Every year, millions of people move into cities looking for work, education, and a better standard of living. This shift is reshaping how and where people live, but it is happening faster than most cities can build homes, lay pipelines, or expand public transport. The result is a growing tension between the promise of urban life and the reality of overcrowded, under-served settlements. Making these places liveable, safe, and environmentally sound is the core challenge of building sustainable human settlements, and it sits at the heart of how rapid urbanization is managed today.

What a human settlement actually means

A human settlement is any place where people live and organise their lives together, from a small village to a sprawling metropolis. It includes not just houses but the entire web of physical and social systems that support daily life: water supply, sanitation, roads, electricity, schools, health centres, and public spaces. When we talk about a settlement being sustainable, we mean it can meet the needs of its current residents without degrading the environment or denying future generations the same opportunities.

Sustainability in this sense has three dimensions that must work together. The economic dimension concerns jobs and livelihoods. The social dimension covers equitable access to housing, services, and dignity. The environmental dimension addresses pollution, resource use, and resilience to disasters. A settlement that grows economically but poisons its air, or one that builds homes but leaves half its residents without sanitation, is not sustainable in any meaningful way.

The challenge of rapid urbanization

Urbanization is not new, but its current pace is unprecedented. India’s urban population grew from about 25.85 million in 1901 to over 377 million by 2011, and the United Nations estimates it could nearly double from 461 million in 2018 to around 877 million by 2050. Cities already generate a large share of national economic output, yet this concentration of people and activity creates pressures that unplanned growth cannot absorb.

Inadequate shelter and homelessness

The most visible consequence of fast urban growth is a shortage of decent housing. When affordable homes are scarce, low-income families have little choice but to settle in informal areas. India’s urban housing shortage has been estimated at roughly 19 to 24 million units, affecting economically weaker sections most severely. The 2011 Census recorded about 65.5 million people living in slums, and the absence of recent official data makes the true scale today even harder to measure.

Slum settlements offer proximity to work, but at a steep cost. Homes are often poorly built, overcrowded, and lacking secure tenure, which means residents can be evicted with little notice. Homelessness, both in the literal sense and in the form of grossly inadequate shelter, remains a persistent feature of urban life.

Pressure on infrastructure and basic services

Cities absorb new residents faster than they can build the systems to serve them. Water supply, sewerage, drainage, waste collection, and public transport all struggle to keep pace. In informal settlements the gap is widest: clean drinking water may be intermittent, toilets may be shared by hundreds of people, and solid waste often goes uncollected. These deficits are not just inconveniences. They expose residents to disease, contaminate the surrounding environment, and trap families in cycles of poor health and lost income.

Environmental degradation

Unplanned urban expansion eats into farmland, wetlands, and forests, and pushes settlements onto land that is unsafe to build on. A striking example is flood risk. A 2024 analysis by Moody’s found that India has the largest number of slum dwellers worldwide living in flood-prone areas, with a heavy concentration in the naturally flood-prone delta of the Ganga. Cheaper land near rivers and low-lying ground draws poorer residents precisely to the places most vulnerable to disaster. Add air and water pollution, mounting waste, and the heat-trapping effect of unplanned concrete sprawl, and the environmental bill of rapid urbanization becomes clear.

International commitments on human settlements

Concern about these problems is not confined to any one country. The international community has tried to set shared goals and principles for managing settlements in an urbanizing world, and two milestones stand out.

The Habitat conferences and the Habitat Agenda

The United Nations convened its first conference on human settlements, Habitat I, in Vancouver in 1976, at a time when the consequences of rapid urbanization were barely on the global agenda. That meeting laid the foundation for the creation of UN-Habitat, the UN body dedicated to promoting socially and environmentally sustainable towns and cities.

Twenty years later, in June 1996, the second conference, Habitat II, was held in Istanbul and became known as the “City Summit.” It brought together national and local governments, the private sector, NGOs, and research institutions. The conference adopted the Istanbul Declaration and the Habitat Agenda, built around two linked goals: ensuring adequate shelter for all, and achieving sustainable human settlements development in an urbanizing world. The Agenda framed shelter, basic services, a healthy environment, and freely chosen employment as connected parts of a single vision, with particular attention to women and disadvantaged groups long excluded from the benefits of development.

Sustainable Development Goal 11

The thinking behind Habitat II carried forward into the global development framework. Sustainable Development Goal 11 commits countries to making cities and human settlements inclusive, safe, resilient, and sustainable. It calls for universal access to adequate, safe, and affordable housing and basic services, and for the upgrading of slums, by 2030. This goal connects the local reality of a single neighbourhood to a worldwide agenda, reminding governments that housing and urban services are matters of human rights, not just infrastructure.

Planning and infrastructure as the way forward

If the core problem is growth outpacing capacity, then effective urban planning is the most powerful tool available. Good planning decides where homes, workplaces, and green spaces go, how transport links them, and how land near rivers or on unstable slopes is protected from unsafe construction. It allows a city to anticipate growth rather than scramble to react to it.

Infrastructure development must accompany planning. Reliable water and sewerage networks, efficient public transport, stormwater drainage, and proper solid waste management are what turn a cluster of buildings into a functioning settlement. Crucially, infrastructure can be designed to reduce environmental impact through measures such as recycling treated wastewater, restoring water bodies, encouraging walking and cycling, and protecting open spaces. The aim is to support large populations while keeping the ecological footprint as low as possible.

Policy responses to the housing and services gap

Governments translate these goals into action through targeted missions. In 2015, three major urban programmes were launched together to tackle different parts of the problem.

Pradhan Mantri Awas Yojana (Urban)

The Pradhan Mantri Awas Yojana – Urban (PMAY-U) was launched in June 2015 with the vision of “Housing for All.” It aims to address the urban housing shortage among economically weaker sections, lower-income groups, and middle-income groups, including slum dwellers, by helping eligible households obtain a permanent, all-weather home. The scheme works through several components, including in-situ slum rehabilitation, credit-linked subsidies, and assistance for households building their own homes. Progress has been substantial but uneven, and the gap between houses demanded and houses actually delivered shows how stubborn the housing challenge remains.

AMRUT and the Smart Cities Mission

Where PMAY-U focuses on shelter, the Atal Mission for Rejuvenation and Urban Transformation (AMRUT) focuses on basic services. It was India’s first dedicated national water mission, targeting water supply, sewerage, drainage, green spaces, and non-motorised transport across hundreds of cities. Its second phase, AMRUT 2.0, promotes a circular economy of water through the recycling and reuse of treated sewage and the rejuvenation of water bodies. The Smart Cities Mission, launched alongside it, uses technology and area-based development to improve urban management and quality of life. Together these missions reflect the integrated approach that sustainable settlements demand, though challenges of coordination, funding, and inclusive local governance persist.

Building inclusive and resilient communities

The thread running through every credible approach is that sustainability cannot be separated from equity and resilience. A city that houses its wealthy comfortably while leaving the poor in flood-prone slums has not solved its problem; it has merely hidden it. Inclusive settlements ensure that housing, clean water, sanitation, health services, and education reach everyone, including informal workers and recent migrants. Resilient settlements are built to withstand floods, heatwaves, and other shocks that climate change is making more frequent.

Achieving this requires combining the economic, social, and environmental dimensions in a single strategy rather than treating them as separate projects. It means involving the people who live in settlements in decisions about their own future, strengthening local governments to deliver and maintain services, and planning for growth before it arrives. The scale of the challenge is enormous, but none of these problems is beyond solution. Each one calls for long-term, coordinated, and genuinely participatory action.
