Every government decision, whether about pricing fertiliser, designing a vaccination drive, or regulating new technology, rests on a deceptively simple question: how do we know what will actually work? For most of human history, rulers answered this through intuition, tradition, or raw political instinct. The idea that policymaking could become a systematic, knowledge-driven discipline, drawing on the combined strength of many sciences, is surprisingly recent. It crystallised in the mid-twentieth century into a field called policy sciences. Understanding how this field emerged, and why it took the shape it did, helps explain how modern governments try to turn complex problems into solvable ones.

What are policy sciences?

Policy sciences refer to the systematic, interdisciplinary study of how public policies are made, implemented, and evaluated, with the explicit goal of improving that process. The field has two faces. One is concerned with producing knowledge about the policy process, that is, understanding how decisions are actually taken. The other is concerned with bringing knowledge into that process, ensuring that decisions are informed by the best available evidence. As one foundational definition puts it, the policy sciences are knowledge of the policy process and of the relevance of knowledge in the process.

This dual character is what makes the field distinctive. It does not simply describe how governments behave, nor does it only prescribe what they should do. It tries to do both at once, treating policymaking as something that can be studied scientifically and, crucially, improved through that study.

The intellectual roots before the field had a name

The social sciences had always been entangled with politics and government, but the idea of building a research programme aimed specifically at policy emerged only in the 1940s and 1950s. Before that, the seeds were being planted by a broader intellectual tradition: American pragmatism.

The influence of John Dewey

The philosopher John Dewey saw knowledge itself as a form of problem-solving. For Dewey, ideas were not abstract truths to be admired but tools for resolving concrete difficulties in the world. This view shaped the entire foundation of policy sciences. The field’s eventual founder built directly on Dewey’s pragmatism, adapting his conception of knowledge as an unprecedented approach to public policy. The notion that we generate understanding by confronting and solving real problems, rather than by contemplating timeless principles, became the philosophical engine of the discipline.

The pressure of a changing world

Intellectual ideas alone do not create disciplines; circumstances do too. The mid-twentieth century was a period of immense upheaval. The Great Depression, the Second World War, the early Cold War, and rapid technological change all created problems too large and too complex for traditional governance to handle through guesswork. There was a growing sense that society needed a more deliberate way of addressing fundamental challenges such as unemployment, inequality, and the threat of war. This climate made the time ripe for a field that promised to bring scientific rigour to public decisions.

Harold Lasswell and the founding of the field

If policy sciences has a single architect, it is Harold Dwight Lasswell (1902-1978). An American political scientist and communications theorist educated at the University of Chicago, Lasswell was an unusually wide-ranging thinker who made contributions to political science, communication, and psychology before turning his attention to policy. He is widely regarded as the major figure in developing the policy sciences.

Institutionalising a new programme

Lasswell did not work alone, nor did he simply write about his ideas and leave them on the page. Together with the legal scholar Myres McDougal and George Dession, he worked to give the new field institutional roots, helping create the Policy Sciences Council in 1944 and the Policy Sciences Foundation in 1948. The programme of policy sciences he developed across the 1940s and 1950s is now widely regarded as the founding act of the field. His collaboration with McDougal at Yale produced an influential body of work connecting law, science, and policy.

The seven stages and the policy process

One of Lasswell’s most enduring contributions was conceptual. In 1956 he laid out a model of the policy process broken into distinct functional stages, an idea that later inspired numerous models. The most familiar descendant of this work is the five-stage policy cycle, covering broadly the identification of problems, the formulation of options, decision-making, implementation, and evaluation. Remarkably, versions of this framework remain in use today, surviving decades of criticism and revision. It gave scholars and practitioners a shared vocabulary for breaking policymaking into analysable parts.

A vision rooted in democracy

Lasswell’s ambitions were not narrowly technical. He envisioned a policy science that would scientifically tackle the deepest problems of employment, peace and equality. His central organising idea was a problem orientation, an insistence that the discipline begin with real societal problems rather than abstract theory. In his 1971 work A Pre-View of Policy Sciences, he set out five intellectual tasks for the policy scientist: clarifying goals, describing trends, analysing conditions, projecting future developments, and inventing policy alternatives. Importantly, his mature vision was committed to what he called the policy sciences of democracy, meaning the field was meant to serve human dignity and democratic values, not merely the efficiency of those in power.

