Every government office, corporate boardroom, and administrative body runs on a single repeated activity: making decisions. From approving a budget to launching a welfare scheme, choices shape outcomes for millions. But how exactly do administrators arrive at these choices? Political scientists and management theorists have spent decades trying to answer this question, and the result is a set of decision-making models that each describe the process differently. Some assume humans are perfectly logical. Others accept that we are limited, hurried, and political. Understanding these models is essential for anyone studying public administration, because they reveal not just how decisions should be made, but how they actually get made.

What is a decision-making model?
A decision-making model is a structured framework that explains how individuals and organizations move from recognizing a problem to choosing a course of action. These models matter because administration is essentially a continuous chain of decisions. Herbert Simon argued that every managerial function-planning, organizing, controlling-is fundamentally a form of decision-making. Once you accept that idea, the question of how decisions are made becomes the central concern of administrative theory.
Different models suit different situations. A surgeon, a finance ministry, and a village panchayat all make decisions, but the time, information, and resources available to each differ enormously. The models below offer competing answers to one core tension: the gap between the ideal of perfect rationality and the messy reality of practical constraints.
The rational model of decision making
The rational model, also called the rational-comprehensive model, is the classical starting point. It treats decision-making as a logical, step-by-step process aimed at finding the single best solution. The model assumes that the decision-maker has clear goals, complete information, and the ability to evaluate every option objectively.
The steps in the rational process
The rational model typically follows a sequence: define the problem clearly, identify all possible alternatives for solving it, evaluate each alternative against its likely costs and benefits, select the option that maximizes the desired outcome, and finally implement and review the decision. The logic is clean and appealing. If you know your goals and have all the facts, you simply calculate which choice produces the most value.
This model assumes that decision-makers possess complete knowledge of alternatives and can predict the consequences of each option with near-perfect accuracy. Proving that a problem deserves government action requires evidence such as data, indicators, or focusing events. The approach reflects the idea that representatives and administrators ought to weigh all options and estimate trade-offs between costs and benefits before acting.
Why the rational model breaks down
The trouble is that the assumptions rarely hold. No policymaker ever has complete information, and predicting outcomes perfectly is impossible. The same source notes that policy making is inherently a trial-and-error process, not a flawless calculation. Time pressure, limited budgets, conflicting goals, and incomplete data all push decisions away from the textbook ideal. This is exactly the criticism that gave rise to the next model.
The bounded rationality model
Herbert A. Simon, who later won the Nobel Prize in Economics, transformed the field by accepting these limitations rather than ignoring them. In his landmark 1947 book Administrative Behavior, Simon introduced the idea that human rationality is real but limited-what he called bounded rationality.
What bounded rationality means
Bounded rationality recognizes that decision-makers operate within the limits of available information and their own cognitive capacity. They cannot process every variable or foresee every consequence. Simon contrasted this with the classical economic assumption of a perfectly informed actor making optimal choices. According to Simon’s bounded rationality concept, administrators work inside the boundaries set by limited information, time, and mental processing power.
Satisficing instead of optimizing
Because perfect optimization is unrealistic, Simon argued that people satisfice-a word he coined by blending “satisfy” and “suffice.” Instead of searching endlessly for the best possible option, decision-makers accept the first option that is good enough to meet their requirements. As Simon explained, decision-makers can find optimum solutions for a simplified world or satisfactory solutions for a more realistic one. A district officer choosing a vendor for a public project, for instance, will not analyze every supplier on earth; they pick one that satisfies the budget, quality, and deadline criteria.
Simon’s three phases of decision making
Simon also broke the process into three stages. The first is intelligence, where the decision-maker identifies and understands the problem. The second is design, where alternatives are developed and analyzed. The third is choice, where the best available option is selected. This framework, described in coverage of Simon’s three phases of intelligence, design, and choice, gave administrative theory a realistic and psychologically grounded structure. Simon’s larger contribution was to bring behavioral realism into public administration, treating bureaucracy as a learning system rather than a rigid rule-following machine.
The incremental model of decision making
While Simon softened the rational model, Charles E. Lindblom challenged it more directly. A political scientist who served as president of the American Political Science Association, Lindblom was an early developer of the theory of incrementalism in policy and decision-making. He argued that policy change is usually evolutionary rather than revolutionary, moving in small steps rather than great leaps.
