When people talk about resistance to large development projects, they usually picture protests on the ground. The story of the Enron Corporation’s bid to build a giant dam on Nepal’s Karnali River is different. Here, a controversial multinational with no experience in hydropower tried to acquire one of South Asia’s most coveted dam sites, and a combination of public scrutiny, expert skepticism, and the company’s own spectacular collapse ensured the project never moved forward. It is a textbook example of why large-scale development needs both local and global accountability before bulldozers ever arrive.

The prize: Karnali-Chisapani

The proposed Karnali-Chisapani project is planned at the point where the Karnali River, Nepal’s longest, emerges from the Himalayan foothills into the plains. Engineers have long viewed this gorge as one of the most attractive dam sites on the subcontinent. The design that emerged from a 1989 feasibility study, funded by the World Bank’s International Development Association and carried out by Himalayan Power Consultants, envisioned a 270-metre-high dam with an installed capacity of 10,800 MW and an estimated cost of around USD 4.89 billion.

A structure of that scale would create an enormous reservoir, store billions of cubic metres of water, and offer irrigation, flood control, and electricity for export. The site had been studied repeatedly since the 1960s by consultants from Japan, Australia, Norway, and Switzerland, yet decades of planning had not produced a single shovel of construction. It was into this long-stalled situation that Enron stepped.

Enron arrives at the perfect moment

The mid-1990s were a turbulent period for Nepal’s energy sector. In 1995 the World Bank had withdrawn from the 201 MW Arun III hydropower project after Nepali social auditors questioned its economics, an episode widely seen as a national setback. Soon after, Parliament ratified the contested Mahakali Treaty with India. Against this backdrop, the arrival of a “prestigious” American energy giant looked, to many in government, like a vote of confidence in the country.

As the analyst Ajaya Dixit documented in Himal Southasian, Enron’s interest followed Prime Minister Sher Bahadur Deuba’s February 1996 visit to India, during which a Power Trade Agreement was signed. Nepal’s Water Resources Minister then openly invited foreign investors to develop the country’s hydropower, reportedly telling Indian businessmen they could pick projects of any size off the shelf. In 1996 Enron sent a letter of intent to the Government of Nepal expressing its wish to implement the Karnali-Chisapani project.

A company with no hydropower record

What should have raised eyebrows immediately was Enron’s complete lack of experience. The company had never built a single hydropower project anywhere in the world, yet it reached for the 10,800 MW Karnali scheme, one of the most technically demanding dam proposals on the planet. Enron had only just secured a contract to operate the first phase of the controversial Dabhol thermal power plant in Maharashtra, India, a venture already mired in its own disputes over cost and process.

The way Enron approached Nepal was also telling. Rather than applying through the Electricity Development Centre, the body officially authorised to issue survey and construction licences, the company routed its application through the Prime Minister’s Office. This bypassing of formal channels is exactly the kind of shortcut that good governance frameworks are designed to prevent.

Why critics smelled trouble

Environmentalists, water experts, and civil society figures in Nepal raised a series of concerns that, taken together, made the proposal look far less attractive than its promoters claimed.

An impractical market

Enron’s 1996 proposal claimed it would sell the electricity to Xi’an in China, a city roughly 2,500 km away across the Himalayas. Critics pointed out that this was effectively impossible. China had never expressed any interest in importing power from Nepal, and transmitting electricity over such a distance and terrain made little commercial sense. India, the natural buyer, was interested in Karnali and other high dams but had not committed to a purchase price. In other words, a project promising the government tens of millions of dollars annually had no confirmed buyer at all.

Hypothetical revenues

The promised windfall, often cited as USD 70 to 130 million a year for the first 15 years, rested on shaky ground. Nepal’s 1992 Hydropower Policy set royalties at a small percentage of the sale price per unit of electricity. With no buyer and no agreed price, the revenue figures were essentially guesswork presented as certainty.

