South Asia is home to roughly a quarter of the world’s population, yet it sits on the front line of the climate crisis. Melting Himalayan glaciers, sinking coastlines, toxic urban air, and shrinking forests threaten more than a billion lives across the region. The interesting part of the story is not just the scale of the danger but the variety of responses. From a kingdom that absorbs more carbon than it emits to an island nation racing to survive rising seas, each country has built its own mix of laws, ministries, and grassroots movements. Understanding these efforts shows how environmental governance actually works on the ground.

Why South Asia faces a shared environmental crisis

The countries of this region are bound together by geography. The Eastern Himalayan ecosystem connects the mountains, plains, and deltas of India, Bhutan, Nepal, and Bangladesh through the Ganges and Brahmaputra rivers, which meet to form the world’s largest delta. Pollution and water stress cross borders just as easily. The Indo-Gangetic Plain that spans Bangladesh, Bhutan, India, Nepal, and Pakistan endures some of the most polluted air on the planet, with smog trapped in large “airsheds” shaped by climate and terrain.

Because these problems do not respect national boundaries, regional cooperation became necessary early on. The South Asia Co-operative Environment Programme (SACEP), founded in Colombo in 1981, was created by South Asian governments to jointly protect and manage the regional environment. Today it counts eight member states and also runs the South Asian Seas Programme covering the region’s marine waters.

A region of many approaches

Despite the shared threats, each nation responds according to its own size, economy, and political priorities. A useful way to read the region is to look at the balance between three forces: government ministries that set policy, statutory commissions that enforce rules, and non-governmental organisations that research, advocate, and mobilise communities. The countries below show how differently those forces combine.

Bhutan: conservation written into the constitution

Bhutan is the clearest example of a country that treats environmental protection as a legal duty rather than a policy choice. Its development philosophy of Gross National Happiness places ecological well-being on the same level as economic growth. This is not just rhetoric. Article 5 of Bhutan’s 2008 Constitution legally requires that a minimum of 60% of the country’s land remain under forest cover for all time, making it one of the strongest constitutional protections for nature anywhere in the world.

The results are striking. Bhutan is the world’s only carbon-negative country, with over 70% forest cover and more than half its territory protected as national parks and reserves linked by biological corridors. These corridors let animals move freely while reducing poaching, mining, and pollution. Bhutan’s fast-flowing rivers power clean hydroelectricity, the clean energy it exports offsets millions of tonnes of carbon dioxide abroad. National laws such as the National Environment Protection Act and the Forest and Nature Conservation Act give the National Environment Commission the tools to enforce these standards.

India: a large ministry and a watchdog tradition

India’s environmental governance reflects its size and complexity. The Ministry of Environment, Forest and Climate Change (MoEFCC) is the central government’s nodal agency for planning and implementing environmental and forestry policy. It also serves as the national focal point for the United Nations Environment Programme, SACEP, and the follow-up to major UN environment summits.

The ministry’s mandate is broad. According to the Indian Council of Forestry Research and Education, its objectives include surveying flora and fauna, preventing pollution, regenerating degraded land, protecting wildlife, and meeting India’s commitments under the three Rio Conventions on climate change, desertification, and biodiversity. Originally set up in 1985 as the Ministry of Environment and Forests, it was renamed in 2014 to explicitly include climate change in its title.

The role of civil society watchdogs

Government action in India has long been pushed and checked by independent organisations. The Centre for Science and Environment (CSE), founded in 1980 by Anil Agarwal and now led by Sunita Narain, is a not-for-profit think tank that researches environment and development issues and campaigns for stronger policies and better enforcement. It became widely known for exposing high pesticide levels in popular soft drinks and was awarded the Indira Gandhi Prize in 2018. Alongside it, the government-supported Centre for Environment Education in Ahmedabad works to raise public awareness and build environmental literacy across the country.

