Why does a brilliant policy sometimes fail on the ground? Why does fixing one department often create new problems in another? The answers usually lie not in the individual parts of an organisation, but in how those parts connect. The Systems Approach offers a way to study organisations and governance by focusing on these connections. Instead of examining departments, teams, or rules in isolation, it treats the whole organisation as a single, living system in which everything influences everything else. For students of public administration, this shift in thinking is one of the most important developments of the twentieth century.

What is the systems approach?
The Systems Approach is a method of studying an organisation by examining the interactions and relationships between its various components rather than looking at each part separately. A system is simply a set of arrangements or things that are so related and connected that they form a unity or an organic whole. Under this view, an organisation is not a collection of independent offices but a network of interdependent parts working together toward common goals.
The approach is built on a clear thesis: all parts of an organisation are interrelated, interconnected, and interdependent. This idea did not originate in administration. It was first developed in the natural and physical sciences and later borrowed by social scientists who felt a strong need to integrate scattered knowledge. The biologist Ludwig von Bertalanffy is credited with building the foundations of a General Systems Theory in the 1920s and formalising it through the 1950s, arguing that there exist universal principles that apply to systems in general, regardless of the nature of their parts.
The roots in general systems theory
Bertalanffy’s central insight was that living organisms cannot be understood by breaking them into pieces and studying each in isolation. A reductionist, part-by-part method fails to explain how an organism behaves in its environment. He therefore distinguished between two kinds of systems. A closed system has no meaningful exchange with its surroundings and, according to the second law of thermodynamics, drifts toward disorder and equilibrium. An open system, by contrast, maintains itself through a continuous inflow and outflow of energy and materials, sustaining what he called a steady state.
This distinction matters enormously for administration. Sociologist Talcott Parsons applied the open systems idea to social structures in his 1951 work The Social System, and from there the systems approach spread to economics, psychology, and political science. The lesson carried over directly: an organisation, like a living body, survives only by interacting with its environment and adapting to it.
Key features of the systems approach
Several features define the systems approach and explain why it became so influential in the study of organisations and governance. Together they form a coherent way of thinking about how complex bodies actually work.
Interdependence and subsystems
Every organisation is made up of smaller units called subsystems, such as departments, teams, and divisions. These subsystems are not self-contained. The systems approach insists that decisions and actions in one organisational area will affect other areas. A frequently cited illustration is the purchasing function: if the purchasing department fails to acquire the right quantity and quality of inputs, the production department cannot do its job. The same logic applies across government. A delay in a finance ministry’s release of funds can stall projects in education, health, and infrastructure simultaneously.
Holism
Holism is the principle that the organisation must be understood as a whole rather than as a sum of separate pieces. Each subsystem works together to form a single unified system, and a problem in one part can ripple through the entire structure. This is why the systems approach assesses the overall effectiveness of the entire organisation rather than just focusing on the performance of individual subsystems. A department that looks efficient on its own may still be dragging down the larger system if it ignores how its choices affect everyone else.
Synergy
Synergy captures the idea that the collective output of the whole system is greater than the sum of the outputs of its individual subsystems. When parts coordinate well, they achieve more together than they ever could in isolation. In a hospital, for instance, doctors, nurses, and administrative staff must combine their distinct strengths to deliver quality care; their joint result exceeds what any group could manage alone. The same is true of a district administration where revenue, police, and welfare departments coordinate during a disaster response.
Feedback mechanisms
Feedback is the information that flows back into the system about how its outputs have performed. It allows an organisation to monitor the consequences of its decisions and to correct course. A system that stops listening to its feedback gradually loses touch with the reality it is supposed to manage. Feedback is what transforms a one-directional process into a cyclical, self-regulating one, enabling continuous adjustment and learning.
Interaction with the environment
Because organisations are open systems, they depend on their environment for essential inputs and use that environment as an outlet for their outputs. This feature directly rejects the closed system assumption of the classical theory of organisation, which treated an organisation as independent of society and the environment around it. The systems approach is therefore frequently used as a criticism of Max Weber’s model of ideal bureaucracy, which paid little attention to the surrounding social and political context.
The systems approach in public administration
When applied to administration, an organisation is described as a system comprising subsystems, structures, people, actions, and interactions that together enable it to perform its functions. Every system influences its subsystems, and is in turn influenced by them. The approach gained relevance precisely because modern organisations have grown enormous and complex, often crossing national boundaries, which makes a framework for integrating their many moving parts essential.
Chester Barnard and the cooperative system
Chester Barnard, in his 1938 work The Functions of the Executive, presented the organisation as a cooperative system. He argued that cooperation arises from an individual’s need to accomplish a purpose that they cannot achieve alone, which leads naturally to organised collective activity. For such a cooperative organisation to survive, it must be effective in achieving its purpose while also satisfying the individual motives of its members. This makes the individual and the organisation mutually dependent, and it requires the organisation to adapt continuously to the needs of its people and the general environment.
Herbert Simon and decision-making
The economist Herbert Simon extended systems thinking into the heart of administration through his 1947 book Administrative Behavior, where he treated the organisation as a system of decisions. Simon introduced the influential concepts of bounded rationality and satisficing, recognising that administrators rarely have complete information and instead choose options that are good enough rather than perfectly optimal. His work shows how a systems lens reshapes our understanding of how choices are actually made inside complex bodies.
David Easton and the political system
Perhaps the most famous application of systems thinking to political science came from David Easton. In works such as A Framework for Political Analysis (1965), he argued that a political system can be understood through the dimensions of input, conversion, output, and feedback, all operating within an environment. As he put it, without inputs the system can do no work, and without outputs we cannot identify the work the system has done.
In Easton’s model, inputs consist of demands and supports flowing in from society. Demands might be farmers seeking a revision in the Minimum Support Price, or industry associations lobbying for tax reforms. Supports are the loyalty, compliance, and resources that citizens extend to the system. These inputs enter the system, are processed through a conversion process of decision and policy-making, and emerge as outputs in the form of authoritative laws and policies. Easton’s central concern was the relationship between the system and its environment, and he held that the capacity of a political system to persist over time depends heavily on feedback.
The rollout of the Goods and Services Tax offers a clear example of this cycle. The inputs were years of demands for a simpler tax structure and a broad political consensus that formed in Parliament. The conversion process ran through the GST Council, bureaucratic drafting, and legislative debate. The output was the GST law and its rate structure. The feedback came swiftly, as traders raised compliance concerns and states flagged revenue worries, prompting further adjustments.
Why the systems approach matters
The greatest strength of the systems approach is that it helps administrators identify and address systemic issues that a narrow, part-by-part view would miss. By emphasising interdependence and holism, it promotes better coordination and integration across departments. It is especially useful for studying complex organisations, and it rests on probabilistic rather than rigidly deterministic assumptions, which fits the messy reality of governance.
The approach is not without limits. Critics point out that it can be abstract and vague, that it offers few concrete management tools, and that it can be difficult to apply to very large organisations. It is also often criticised for paying little attention to power dynamics and inequalities within organisations. Despite these criticisms, the systems approach remains a powerful lens because it trains us to look at relationships and interactions, not just isolated parts, when we try to understand or improve how an organisation performs.
