Environmental problems do not respect national borders. A river polluted in one country flows into another, greenhouse gases released anywhere warm the entire planet, and the loss of a forest affects rainfall thousands of kilometres away. Because no single government can solve these challenges alone, the world needs institutions that operate above the level of individual states. This is where United Nations agencies step in. Over the past five decades, they have built the framework of rules, agreements, and monitoring systems that we now call global environmental governance. Understanding how they work helps explain why countries cooperate on climate change, biodiversity, and sustainable development at all.

Why the world needs UN agencies for the environment

Environmental governance refers to the rules, institutions, and processes through which societies make decisions about the natural world. At the global level, this responsibility largely falls to the United Nations and its specialised bodies. These agencies do not have the power to force any country to act, since sovereignty remains with national governments. Instead, they work through persuasion, scientific evidence, negotiation, and the creation of treaties that countries voluntarily sign and ratify.

The starting point for this system was the UN Conference on the Human Environment held in Stockholm in 1972. This was the first global gathering devoted entirely to environmental issues, and it placed the environment on the international agenda for the first time. Out of this conference came the most important environmental agency in the UN system.

The United Nations Environment Programme (UNEP)

The United Nations Environment Programme was established in 1972 to guide and coordinate environmental activities across the entire UN system. Headquartered in Nairobi, Kenya, it became the first major UN headquarters located in the Global South, a deliberate choice that reflected the concerns of developing nations.

UNEP does not function as a regulator. Its strength lies in other roles. It acts as a neutral convener that brings together governments, scientists, businesses, and civil society to tackle shared problems. It monitors the state of the environment, produces authoritative scientific assessments, and provides the data that governments rely on when forming policy. Today, UNEP frames its mission around what it calls the triple planetary crisis: climate change, the loss of nature and biodiversity, and pollution and waste. Crucially, UNEP has been the engine behind many international environmental treaties, including the agreements that govern the ozone layer and trade in endangered species.

The Earth Summit: a turning point in 1992

If the Stockholm Conference put the environment on the map, the United Nations Conference on Environment and Development (UNCED) turned it into a global movement. Held in Rio de Janeiro, Brazil, from 3 to 14 June 1992, it became known as the Earth Summit. It was the largest intergovernmental conference the world had ever seen, drawing representatives from more than 170 countries.

What made Rio different was its core idea. Instead of treating the environment and economic development as opposing goals, the summit linked them together under the concept of sustainable development. This meant meeting the needs of the present without compromising the ability of future generations to meet their own needs. The Earth Summit produced several landmark documents and gave birth to two major treaties.

Agenda 21

The most ambitious outcome was Agenda 21, a comprehensive programme of action for achieving sustainable development in the twenty-first century, which is what the number 21 refers to. It is a vast document covering everything from poverty and health to the management of toxic chemicals, hazardous waste, and biotechnology. Although Agenda 21 is non-binding, meaning no country is legally obligated to follow it, it became a key reference point for national and local policies around the world. It famously emphasised the role of local governments through the principle of “Think Globally, Act Locally.”

The Rio Declaration on Environment and Development

The summit also adopted the Rio Declaration, a set of 27 principles defining the rights and responsibilities of nations in environmental protection and development. One of its most influential ideas is the principle of Common But Differentiated Responsibilities (CBDR). This principle recognises that while all countries share responsibility for protecting the planet, developed nations, having contributed more historically to environmental damage and possessing greater resources, should take the lead. This idea continues to shape climate negotiations today and is especially important for developing countries.

The Statement of Forest Principles

The third document was the Statement of Forest Principles, formally called the Non-Legally Binding Authoritative Statement of Principles. It laid out guidelines for the sustainable management of all types of forests. Importantly, it recognised the sovereign right of states over their own forest resources, attempting to strike a balance between development needs and conservation. Like Agenda 21, it was not legally binding but served as an important reference for forest policy worldwide.

Turning agreements into action: the Commission on Sustainable Development

A common criticism of international summits is that the promises made there are forgotten once the delegates fly home. The architects of the Earth Summit anticipated this problem. To ensure the Rio commitments were not abandoned, the UN created a dedicated body to follow up on them.