The science of muddling through
Lindblom laid out his case in a famous 1959 article titled “The Science of Muddling Through,” published in Public Administration Review. He argued that the strict requirements of rational decision-making were so unrealistic-given the cognitive and political situation most decision-makers face-that officials in practice make choices by “muddling through”. Rather than designing grand solutions from scratch, policymakers begin with existing policy and make limited, cautious adjustments to it.
This approach has practical advantages. It reduces risk, because small changes are easier to reverse if they fail. It lowers the information burden, since decision-makers do not need to evaluate every conceivable alternative. And it suits the political reality where multiple actors with conflicting priorities must reach agreement. As one analysis notes, in the real world of politics and administration there are multiple decision-makers with conflicting perspectives, information is scarce or contradictory, and everything must be done quickly.
Disjointed incrementalism
Lindblom refined his ideas over the following decades, developing the concept of disjointed incrementalism. The “disjointed” part captures a key insight: in large governments there is no single coordinating brain overseeing all policy. Different departments tackle overlapping problems independently. As one explanation puts it, the education ministry might address poverty through school meals while a labor department runs job training and a housing agency provides subsidies, with none of these efforts forming part of one rational master plan. Budgeting is the classic example-next year’s budget for most departments is usually last year’s budget with marginal adjustments, not a fresh calculation from zero.
Criticisms of incrementalism
Incrementalism is realistic, but it has a conservative bias. By always starting from the status quo, it can neglect bold reforms and basic societal innovations. Critics argue it is suited mainly to stable situations and struggles with crises that demand major change. Researchers have also noted that its applicability has declined in eras of increasing political polarization and gridlock, where small consensual steps become harder to achieve. This tendency to cling to existing arrangements is what one scholar called the “persistent pull of the status quo.”
The mixed scanning model
If the rational model is too idealistic and incrementalism is too cautious, is there a middle path? Amitai Etzioni thought so. In his 1967 article in Public Administration Review, he proposed mixed scanning as a “third” approach that combines elements of comprehensive rationality and incremental decision-making.
Two levels of decision making
Mixed scanning works on two levels. First, the decision-maker conducts a broad scan of the entire field-a wide, general survey to spot major issues and fundamental choices, much like the rational model but without exhaustive detail. Then, for the promising areas identified, the decision-maker conducts a detailed examination using the careful, step-by-step adjustments of incrementalism. Etzioni distinguished between fundamental decisions that set the basic direction and incremental decisions that work out the details within that direction.
Etzioni described his model as a way to get the best of both worlds. As his original abstract explains, mixed scanning reduces the unrealistic demands of rationalism by limiting the detail required in fundamental decisions, while overcoming the conservative slant of incrementalism by exploring longer-run alternatives. A useful analogy he drew was from weather observation: a satellite scans the whole sky broadly while zooming in for detail only where storms are forming.
Comparing the models
Each model captures a different truth about administrative life. The rational model sets an ideal standard of thorough, goal-driven analysis, useful when stakes are high and information is good. The bounded rationality model corrects the rational model with psychological realism, explaining why administrators settle for “good enough.” The incremental model describes the everyday political reality of small, negotiated steps. And the mixed scanning model tries to balance ambition with practicality.
In practice, administrators rarely follow one model purely. A finance secretary preparing a national budget might scan the economy broadly, make incremental adjustments to most line items, and apply rigorous rational analysis to one or two major reforms. The models are best understood not as rivals but as a toolkit-each appropriate for different problems, time horizons, and levels of certainty.
Why these models matter for public administration
These frameworks are more than academic theory. They help administrators recognize the limits of their own judgment and choose an approach that fits the situation. They also explain why so much of governance looks slow and cautious rather than bold and comprehensive. Understanding the gap between the rational ideal and bounded reality-the tension Simon first highlighted-remains at the heart of administrative dilemmas, especially in large and diverse systems navigating development, social inclusion, and institutional reform. Knowing these models gives students a vocabulary to analyze how real decisions are made, and a basis for asking how they could be made better.
