When a group of dairy farmers in a small Gujarat town decided in 1946 to pool their milk and sell it together rather than depend on exploitative middlemen, they created what would become Amul, one of the most successful examples of collective economic action in the world. This is the essential idea behind a cooperative: people coming together as joint owners to meet their shared needs. Cooperatives sit at an interesting crossroads of economics, ecology, and social welfare, which makes them a powerful tool for sustainable development. They aim to satisfy basic needs and improve local quality of life while keeping the natural resource base intact for future generations. This blog explores how cooperatives achieve this balance, why their roots run deep into the country’s past, and what role they play in shaping a more sustainable future.

What is a cooperative and why does it matter for sustainability

A cooperative is an autonomous association of people who voluntarily unite to meet common economic, social, and cultural needs through a jointly owned and democratically controlled enterprise. The defining feature is ownership: members are simultaneously the owners, the users, and the beneficiaries. Decisions follow the principle of “one member, one vote,” regardless of how much capital a person has contributed. This democratic structure is what separates a cooperative from a conventional company driven primarily by shareholder profit.

This structure connects directly to sustainable development. Sustainable development is about meeting present needs without compromising the ability of future generations to meet theirs. Because cooperatives are rooted in their communities and owned by local members, they tend to prioritise long-term community welfare over short-term extraction. The International Cooperative Alliance notes that cooperatives are responsible for more than 100 million jobs worldwide and tend to be more resilient during financial and economic crises than profit-maximising firms.

The seventh principle: concern for community

Cooperatives globally operate on seven recognised principles. The seventh of these, concern for community, makes sustainability an explicit goal rather than an afterthought. This principle directs cooperatives to work for the sustainable development of their communities through policies approved by their members. A study on farmer livelihoods highlights how this principle pushes cooperatives toward ecological resilience, citing the Indian Farm Forestry Development Cooperative, which has worked to improve the climate on wastelands by planting trees, simultaneously enhancing rural incomes and the local environment.

Ancient roots: cooperation is not a borrowed idea

While the modern cooperative movement is often traced to 19th-century Europe, the spirit of cooperation has existed on the subcontinent since ancient times. Long before formal registration laws existed, communities organised collective economic and social activity through four principal forms: Kula, Grama, Sreni, and Jati. Understanding these helps explain why the cooperative model feels culturally native rather than imported.

Kula and Grama: family and village cooperation

According to an overview of the cooperative movement, the Kula was historically the first form of cooperative activity. It was both a political and socio-economic organisation in which kinsmen, friends, and relatives worked together to promote their shared economic and social interests. Once the Kula stabilised, cooperation expanded to the level of the Grama, or village community. The Gram Sabha functioned as a cooperative body that undertook works for the economic and social progress of the village, looking after common lands, pastures, roads, and grasslands. Artisans and cultivators often combined to jointly buy, sell, or obtain equipment, tools, and seeds, which is strikingly similar to how a modern agricultural cooperative operates.

Sreni and Jati: guilds and occupational groups

The Sreni, often translated as guild, was a later development that emerged in the post-Vedic period. The word appears in ancient literature in its earliest sense as a “row” or “line” of people, and over time it came to denote an organised body of merchants, artisans, or craftsmen following a common trade. As a detailed study of guilds in ancient India explains, each Sreni had its own professional code, working arrangements, duties, and even its own systems for settling disputes among members. The Jati, meanwhile, organised people along occupational and social lines. Together, these institutions show that pooling resources to create shared value, the cornerstone of the modern cooperative, has deep historical precedent.

The modern cooperative landscape

The transition from these informal arrangements to formal cooperatives began in the early 20th century, largely as a response to severe rural indebtedness and the grip of moneylenders on farmers. From this beginning, the movement has grown into one of the largest in the world. India today has roughly 8.5 lakh registered cooperatives with over 30 crore members, which means roughly one in every four citizens is connected to a cooperative. These societies reach nearly 99% of villages, embedding the model deep into the rural economy.

Sectors where cooperatives operate

Cooperatives span a wide range of activities, each contributing to sustainable livelihoods in different ways:

Agriculture and credit: Primary Agricultural Credit Societies, known as PACS, sit at the base of the rural credit structure, providing affordable loans and inputs to farmers and reducing dependence on informal lenders.

Dairy: Dairy cooperatives like Amul, operating under the Gujarat Cooperative Milk Marketing Federation, connect millions of small milk producers directly to markets and ensure fair prices, transforming dairy farming into a stable source of income.

Housing and consumer goods: Cooperative housing societies provide affordable shelter, while consumer cooperatives supply essential goods at fair prices.

Allied activities: Newer cooperatives are diversifying into fisheries, organics, and storage, opening up additional income streams for members.

How cooperatives drive sustainable development

The link between cooperatives and sustainability operates across the three pillars of economic growth, social equity, and environmental protection. The United Nations has described cooperatives as vital to the success of the Sustainable Development Goals, recognising their ability to strengthen community resilience, alleviate poverty, and empower marginalised groups.

Economic empowerment and employment

Cooperatives generate employment and income at the grassroots, directly supporting livelihoods in areas where formal jobs are scarce. By aggregating the produce of small-scale farmers, they give members better bargaining power and market access than any individual could achieve alone. This collective strength is what allowed dairy farmers to escape middlemen and capture a fair share of value. A comprehensive analysis of Indian cooperatives identifies poverty alleviation, employment generation, and enhanced market access as among their most significant contributions.

Social inclusion and women’s empowerment

Because cooperatives are inclusive and democratic by design, they are well placed to bring excluded groups into the economic mainstream. Women’s cooperatives and self-help groups have given members access to credit, income, and leadership roles that traditional economic systems often denied them. This social dimension matters: sustainable development is not only about resources but about ensuring that growth is equitable and that no community is left behind.

Environmental sustainability and resource management

Cooperatives increasingly play a direct role in protecting the ecological base. Their community ownership encourages careful management of shared natural resources such as water, forests, and grazing land, since members bear both the costs and benefits of how those resources are used. Initiatives promoting organic farming, farm forestry, and decentralised storage to cut post-harvest losses all show how the cooperative model can align economic activity with environmental stewardship rather than pitting them against each other.

Government support and recent reforms

Recognising the sector’s potential, the government created a dedicated Ministry of Cooperation in July 2021, built around the vision of “Sahkar se Samriddhi,” or prosperity through cooperation. The ministry has since rolled out a series of reforms aimed at modernising the sector. One major effort is the computerisation of tens of thousands of PACS to make them digitally enabled and transparent. Another is the introduction of Model Bye-Laws that allow these societies to expand into more than 25 new activities, including dairy, fisheries, and storage, turning single-purpose credit societies into multi-purpose rural service centres.

These reforms matter for sustainability because they strengthen the financial viability of grassroots institutions while diversifying rural economies. A cooperative that can offer credit, inputs, storage, and market linkages under one roof becomes a far more durable engine of local development than one limited to a single function.

Challenges that remain

The cooperative model is not without difficulties. Many societies struggle with weak governance, political interference, inadequate professional management, and limited access to capital. Some exist only on paper, while others have been dominated by influential members in ways that undermine the democratic principle. For cooperatives to fulfil their promise as drivers of sustainable development, these structural weaknesses need genuine attention through better regulation, professional training, and member education. The goal is to ensure that the cooperative remains true to its founding idea of collective self-help rather than becoming captured by narrow interests.
