After the devastation of two world wars, the world dreamed of something radical: a planet without weapons. Nations would lay down their arms, dismantle their armies, and resolve disputes through dialogue rather than destruction. This was the ideal of complete disarmament. Yet more than a century later, no major power has surrendered its arsenal. Instead, the world settled for something far more modest: managing weapons rather than abolishing them. This journey from soaring idealism to cautious pragmatism is often described as a “descent in hopes.” It is not a story of failure alone, but of how nations learned to live with mistrust while still trying to make the world a little safer.

Disarmament versus arms control: two different dreams
Before tracing the descent, it helps to separate two ideas that are often confused. Disarmament is the older and more ambitious concept. It seeks to reduce or eliminate weapons entirely, removing them from national arsenals so they cannot be used in conflict. Arms control, by contrast, accepts that weapons and military establishments will continue to exist. It tries to manage, limit, and regulate the development, testing, deployment, or use of those weapons rather than abolish them.
The difference is more than academic. Disarmament agreements directly prohibit the possession or production of certain weapons. Arms control agreements proceed differently, setting ceilings and restrictions while allowing states to keep their forces. As scholars at ScienceDirect note, nuclear arms control generally accepts the logic of deterrence, while disarmament rejects it. One imagines a world where the threat of annihilation no longer hangs overhead; the other tries to make that threat stable and predictable.
Why the language shifted
In the early 1950s, academic specialists studying nuclear weapons and Cold War strategy began deliberately replacing the word “disarmament” with “arms control.” For them, disarmament carried utopian expectations and lacked precision, while arms control described any cooperation between potential enemies that could reduce the likelihood of conflict or limit its violence if war broke out. This was not just a change in vocabulary. It signalled a deeper shift in how the world understood what was actually achievable.
The age of hope: when total disarmament seemed possible
The first great experiment came after World War I. The League of Nations, established in 1919, placed disarmament at the very heart of its mission. The Covenant of the League made this explicit: Article 8 tasked the League Council with assessing each state’s security needs and formulating a plan to reduce armaments accordingly. For the first time, the international community had built an institution whose central purpose was to lower the world’s weapons.
The optimism was genuine. A major World Disarmament Conference opened in Geneva in 1932, drawing unprecedented public engagement from people who believed the cycle of arms races could finally be broken. For a brief moment, it seemed that nations might genuinely agree to limit their capacity to wage war.
Why the hopes collapsed
The Geneva conference became the League’s most complete failure. It quickly collapsed into opposing proposals from the great powers, and ended with Nazi Germany walking out of both the negotiations and the League itself. The reasons were structural. The League failed to provide credible security guarantees to its members, so no nation felt safe enough to disarm. As one widely cited study in the journal Cliometrica argues, the League was doomed by built-in contradictions: it could not function as a genuine security alliance, and this very weakness encouraged an arms race in the 1930s.
The deeper problem was distrust. No state would reduce its weapons unless it was confident its rivals would do the same and could not cheat. Without that confidence, disarmament became a trap. A nation that disarmed honestly while its neighbour secretly rearmed would be left dangerously exposed. This single fear runs through the entire history that follows, and it explains why the grand ideal had to give way to something smaller.
The descent: from ending war to limiting war to regulating weapons
The “descent in hopes” describes a gradual lowering of ambition across the twentieth century. The progression moved through three stages.
The first hope was the most ambitious: a peaceful world where war itself would be abolished and weapons would no longer be needed. The second, more modest hope accepted that conflict could not be eliminated but tried to limit its scale and destructiveness when it did occur. The third and most pragmatic stage abandoned grand visions of peace and focused simply on regulating armaments: capping numbers, restricting certain categories, and building rules that made the existing rivalry more predictable.
This was not surrender. It reflected a hard-earned realism about how international relations actually work. The world is, in the language of political theory, anarchic. There is no global authority above sovereign states capable of enforcing agreements or settling disputes. As analysts describe in their overview of arms control, this absence of any higher power means states must protect themselves, and they cannot simply trust rivals to behave. Arms control was the tool designed for exactly this kind of world.
Arms control in practice: the Cold War turning point
The Cold War between the United States and the Soviet Union became the great testing ground for arms control. By the late 1960s, both superpowers had accumulated arsenals capable of destroying each other many times over. This created the chilling logic of Mutual Assured Destruction (MAD), where neither side could launch a first strike without guaranteeing its own annihilation.
