When most people hear about efforts to control weapons, they assume the goal is to get rid of them. But that is not quite what arms control sets out to do. Arms control is about managing weapons rather than abolishing them. It regulates how arms are developed, stockpiled, deployed, and used so that rival powers can coexist without sliding into catastrophic war. This makes it one of the most practical tools in the study of peace and conflict, especially in a world where nuclear weapons cannot simply be wished away.

What arms control actually means
Arms control refers to any agreement among states to regulate some aspect of their military capability or potential. According to Britannica, it rests on the premise that the continued existence of certain national military establishments is inevitable, so the realistic goal is to limit and stabilise them rather than eliminate them. The agreement may apply to the location, amount, readiness, and types of weapons a state holds.
The crucial point is that arms control does not always reduce the number of weapons. A legal reference resource notes that arms control agreements have sometimes even allowed an increase in weapons by one or more parties to a treaty. What matters is predictability and restraint. If two rivals know each other’s capabilities and have agreed on limits, the danger of a surprise attack or a runaway arms race falls sharply.
How it differs from disarmament
People often use “arms control” and “disarmament” as if they mean the same thing, but they rest on different philosophies. Disarmament aims at the ultimate elimination of a particular weapon or category of weapons. Arms control, by contrast, accepts that weapons will continue to exist and focuses on regulating them.
The two ideas are connected, though. Arms control can be a stepping stone toward disarmament. Bilateral reductions in nuclear weapons between major powers are arms control measures, but they can also be seen as part of a longer push toward eventually eliminating those weapons. In the early 1960s, security specialists began preferring the term “arms control” precisely because “disarmament” carried utopian expectations, whereas arms control described cooperation between potential enemies designed to reduce the likelihood of war or limit its scope if it happened.
The theory behind arms control
Modern arms control theory begins with a famous 1961 book, Strategy and Arms Control, by economist Thomas Schelling and political scientist Morton Halperin. They argued that a main cause of war is the very nature of military technology and the expectations it creates. When weapons can strike fast and devastatingly, rivals can become trapped in a dangerous situation where each fears the other might attack first.
Schelling and Halperin set out three core objectives that still define the field. As summarised by the American Academy of Arts and Sciences, arms control aims to reduce the likelihood of war, to limit its scope and violence if it does occur, and to reduce the political and economic costs of being prepared for it. The British scholar Hedley Bull offered a similar list, stressing that arms control is restraint exercised on a state’s armaments policy, covering not just the number of weapons but also their character, development, and use.
Stability as the central goal
The thread running through all of this is stability. Schelling believed that of all his ideas about nuclear weapons, none was more important than stability. The logic is that adjustments in military postures that prompt matching adjustments by an opponent can benefit both sides if they reduce the danger of a war that neither side wants. Two kinds of stability matter here. Arms race stability keeps rivals from endlessly building more weapons in response to each other. Crisis stability reduces the pressure to strike first during a tense standoff. Well-designed arms control tries to strengthen both.
The main policy approaches
Arms control is not a single action but a spectrum of policies. States can pick the tool that fits the level of trust and the type of weapon involved.
Arms reduction means actually cutting the number of existing weapons. This is the most ambitious form short of full disarmament, because it requires verifiable destruction of arms that already exist.
Arms limitation means capping weapons at agreed ceilings without necessarily cutting current stockpiles. It freezes growth in particular categories and prevents an open-ended buildup.
Arms freeze means halting the further production, testing, or deployment of a class of weapons at current levels. It is often a confidence-building first step before deeper limits or reductions are negotiated.
An important practical insight from Schelling and Halperin is that limits become easier to impose and verify the closer you get to the actual deployment and use of weapons. Restricting research is hard, because it is rarely clear which lines of research will produce useful military technology. Counting and verifying deployed missiles is far more workable.