The interdisciplinary character of policy sciences

Perhaps the defining feature of policy sciences is that it refuses to belong to any single discipline. Lasswell believed that solving real problems required pulling in knowledge wherever it was relevant. The field was conceived as a programme meant to include all relevant sciences, natural, social, and psychological, in the policy process so decision-makers could arrive at empirically justified courses of action.

Why one discipline is never enough

Consider a real policy problem like air pollution. Tackling it requires economics to understand incentives and costs, political science to navigate the institutions and interests involved, sociology to grasp how communities behave, environmental science to measure the damage, and law to design enforceable rules. No single discipline holds all these pieces. This is why policy sciences has always drawn on political science, economics, sociology, law, and environmental studies, among other fields. The premise is straightforward: complex societal problems do not respect academic boundaries, so the tools used to address them cannot either.

An evolving and expanding field

Over the decades, this interdisciplinary base has only widened. Newer streams such as implementation science draw on methodologies and frameworks from economics, political science, sociology, public administration and knowledge translation to better turn evidence into action. The field today informs questions of governance, social justice, environmental sustainability, and economic development, demonstrating how far it has travelled from its origins.

The growth of policy analysis: debates that shaped the field

Once the foundations were laid, the field grew through vigorous internal debate, particularly during the 1960s and 1970s. These were not dry academic quarrels; they concerned the very nature of how governments do and should decide.

Rationalism versus incrementalism

One pole of the debate was the rational-comprehensive model, which assumed that policymakers could identify every alternative, calculate every consequence, and choose the optimal solution. Against this stood Charles Lindblom, an American political scientist and economist, who argued in his celebrated 1959 paper The Science of Muddling Through that this ideal was an unrealistic fiction. Lindblom pointed out that policy makers will build on past policies, focusing on incremental rather than wholesale changes. Human minds, time, and information are finite, so officials in practice compare a handful of options that differ only slightly from existing policy. This approach, known as incrementalism, dominated thinking about policy change for roughly four decades.

The critics push back

Not everyone accepted “muddling through” as wisdom. Yehezkel Dror, writing in the 1960s, offered one of the sharpest critiques. In Public Policymaking Reexamined, he argued for a systematic reexamination and redesign of the policymaking system itself, warning that incrementalism risked becoming a recipe for inertia and a built-in bias toward the status quo. This running tension between those who trusted comprehensive rational analysis and those who emphasised the messy realities of incremental adjustment pushed the field to develop more sophisticated models, eventually producing hybrid ideas and later frameworks like punctuated equilibrium that combined steady marginal change with occasional dramatic shifts.

Policy sciences in the Indian context

The journey of policy sciences is not just an American story. The discipline’s core promise, that systematic analysis and evidence can improve governance, has profoundly shaped institutions here.

From planning to evidence-based policymaking

The most visible expression of this shift is NITI Aayog, established on 1 January 2015 as the country’s premier policy think tank, replacing the older Planning Commission. NITI Aayog functions as the apex public policy think tank of the Government of India, tasked with catalysing economic development and fostering cooperative federalism. It places a strong emphasis on evidence-based policymaking, conducting research, data analysis, and policy evaluations so decisions rest on empirical evidence rather than assumption. To deepen this, it has built tools such as the National Data and Analytics Platform to make data more accessible to policymakers and researchers alike.

An ecosystem of knowledge

NITI Aayog does not work in isolation. It operates as a knowledge hub, engaging with experts, research institutions, and independent think tanks to gather insights and best practices. A wider ecosystem of policy research bodies has grown around such work, including organisations like the Bengaluru-based Center for Study of Science, Technology and Policy, which describes its mission as bridging the gap between science, technology, and policy. This network reflects, in practice, exactly what Lasswell envisioned: a deliberate effort to channel multidisciplinary knowledge into the machinery of public decision-making.

Why this history still matters

The development of policy sciences represents a genuine transformation in how societies govern themselves. It marked a move away from decisions driven purely by ideology or instinct toward an approach that values systematic analysis, interdisciplinary knowledge, and evidence. The debates that shaped the field, between grand rational planning and cautious incremental adjustment, between technical expertise and democratic values, are not settled relics. They surface every time a government weighs how boldly to act, whose knowledge to trust, and how to balance speed against scrutiny. Understanding the origins of policy sciences gives us a sharper lens for evaluating the policy choices unfolding around us every day.
