Every year, millions of people across India pack up their lives in villages and small towns and head to cities in search of work, education, and a better future. This steady movement is part of a larger process called urbanisation, and it is reshaping the country at a speed few other transformations can match. Cities promise opportunity, but the way they grow also creates deep strains on land, resources, and the people left behind. Understanding urbanisation is essential to understanding why sustainable development is so difficult, and so urgent, in a rapidly changing nation.

What urbanisation actually means

Urbanisation is the process by which a growing share of a population comes to live in towns and cities rather than rural areas. It involves both the physical expansion of urban settlements and a social and economic shift in how people live and work. The scale of this change in India is striking. The urban population rose from 11.4% in 1901 to 31.16% in 2011, and the pace has only quickened since then.

The numbers ahead are even larger. According to the Observer Research Foundation, around 469 million people lived in urban areas in 2021, a figure projected to reach 555 million by 2031. By the middle of the century, the country is expected to have one of the largest urban populations in the world. This is not a distant statistic; it shapes everyday questions about housing, jobs, water, and clean air for hundreds of millions of people.

Industrialisation and the pull towards cities

Urbanisation rarely happens on its own. It is closely tied to industrialisation, the growth of factories, services, and commercial activity that concentrates jobs in particular locations. When industries cluster in and around cities, they draw workers, capital, and supporting businesses with them. Rural areas, often unable to provide enough stable employment, see large numbers of people migrate outward.

This pull is powerful because cities genuinely offer higher incomes and access to services. Around 34% of Indians now live in cities, compared to only 18% in 1960, and much of the fastest population growth has occurred on the fringes of large cities such as Delhi, Mumbai, Hyderabad, and Kolkata. The problem is that growth on the edges of cities is often unplanned, spilling outward in a sprawling pattern rather than developing in a compact, managed way.

Cities expanding at the cost of rural land

As cities swell, they need land, and that land usually comes from the countryside surrounding them. Fields, orchards, and forests on the urban fringe are gradually converted into housing colonies, roads, industrial zones, and commercial complexes. This conversion is one of the most visible and permanent consequences of urban growth.

Loss of agricultural and forest resources

The conversion of farmland to built-up area carries real costs for food security and the environment. Research comparing satellite data with census records found that urban conversion of agricultural land is concentrated in a few high-growth districts and states, often linked to Special Economic Zones and rapid economic activity. Notably, the study found that much of this loss occurred around smaller cities, not just the megacities, and tended to take place on land that was highly suitable for agriculture.

City-level studies confirm the pattern. In the area around Bengaluru, for example, the spread of built-up land has been associated with a decline in agricultural land of more than 16% over the years as cropland and plantations gave way to construction. When fertile soil is paved over, it cannot easily be recovered, and the food it once produced has to be grown elsewhere or imported, often from increasingly distant regions.

When growth outpaces infrastructure

The central challenge of rapid urbanisation is that people often arrive faster than cities can build for them. Roads, water pipes, sewers, schools, and hospitals take years to plan and construct, while migration happens continuously. The result is overcrowding and a shortfall in basic services.

Slums and the housing shortage

When affordable formal housing is unavailable, low-income migrants settle in informal settlements with insecure tenure and poor conditions. According to the World Bank, around 65.5 million Indians live in urban slums, and 13.7% of the urban population lives below the national poverty line. These settlements often lack secure water connections, drainage, and waste collection, leaving residents exposed to repeated health risks.

Health, water, and sanitation

Inadequate sanitation is one of the most serious consequences of unplanned growth. Many cities still lack complete sewerage networks, and a large share of households rely on individual septic tanks or, in the worst cases, resort to open defecation. Studies of urban water management note that sewer lines are mostly available only in larger cities, leaving slums and peripheral areas badly underserved. Contaminated water and poor waste disposal feed disease, and the burden falls heaviest on the urban poor who have the least ability to protect themselves.

The environmental footprint of cities

Cities do not feed and power themselves from within their boundaries. They draw food, water, timber, minerals, and energy from regions that may be hundreds of kilometres away. This means the environmental impact of a city extends far beyond its visible edge, contributing to deforestation, water depletion, and land degradation in distant places.

Within cities, the concentration of vehicles, industry, and construction produces heavy pollution. India ranks among the countries with the highest levels of urban air pollution, with several cities regularly exceeding permissible air quality limits. Rapid, poorly managed urbanisation also drives the loss of green cover and biodiversity, raises local temperatures through the urban heat island effect, and pollutes rivers and groundwater. These effects directly contradict the goals of sustainable development, which seeks to meet present needs without undermining the ability of future generations to meet theirs.

How urbanisation reshapes rural economies

Urbanisation does not only change cities; it transforms the villages connected to them. As industries and markets expand outward, rural areas near growing cities experience commercialisation, with land values rising and farming giving way to other uses. This can bring new roads, electricity, markets, and non-farm jobs to once-isolated areas.

At the same time, the pull of urban wages draws away young and able-bodied workers, leaving agriculture with an ageing and shrinking labour force. When farmland on the urban fringe is acquired for development, farmers may be displaced from the land that supported their families for generations. Some find new livelihoods in the expanding economy, but others lose their primary source of income without gaining secure alternatives, deepening rural inequality and distress.

Towards sustainable urban development

None of these problems mean that urbanisation should be stopped, which would be neither possible nor desirable. Cities are engines of economic growth and innovation. The real task is to manage urban growth so that it protects resources, improves living conditions, and ensures fair access to services for everyone, not just the well-off.

Government missions and reforms

India has launched several major programmes to address these challenges. The Smart Cities Mission aims to promote planned and inclusive urban development, while the Atal Mission for Rejuvenation and Urban Transformation (AMRUT) focuses on water, sewerage, and basic infrastructure, and the Pradhan Mantri Awas Yojana works towards affordable housing for all. AMRUT in particular set out to ensure household water connections with an adequate per-capita supply and to improve sewerage and green spaces, and its second phase has shifted towards climate-resilient cities and the reuse of treated wastewater to reduce pressure on freshwater sources.

What sustainable cities still need

Schemes alone cannot fix structural weaknesses. Analysts point out that local government revenues in India are among the lowest in the world as a share of GDP, and cities often struggle with fragmented accountability and limited technical capacity. Without financial autonomy and skilled staff, municipalities cannot deliver water, sanitation, and transport reliably.

A balanced future also means spreading growth beyond a few overcrowded megacities. Strengthening second-tier cities such as Pune, Ahmedabad, and Hyderabad can ease the pressure on Delhi and Mumbai and create a more balanced pattern of urbanisation. Combined with compact planning that limits sprawl, the protection of farmland, investment in green infrastructure, and genuine inclusion of the urban poor, these steps can move cities towards a more sustainable path. The goal is not simply bigger cities, but cities that are livable, equitable, and capable of sustaining the people and the environment they depend on.