The doctrine of mutually assured destruction
No discussion of Cold War arms control is complete without Mutually Assured Destruction, usually shortened to MAD. The idea is grimly simple. If both sides possess enough nuclear weapons to survive a first strike and still retaliate with devastating force, then neither side has any rational reason to attack first. A first strike would guarantee its own destruction.
Under this logic, deterrence rests on a mutual abhorrence of nuclear destruction, and many experts came to see deterrence as the ultimate goal of nuclear arms control. MAD also explains a counter-intuitive feature of some treaties. Limiting missile defences can actually be stabilising, because if one side built a shield that could block retaliation, it might be tempted to strike first. Keeping both sides equally vulnerable preserves the deterrent balance.
The major Cold War agreements
The theory of arms control was put to the test in a series of negotiations between the United States and the Soviet Union. These treaties show the approach in action, moving from limitation toward genuine reduction over several decades.
The SALT agreements and the ABM Treaty
The Strategic Arms Limitation Talks began in 1969 and produced the first agreements that placed real limits on the superpowers’ nuclear arsenals. As the US State Department records, Nixon and Brezhnev signed the SALT I documents in Moscow in May 1972, marking the first time during the Cold War that the two powers agreed to limit the number of nuclear missiles in their arsenals.
SALT I included the Anti-Ballistic Missile (ABM) Treaty, which limited each side’s missile defences to a small number of interceptors. This directly reflected MAD logic, since restraining defences kept each side’s retaliatory threat credible. SALT II was signed in 1979 but, according to the Global Zero timeline, the US Senate never ratified it after the Soviet invasion of Afghanistan, though both sides observed its limits for years.
The INF Treaty
The Intermediate-Range Nuclear Forces Treaty, signed by Reagan and Gorbachev in 1987, went further than limitation. It required both countries to eliminate all ground-launched missiles with ranges between 500 and 5,500 kilometres. The Arms Control Association notes this was the first treaty to eliminate an entire class of nuclear weapons. In total, 2,692 missiles were destroyed, and the achievement helped open the door to deeper reductions. The treaty did not last forever, though; the United States formally withdrew from it in 2019.
From START to New START
The Strategic Arms Reduction Treaty (START I), signed in 1991, marked the shift from limiting to actually reducing arsenals. Unlike SALT, which mainly capped growth, START required both sides to bring down their deployed strategic weapons to agreed numbers. This lineage of treaties continued into the present with New START, showing how the principles of transparency, verification, and mutual restraint carried forward beyond the Cold War.
Where India fits in
For students approaching this topic from an Indian perspective, the country’s stance offers a revealing case study in the politics of arms control. India developed nuclear weapons outside the global non-proliferation framework and has consistently refused to sign the Nuclear Non-Proliferation Treaty (NPT). India regards the NPT as discriminatory, because it permits five states to keep their arsenals while denying that right to everyone else, creating what New Delhi has called a divide between nuclear “haves” and “have-nots.”
India’s position is shaped by its security environment, including nuclear-armed neighbours, and by a long-standing argument that the real goal should be universal disarmament rather than selective non-proliferation. At the same time, India has presented itself as a responsible nuclear power, maintaining a doctrine built around minimum credible deterrence and a declared no-first-use policy. This balance, accepting restraint and safeguards on traded nuclear material while declining to disarm, captures the tension at the heart of arms control: the pull between national security and collective stability.
Why arms control remains relevant
Arms control endures because it is realistic. Eliminating weapons entirely requires a level of trust and political will that rarely exists between rivals. Managing weapons, by contrast, can be done step by step, building confidence as it goes. The history of the Cold War shows this pattern clearly, with limitation agreements gradually paving the way for genuine reductions.
The challenges are real, too. Some states quietly violate agreements, verification is difficult, and new technologies such as cyber weapons, drones, and hypersonic missiles are not well covered by older treaties. Even so, arms control offers a practical path to stability when full disarmament is out of reach. As Schelling and Halperin warned long ago, neither war nor peace has a once-and-for-all solution; keeping the peace demands constant vigilance and a willingness to keep negotiating.