Environmental and social costs

A 270-metre dam holding back a reservoir of that magnitude carries serious ecological consequences. It would permanently submerge fertile valley land in Nepal’s mid-west, disrupt the natural flow of the Karnali River, and threaten the river ecosystem and the biodiversity that depends on it. Communities living along the river faced displacement and the loss of farmland, fisheries, and livelihoods. These are the same categories of harm that have driven resistance to later Karnali projects, where downstream villagers have repeatedly voiced fears about damage to agriculture and fisheries.

The deal stalls

Despite a recommendation in Enron’s favour from the Prime Minister, the application became stuck. According to the Himal Southasian account, the Water Resources Minister sat on the file from October 1996 through January 1997, neither approving nor rejecting it. Part of this delay reflected the political volatility of the period, when no minister wanted to be the one to push through a project this contentious. The combination of bureaucratic caution, expert criticism, and unresolved questions about markets and finance meant the licence never came through.

This is an important point about how resistance actually works. It was not only street protest that stopped the project. It was the cumulative weight of journalists, water-sector experts, and civil society raising hard questions that the proposal could not answer. Scrutiny created the friction that prevented a hasty approval.

Enron’s collapse seals the outcome

Whatever slim chance the project retained vanished with Enron itself. In late 2001 the company imploded in one of the most notorious corporate scandals in history. As Britannica explains, Enron used dubious accounting practices to hide debts and losses, and when the truth emerged it filed for bankruptcy in December 2001, holding more than USD 60 billion in assets. The collapse also brought down its auditor, Arthur Andersen.

The investigation that followed revealed that top officials had enriched themselves and cheated investors through accounting tricks such as overvaluing assets to inflate earnings. The fallout wiped out thousands of jobs and billions in employee pensions, and led to criminal convictions of senior executives. The scandal prompted the United States to pass the Sarbanes-Oxley Act of 2002 to tighten financial reporting standards. For Nepal, Enron’s bankruptcy meant the Karnali bid was dead. The very mismanagement and corruption that brought the company down had been hidden from the governments it was courting.

A lucky escape, not a planned victory

It is worth being honest about what happened. Nepal did not reject Enron because it had fully exposed the company’s fraud. Rather, sustained domestic scrutiny slowed the deal down long enough that Enron’s own collapse finished the job. The episode therefore carries a double lesson: critical voices bought crucial time, and the hidden rot inside a glamorous multinational eventually surfaced. Had the licence been granted quickly in 1996, Nepal could have been bound to a partner that no longer existed by 2002.

What the case teaches about development

The Enron-Karnali story sits squarely within debates about globalisation and sustainable development. It shows how the promise of foreign investment can dazzle decision-makers into overlooking basic questions. Who is the buyer? What is the price? Does the developer have a track record? What happens to the river and the people who live beside it?

The value of layered scrutiny

No single actor stopped this project. Local communities and environmentalists raised the ecological and displacement concerns. Domestic experts and journalists exposed the impractical economics. International events, namely the unravelling of Enron in the United States, delivered the final blow. This layering of local, national, and global oversight is exactly what large infrastructure projects require. When any one layer is missing, bad projects slip through.

Process matters as much as outcome

The case also underlines why proper procedure is not bureaucratic red tape but a safeguard. Enron’s attempt to bypass the licensing authority and work through the Prime Minister’s Office was a warning sign. Institutions like an independent licensing body, transparent feasibility studies, and genuine environmental assessment exist precisely to catch deals that look good on paper but fail under examination.

The story is not over

Karnali-Chisapani remains unbuilt. The Nepali government has periodically revived the idea, including discussions of developing it as a trilateral project involving India and China, and in 2023 the cabinet decided to study the project afresh through the Nepal Electricity Authority. The same questions that doomed the Enron bid, about cost, markets, environmental impact, and displacement, still hang over any future attempt. The Enron episode is less a closed chapter than a permanent reminder of what responsible development demands.