The United Nations Commission on Sustainable Development (CSD) was established by the General Assembly in December 1992. It was set up as a functional commission of the Economic and Social Council (ECOSOC), with its functions defined in General Assembly Resolution 47/191. The Commission was composed of 53 member states and met annually.

What the CSD actually did

The central purpose of the CSD was to monitor and report on the implementation of the Earth Summit agreements at the local, national, regional, and international levels. Its work covered three broad functions. First, it reviewed the progress countries were making in putting Agenda 21 and the Rio Declaration into practice. Second, it provided a high-level forum where governments could share best practices and learn from one another. Third, it offered policy guidance and built partnerships between governments, international bodies, and the major groups in society, such as women, youth, indigenous peoples, and businesses, that Agenda 21 identified as essential to sustainable development.

The CSD operated for two decades. At the Rio+20 conference in 2012, member states agreed to replace it with a stronger institution, the High-Level Political Forum on Sustainable Development. This forum now oversees progress on the Sustainable Development Goals (SDGs), continuing the work the CSD began.

The two legally binding conventions from Rio

Perhaps the most lasting legacy of the Earth Summit was the opening of two major treaties for signature. Unlike Agenda 21 and the Forest Principles, these are legally binding, meaning that countries which ratify them take on real obligations under international law. Along with a later convention on desertification, these are often called the Rio Conventions.

The UN Framework Convention on Climate Change (UNFCCC)

The UN Framework Convention on Climate Change was the world’s first major treaty dedicated to tackling climate change. Its objective is to stabilise concentrations of greenhouse gases in the atmosphere at a level that would prevent dangerous human interference with the climate system. The word “framework” is significant. The convention sets out broad principles and goals rather than specific targets, leaving the detailed commitments to later agreements negotiated under its umbrella.

This structure is why the UNFCCC has produced so many follow-up agreements. The Kyoto Protocol of 1997 and the landmark Paris Agreement of 2015 were both negotiated within the UNFCCC framework. The convention also created the annual Conference of the Parties, or COP, the meetings where countries gather each year to advance climate negotiations. The CBDR principle from the Rio Declaration is built directly into the convention, placing a greater initial responsibility on developed countries.

The Convention on Biological Diversity (CBD)

The second binding treaty was the Convention on Biological Diversity. It marked a major shift in how the world approached conservation. Earlier efforts had focused narrowly on saving particular species or habitats. The CBD instead took a comprehensive view, covering biodiversity at all levels: ecosystems, species, and genetic resources.

The convention rests on three objectives: the conservation of biological diversity, the sustainable use of its components, and the fair and equitable sharing of benefits arising from the use of genetic resources. This third objective is especially important for biodiversity-rich developing countries, as it ensures that local and indigenous communities share in the benefits derived from their traditional knowledge and natural resources. The CBD’s governing body is its own Conference of the Parties, and its secretariat is based in Montreal, Canada. It also gave rise to the Cartagena Protocol on Biosafety, which deals with the risks posed by living modified organisms.

How India put these conventions into practice

These treaties matter only when countries translate them into domestic law and action, and India offers a clear example. India ratified the Convention on Biological Diversity in 1994 and later enacted the Biological Diversity Act of 2002 to give effect to its provisions. This law established a three-tier system: the National Biodiversity Authority at the central level, State Biodiversity Boards at the state level, and Biodiversity Management Committees at the local level. This shows the chain of governance in action, moving from a global treaty signed in Rio to a committee operating in an Indian village.

How these pieces fit together

It helps to see global environmental governance as a layered system rather than a single authority. UNEP provides the science, coordination, and convening power that keeps environmental concerns visible across the UN. Major conferences like the Stockholm Conference and the Earth Summit set the agenda and produce both guiding declarations and binding treaties. Bodies like the Commission on Sustainable Development, and now the High-Level Political Forum, monitor whether countries are honouring their commitments. Finally, the conventions themselves, through their annual COP meetings, drive ongoing negotiation and refinement.

No single layer can do the job alone. A treaty without monitoring loses momentum, monitoring without scientific data lacks direction, and science without a political forum has no path to action. The genius of the UN system, despite its many limitations, is that it links these functions together into a continuous process. It is a slow and often frustrating process, but it remains the only mechanism the world has for addressing problems that belong to everyone and to no one in particular.