Rather than try to abolish these weapons, the two powers sought to stabilise the standoff. The Strategic Arms Limitation Talks (SALT) of the 1970s produced two landmark agreements in 1972. One of them, the Anti-Ballistic Missile (ABM) Treaty, deliberately limited each side’s missile defences. The logic seems backward at first: by keeping each country vulnerable to the other’s missiles, the treaty preserved deterrence and removed any temptation to strike first. This was arms control thinking at its purest, managing weapons to create stability rather than eliminating them.
The role of verification
If distrust was the central obstacle, then verification was the central solution. A treaty is only as good as a nation’s confidence that the other side is honouring it. The SALT process pioneered the use of “national technical means” of verification, essentially reconnaissance satellites and electronic intelligence, allowing each superpower to monitor the other’s compliance without intrusive on-site inspection.
Later treaties went further. The detailed verification regime of the Strategic Arms Reduction Treaty (START), with its databases, advance notifications, and on-site inspections, allowed both sides to calculate their security needs accurately and avoid a renewed arms race. Verification did not require nations to trust each other. It allowed them to cooperate despite distrust, by replacing blind faith with concrete proof. This is perhaps the single most important insight of the entire arms control era.
Managing the spread: the Non-Proliferation Treaty
Alongside the bilateral superpower agreements came a major multilateral effort to stop nuclear weapons from spreading further. The Treaty on the Non-Proliferation of Nuclear Weapons (NPT), which entered into force in 1970, has gone on to achieve almost universal membership. The International Atomic Energy Agency, established in 1957, supports this framework by promoting peaceful nuclear technology while guarding against its diversion to weapons.
Yet the NPT also reveals the deep tensions within arms control. The treaty divides the world into nuclear “haves” (states that tested weapons before 1967) and “have-nots,” a structure that many countries consider fundamentally unfair.
India’s principled objection
This is where the Indian perspective becomes essential. India has consistently refused to sign the NPT, arguing that it is discriminatory because it permanently legitimises the arsenals of a few states while demanding restraint from everyone else, with no firm timeline for the nuclear powers to disarm. For the same reason, India declined to sign the Comprehensive Nuclear Test Ban Treaty in 1996.
India’s position captures the descent in hopes perfectly. From the 1950s, Prime Minister Jawaharlal Nehru was among the earliest world leaders to champion total nuclear disarmament. This idealism reached its peak in 1988, when Prime Minister Rajiv Gandhi presented an Action Plan for a Nuclear-Weapons-Free and Non-Violent World Order at the United Nations, calling for the elimination of all nuclear weapons in phases through a process that was universal, non-discriminatory, and verifiable. In that famous speech, Rajiv Gandhi described nuclear deterrence itself as a form of holding humanity hostage to the security needs of a few.
And yet, a decade later in 1998, India conducted nuclear tests and became a nuclear weapons state. Today it follows a doctrine of “credible minimum deterrence.” India still officially supports the goal of universal disarmament, but its own journey from moral campaigner to nuclear power mirrors the larger global story: the ideal remains, but security realities keep pulling nations toward weapons rather than away from them.
Why arms control became the realistic path
The shift from disarmament to arms control was, in the end, a sensible response to a difficult world. Total disarmament demands a level of trust that simply does not exist among rival states. Arms control asks for far less. It does not require nations to become friends or to abandon their interests. It only requires them to recognise a shared interest in avoiding catastrophe.
These agreements deliver real benefits. They serve as confidence-building measures that lower tensions and reduce the uncertainty inherent in an anarchic world. They make military planning more predictable, slow expensive arms races, and reduce the chance that a crisis spirals into war through miscalculation. They cannot resolve the underlying political conflicts between nations, but they can keep those conflicts from turning fatal.
The fragility of the system
None of this is permanent. Arms control depends on political relationships, and when those relationships sour, treaties collapse. The SALT II treaty was never ratified by the US Senate after the Soviet invasion of Afghanistan in 1979, and the ABM Treaty and the Intermediate-Range Nuclear Forces Treaty have since been abandoned. New technologies such as cyber warfare, drones, and artificial intelligence are emerging faster than treaties can regulate them. The international order remains, in the words of one assessment by UNIDIR, a setting where deterrence still dominates and major powers are unwilling to accept comprehensive deals while the world is in transition.
This is the honest reality at the bottom of the descent. The dream of a weapons-free world has not died, but it has been deferred indefinitely. In its place stands a fragile, imperfect, but functioning system of management, one that has so far helped the world avoid the nuclear catastrophe it most fears.
