When economists and policymakers talk about a nation’s wealth, they increasingly look beyond factories, minerals, and foreign reserves to something less visible: the knowledge, skills, and health of its people. This is the idea behind human resource development, and education sits right at its core. A literate, skilled, and confident population is not just a by-product of growth-it is the engine that drives it. For a young country with a vast working-age population, understanding how education shapes human development is essential to grasping where sustainable progress actually comes from.

What human resource development really means

Human resource development (HRD) refers to the process of building the abilities, skills, and experience of a population so that people can contribute meaningfully to their own lives and to society. One widely cited academic framing of HRD describes it as enlarging people’s choices and improving their quality of life through investment in human capability. In this view, people are not simply labour to be deployed; they are creative, productive resources whose development pays returns across generations.

Education is the single most powerful tool for this. It transforms a large unskilled workforce into skilled human capital, builds awareness about health and nutrition, and strengthens the values that hold a democracy together. Without education, sustained development is almost impossible, because every other goal-better health, higher incomes, fuller participation in public life-depends on people having the knowledge and confidence to pursue it.

Education and the capability approach

The economist Amartya Sen reframed development as the expansion of real freedoms rather than the mere accumulation of wealth. In his capability approach, what matters is the range of things a person is actually able to do and become-the “functionings” they can realistically achieve. Education is central here because it expands a person’s capabilities directly. A girl who can read can access information, claim her rights, weigh choices, and imagine futures that were closed to an illiterate generation before her. Education, in this sense, is both an end in itself and a means to almost every other valued outcome.

How education enhances individual capabilities

The benefits of education ripple far beyond the classroom. Educated individuals tend to make better health decisions, seek timely medical care, and raise healthier children. There is a strong, well-documented link between a mother’s education and reduced child mortality, better nutrition, and higher immunisation rates. Education also sharpens the ability to understand and act on information, which matters enormously during public health crises or when navigating government services.

Beyond health, education deepens political participation. People who can read understand their legal rights, follow political debates, and hold representatives accountable. Quality education strengthens the roots of democracy by producing citizens who can reason, question, and engage rather than simply follow. It also chips away at deep-rooted social hierarchies, helping to dilute caste-based exclusion and to advance equity with justice-outcomes that purely economic measures of growth often miss.

Education, economic growth, and productivity

From an economic standpoint, education is an investment in human capital that yields some of the highest returns available to a society. Higher levels of schooling correlate with greater productivity, higher individual incomes, and faster national growth. The Observer Research Foundation notes in its analysis of quality education and human capital that a large working-age population is a strategic advantage only when it is educated and skilled; otherwise, the so-called demographic dividend can quietly turn into a demographic burden.

This is the crucial point for a young nation. A vast pool of youth entering the workforce can power decades of robust growth-but only if they leave school with genuine skills and learning, not just certificates. This is why long-standing policy recommendations, echoed in successive education commissions and policies, have urged spending close to 6 percent of GDP on education. Underinvestment shows up later as low productivity, unemployment, and wasted potential.

Education and equity: women and marginalised groups

Sustainable human development cannot be equitable if large groups are left behind. Investing in the education of women, Scheduled Castes, Scheduled Tribes, and other marginalised communities is therefore not charity-it is one of the most effective development strategies available. A government sector report on human resource development repeatedly stresses inclusive access, because gains concentrated among already-privileged groups widen inequality rather than reducing it.

Why women’s education matters most

Educating women produces unusually large social returns. Educated women marry later, have fewer and healthier children, earn higher incomes, and are far more likely to send their own daughters to school-breaking cycles of poverty across generations. Yet a persistent gender gap in literacy remains a serious concern. Government statistics in the Women and Men in India report have long documented that female literacy trails male literacy, with the gap widest in states such as Rajasthan and parts of the Hindi heartland, and narrowest in Kerala and the north-east.

While the overall literacy rate has climbed past 80 percent in recent survey data, female literacy still lags noticeably behind male literacy, and rural areas trail urban ones. Schemes promoting the education of the girl child, scholarships, free transport, separate sanitation facilities, and awareness campaigns all aim to close this gap. The logic is simple: a society that educates only half its talent is operating well below its potential.

From the classroom to the workplace

One of the clearest tests of an education system is whether it leads to decent employment. Here, the relationship between education and work reveals a familiar challenge: many graduates emerge with degrees but without the practical skills employers actually need. This mismatch is why the conversation has shifted from years of schooling to employability-the real capacity to find and hold productive work.

Vocational training and lifelong learning

Bridging this gap requires more than traditional academic education. Vocational training equips young people with job-ready, hands-on skills in trades, services, and emerging industries. The Skill India Mission, launched in 2015, set an ambitious target of training hundreds of millions of people, while rural skilling programmes such as the Deen Dayal Upadhyaya Grameen Kaushalya Yojana focus specifically on youth from poorer regions. A study of vocational training and employability found that such programmes can meaningfully expand the capabilities and future opportunities of rural participants when designed and implemented well.

Equally important is lifelong learning. In an economy reshaped by automation and digital technology, skills acquired at twenty rarely last a working lifetime. Workers must be able to retrain, upgrade, and adapt repeatedly. An education system geared toward sustainable development therefore treats learning as a continuous journey, not a one-time event ending with a final exam.

Universalising education and closing literacy gaps

The foundation of all this is universal access to quality schooling. The Right to Education Act of 2009 made free and compulsory elementary education a fundamental right for children aged six to fourteen, and reserved a share of private school seats for disadvantaged children. Flagship programmes such as Sarva Shiksha Abhiyan and its successor, Samagra Shiksha, expanded access from pre-primary to higher secondary levels, while the Mid-Day Meal scheme tied schooling to nutrition and improved attendance.

The National Education Policy 2020 shifted the focus from mere enrolment to learning outcomes, prioritising foundational literacy and numeracy, integrating vocational education from an early stage, and promoting flexible, technology-enabled learning. The thinking behind these reforms is that getting children into classrooms means little if they cannot read, write, or reason by the time they leave.

The challenges that remain

Despite real progress, serious obstacles persist. Many schools still struggle with inadequate infrastructure, shortages of trained teachers, and uneven quality between regions and between government and private institutions. Learning outcomes in many areas remain weak, with children completing several years of schooling without mastering basic skills. Poverty, social discrimination, and the pressure on children-especially in poorer families-to start earning early continue to pull students out of education. Addressing these structural issues, not just expanding access, is what will determine whether educational investment translates into genuine human development.

Why this matters for sustainable development

Sustainable human development means progress that lasts and that includes everyone, rather than growth that benefits a few in the short term. Education underpins almost every dimension of it: healthier populations, more productive economies, stronger democracies, and greater equity across gender, caste, and region. When people are educated and skilled, they stop being passive recipients of development and become active agents shaping it. That shift-from being acted upon to acting-is the heart of what makes education so central to building a society that can sustain progress over the long run.
