, members combine their produce and negotiate as one body. The International Cooperative Alliance defines a cooperative as an autonomous association of people who unite voluntarily to meet shared economic, social, and cultural needs through a jointly owned and democratically run enterprise. That definition captures the two features that make cooperatives different from ordinary firms: voluntary membership and member control.

The principle of one member, one vote

In a company, voting power follows shareholding, so the largest investor dominates. In a cooperative, each member gets one vote regardless of how much milk or grain they contribute. This keeps decision-making in the hands of ordinary producers rather than a few wealthy backers. Decisions on procurement prices, technology, and investment are taken collectively by elected representatives. Because every member is both a supplier and a part-owner, the surplus that a private middleman would keep instead returns to the producers themselves.

The AMUL model: a blueprint that worked

AMUL was founded in 1946 in Anand, Gujarat, as a direct response to the exploitation of dairy farmers by middlemen who controlled prices and terms. Under the guidance of Verghese Kurien, farmers formed a cooperative that let them control the entire milk value chain, from collection to marketing. What began as an experiment collecting around 250 kilograms of milk a day grew into a system handling millions of kilograms daily. The Gujarat Cooperative Milk Marketing Federation, which runs the AMUL brand, is now among the largest food businesses in the country, and its success demonstrates that cooperatives can compete directly with multinational corporations.

The three-tier Anand Pattern

The AMUL structure, known as the Anand Pattern, works on three connected levels. At the base are village dairy cooperative societies, where farmers pool their milk and elect local representatives. These feed into district unions that process the milk and handle logistics. At the top sits a state-level federation that manages branding, marketing, and exports. This design lets the cooperative scale up to national and even international markets while keeping ownership rooted in the village. When AMUL products reach a city, the income still flows back to a rural household. The model proved so effective that it was replicated across the country, fuelling the White Revolution that turned India into the world’s largest milk producer.

How cooperatives strengthen rural economies

The clearest benefit of a village cooperative is economic self-reliance. By eliminating layers of intermediaries, cooperatives ensure that a larger share of the final price reaches the producer. A steady, fair income reduces the uncertainty that pushes rural families into debt. Cooperatives also create local jobs in collection, processing, transport, and distribution, so the economic activity stays within the village rather than leaving it.

The reach of this model is significant. India has roughly 800,000 cooperative societies, and the government estimates that they cover most of the country’s villages. Primary Agricultural Credit Societies, the village-level credit cooperatives, often serve as the first point of formal credit for farmers who would otherwise depend on moneylenders. Pooling also gives members bargaining power they could never have alone: shared storage, collective negotiation with buyers, and access to bulk inputs at lower cost.

Social welfare and women’s empowerment

Cooperatives do more than raise incomes. They build rural infrastructure such as chilling centres and veterinary services, and they support social inclusion in a society marked by deep stratification. The World Bank framed the impact of the dairy programme in terms of social, economic, and political empowerment, recognising that cooperatives can draw excluded groups into the mainstream economy.

Women are central to this story. Globally, the Food and Agriculture Organization notes that cooperatives offer women producers a platform to earn better incomes and exercise leadership through quotas and women-only committees. India’s Self-Employed Women’s Association has organised women across dairy, agriculture, and handicrafts, showing that collective enterprise changes the equation for households that otherwise absorb every market shock alone. Yet the gap remains wide. According to a NITI Aayog report cited by analyses of the sector, women-only cooperatives make up only about 2.52 percent of the total, and more than half of those are inactive.

Cooperatives and sustainable agriculture

Sustainability is where cooperatives show real promise. Because members own the enterprise, they have a long-term stake in protecting the land and resources that sustain it. Collective structures make it easier to adopt eco-friendly practices, share climate information, and spread the cost of new techniques across many small farmers. Women farmers, who form a large share of the agricultural workforce, often lead the shift toward regenerative and resource-conscious methods because their priorities centre on family nutrition and local resilience.

Examples already exist. Tribal women in Odisha grow premium Arabica coffee through cooperative efforts that improve both ecological and economic resilience. Pooling resources allows cooperatives to invest in water management, better animal nutrition, and renewable energy in ways that scattered individual farmers cannot. This is why cooperatives fit naturally into broader sustainable development goals: they combine income generation with social inclusion and environmental care.

Modern technology and professional management

The cooperatives that thrive are the ones that modernise. AMUL’s growth depended on decentralised collection combined with professional management, product diversification, and a well-run supply chain. Technology now extends from digital milk testing at collection points to data systems that track procurement and payments transparently. Professional management does not replace member control; it supports it by bringing business expertise to an organisation that elected farmers ultimately own.

Policy push: the National Cooperative Policy 2025

The government has placed renewed weight behind cooperatives. A dedicated Ministry of Cooperation was created in 2021, and in July 2025 it launched the National Cooperative Policy 2025, replacing the earlier 2002 policy. The government has described the policy as a comprehensive roadmap for sustainable cooperative development guiding the sector for the next two decades.

According to the official announcement, the policy is built on six pillars: strengthening the foundation, promoting vibrancy, preparing societies for the future, enhancing inclusivity, expanding into new sectors, and engaging the younger generation. Its stated mission is to make cooperative units professional, transparent, technology-enabled, accountable, and economically self-reliant, with the aim of setting up at least one cooperative in every village. The policy also targets the formation of two lakh new multipurpose credit societies, promotes a White Revolution 2.0 in dairy with greater participation by women, and pushes cooperatives into newer areas such as taxi services, insurance, tourism, and green energy. The slogan tying it together is “Sahkar se Samriddhi”, or prosperity through cooperation.

Challenges that still hold cooperatives back

Despite the success stories, the cooperative sector carries real weaknesses. Many societies have suffered from delayed elections, which opened the door to corruption, while outdated bylaws turned others into bottlenecks. Low literacy, limited business and marketing skills, and weak access to technology constrain rural members, and these constraints fall hardest on women. Political interference and dependence on government support can undermine the autonomy that defines a cooperative in the first place.

Research on the AMUL model is clear that success depends on two things together: supportive structures and active member participation. State funding and a strong governance framework matter, but neither works without engaged members who treat the cooperative as their own. The lesson is that the cooperative form is not automatically empowering. It delivers only when governance is democratic, management is competent, and members stay involved.