Bangladesh: protecting a low-lying delta

Few countries are as exposed to climate change as Bangladesh, a densely populated delta facing floods, river erosion, and cyclones. Government oversight rests with the Department of Environment, while one of the most influential non-state actors is the Bangladesh Center for Advanced Studies, which conducts research and policy advocacy on sustainable development and climate adaptation, especially in coastal and rural areas.

The country has also built innovative financing tools. The Bangladesh Climate Change Trust Fund shows how domestic money can fill gaps left by international climate finance. Looking ahead, the World Bank argues that Bangladesh’s future resilience will depend on scaling up early warning systems, climate-smart agriculture, social protection, and access to formal credit and insurance for those most at risk.

Nepal: a global model for community forestry

Nepal’s signature contribution to environmental management is its community forestry programme. Faced with severe deforestation recognised after the 1950s, the country handed legal control of forests to local user groups. The approach worked. Research shows that community forestry plots had significantly higher biodiversity than non-community plots, helping regenerate once-barren Himalayan slopes.

The benefits go beyond trees. A national study found that districts with a higher proportion of community-managed forest recorded the greatest gains in tree cover, demonstrating a clear reduction in deforestation. These forests now store a meaningful share of Nepal’s forest carbon, making the programme important not just locally but for global climate goals such as REDD+.

Why local ownership matters

Nepal’s experience highlights a wider lesson for the region. When communities have a direct stake in managing resources, they tend to protect them better than distant authorities can. This model of local ownership has influenced restoration thinking across South Asia and is often cited alongside large state-led afforestation drives.

Pakistan: planting at a massive scale

Pakistan has only a small fraction of its land under forest cover, well below the global average, leaving it highly vulnerable to floods, droughts, and shifting monsoons. Its most prominent response has been large-scale tree planting. The Ten Billion Tree Tsunami, praised by UNEP as central to ecosystem restoration, aimed to revive forests while creating tens of thousands of jobs, including green employment for daily-wage workers during the COVID-19 pandemic.

The programme, run by the Ministry of Climate Change with provincial forest departments, built on the earlier Billion Tree Tsunami in Khyber Pakhtunkhwa. Independent analysis by the International Growth Centre found the earlier effort did increase tree cover, though it cautioned that the broader environmental benefits may take longer to appear and that afforestation must be ecologically well-designed to avoid harming water resources or local agriculture.

Maldives: survival on the front line

For the Maldives, the environment is an existential question. With most islands rising barely 1.5 metres above the sea, the country is among the most vulnerable on Earth. It has responded with outsized ambition. President Solih ratified the Climate Emergency Act in 2021, setting the legal framework for a plan to reach net-zero emissions by 2030, one of the boldest targets of any island nation.

Despite contributing a tiny share of global emissions, the Maldives has long punched above its weight in diplomacy. It helped form the Alliance of Small Island States and committed to phasing out single-use plastics. To shift away from imported diesel, the World Bank has supported solar power projects that are slowly replacing fossil-fuel generation across the islands.

Sri Lanka: balancing development and protection

Sri Lanka manages a rich but pressured environment of coastal lagoons, fringing reefs, and tropical forests. Its Puttalam lagoon ranks among the largest coastal lagoons in the world. As a member of SACEP, whose secretariat is based in Colombo, the country plays a central role in regional marine and environmental cooperation. Sri Lanka faces crop failures and reduced yields linked to changing climate patterns and has pursued low-emission development and adaptation training as part of its national strategy.

Common threads across the region

Looking across all seven countries, a few patterns stand out. First, institutions matter: every nation has built dedicated ministries or commissions, but enforcement strength varies widely. Second, civil society fills gaps that governments cannot reach alone, from CSE’s investigations in India to research bodies in Bangladesh. Third, finance is the binding constraint, which is why regional efforts like the Resilient Asia Program focus on building capacity and funding for transboundary climate action. The most successful approaches tend to combine clear law, local participation, and reliable money.
