Bangladesh sits on one of the largest river deltas on earth, where the Ganges, Brahmaputra and Meghna pour their waters into the Bay of Bengal. Water defines life here, but it has also become a source of conflict. When governments and international donors tried to control floods and tides with concrete embankments, ordinary villagers often found themselves drowning in the very water these structures were meant to manage. Out of this frustration emerged some of South Asia’s most striking examples of people-led environmental action. Communities, NGOs and political organisations came together to challenge expert-driven projects and to defend a simpler truth: those who live with the water often understand it best.

Why water became a battleground
To understand the protests, you first need to understand the engineering that triggered them. In the 1960s, a large Coastal Embankment Project was launched in the south-west of the country, building dozens of polders and hundreds of sluice gates to keep saline tidal water out of farmland. The idea was borrowed from Dutch dyke systems. On paper it promised more rice and fewer floods.
The reality was different. Embankments along both sides of the tidal rivers cut off the natural floodplains from the gradual deposit of silt. Sediment that once spread across the land instead piled up in the riverbeds, raising them higher than the fields they were supposed to protect. The result was perennial waterlogging: land that stayed submerged for years, ruining crops and livelihoods. This pattern of failure, where engineering solutions collapsed due to faulty design and a lack of local participation, would repeat itself across the region.
The Beel Dakatia movement against waterlogging
The clearest example of this crisis unfolded in Beel Dakatia, a large low-lying basin in the Khulna district. A beel is a wetland depression that fills and drains with the seasons. After the embankments went up, Beel Dakatia stopped draining altogether.
How embankments created the crisis
According to the national encyclopedia of Bangladesh, the area suffered waterlogging for well over a decade as polders disrupted the delicate balance between sedimentation and the natural sinking of the land. Villages, roads and bridges went under water. Thousands of hectares of farmland became unusable, freshwater ponds turned brackish, and diseases like diarrhoea and dysentery spread through the marooned communities. A project meant to bring prosperity had instead created an environmental and social disaster affecting close to a million people.
The public cut and a people’s solution
When official rehabilitation projects, including one backed by the Asian Development Bank, failed to consult local people and only worsened the flooding, residents took matters into their own hands. In 1990, villagers physically cut the embankments to let the tide flow back in. They reasoned that incoming tidal water would deposit silt on the land, gradually raising its level, while the trapped water draining out would scour and deepen the river channel.
This intuitive practice later gained recognition as Tidal River Management (TRM), a method that works with the delta’s natural rhythm rather than against it. As documented in a detailed study of de-poldering in south-western Bangladesh, the public cuttings restored the navigability and depth of the river within a short period. The authorities, who considered the cuts illegal, eventually closed them, and the partially revived river silted up again. Yet the episode proved a powerful point: indigenous knowledge had achieved what expensive engineering could not.
The anti-FAP movement against structural water management
If Beel Dakatia was a local revolt, the campaign against the Flood Action Plan became a national and even international movement. After the catastrophic floods of 1987 and 1988, a coalition of donors led by the World Bank assembled an ambitious response.
What the Flood Action Plan proposed
Finalised in 1989, the Flood Action Plan (FAP) was a multi-component programme of more than two dozen studies and pilot projects, with donor funding running into hundreds of millions of dollars. Its central proposal was structural: building tall embankments along both banks of all the major rivers to lock floodwater out. The thinking was that if you could wall off the rivers, you could prevent the flooding that wrecked harvests and homes.
The protests and the role of civil society
Opposition was swift and fierce. Many Bangladeshis pointed out that ordinary annual flooding is not purely a disaster; it deposits fertile silt, recharges groundwater and sustains the open-water fisheries that feed millions. Walling off the rivers threatened to destroy these benefits. Field surveys captured in a study of farmers’ responses to the FAP recorded strong resistance to the so-called structural solution, along with a striking finding that many of the very farmers whose land would be affected had never been properly informed about the plan.
Critics argued that the FAP ignored its likely impact on fisheries, the environment and the rural poor, and that it sidelined public opinion in decision-making. A review of the country’s flood-management policies notes that the plan’s primary failure was its neglect of public participation, with engineering ambitions outweighing local realities. The social scientist Shapan Adnan and others articulated these concerns in influential writing, while domestic NGOs, environmental groups and political organisations amplified the protest. Even members of the European Parliament voiced criticism. By the mid-1990s, this sustained pressure forced a visible shift in approach, moving the conversation away from rigid embankments and towards more flexible, participatory water management.
The campaign against the trade in toxic materials
The third great people’s initiative concerned not water but the things being dumped into the country. As wealthier nations tightened their own environmental rules, some looked for cheap places to offload hazardous waste, and low-income countries became targets.
One notorious case occurred in 1992, when, as recorded in the chronology of the Basel Ban, thousands of tonnes of fertiliser contaminated with lead and cadmium were sent from a United States company and spread across Bangladeshi farms before the danger was understood. Incidents like this galvanised activists, scientists and ordinary citizens to demand that the country refuse to become a dumping ground.
From polythene to plastic waste
The most celebrated success grew out of a campaign against polythene bags. Discarded bags were clogging Dhaka’s drains and worsening urban flooding, linking this fight directly to the country’s wider water troubles. An anti-polythene movement, driven by the Environment and Social Development Organisation (ESDO) and supported by jute-mill workers, the media and public figures, built mass awareness through rallies and a long advocacy push. As reported in an analysis of the country’s single-use plastic crackdown, this sustained civil-society pressure led Bangladesh in 2002 to become the first nation in the world to ban the production and use of polythene bags. It was a landmark moment in the global fight against plastic pollution.
Blocking the import of hazardous waste
Public mobilisation also shaped the rules on importing waste. Bangladesh signed the Basel Convention, the international treaty controlling the cross-border movement of hazardous waste, and its Import Policy Orders restrict bringing waste into the country. When shipments of plastic and toxic waste began arriving after China closed its doors to such imports, environmental groups campaigned hard. Advocacy by ESDO and the international network IPEN pressed the government to adopt the stricter Basel Ban Amendment and to enforce its existing bans, keeping the issue of transboundary toxic trade firmly in the public eye.
What these initiatives teach us
Three lessons run through these stories. First, local and indigenous knowledge matters. The villagers of Beel Dakatia understood the delta’s tidal logic better than the engineers who poldered it. Second, public participation is not optional. The FAP’s troubles stemmed largely from treating affected people as bystanders rather than partners. Third, civil society can change policy. From the polythene ban to the resistance against toxic imports, organised NGOs and ordinary citizens turned scattered anger into concrete outcomes. These movements remain a valuable reference point for any delta society, including India’s own coastal and riverine communities facing similar pressures.
