How do political scientists study something as messy and sprawling as an entire political order? For a long time, the answer was to describe institutions one by one: the legislature here, the courts there, the bureaucracy somewhere else. The Systems Approach changed that. It treats the whole political order as a single, living system that takes in demands, processes them, produces decisions, and adjusts itself based on results. But this idea did not appear out of nowhere in political science. It was borrowed, adapted, and stitched together from biology, engineering, economics, and sociology over several decades. Understanding where it came from tells us a great deal about why it became such a powerful tool for comparing political systems across the world.

What the systems approach actually means
At its core, the Systems Approach views a political system as a set of interconnected parts that work together as a whole. Rather than studying institutions in isolation, it asks how structures, functions, roles, and feedback all fit together. The basic analogy is with a living organism. Just as the heart, lungs, and blood work as a coordinated whole, the components of a political system adjust and compensate when one part comes under stress.
This makes it a holistic approach. Instead of breaking politics into separate boxes, it emphasises interconnectedness, the political, economic, social, and cultural-psychological dimensions are seen as feeding into and shaping one another. A demand from society does not stay isolated. It enters the political process, gets converted into a decision, and the result of that decision flows back to society, generating fresh demands. This circular, self-adjusting quality is what makes the approach distinctive.
Borrowed from biology: general systems theory
The deepest root of the approach lies in biology. The Austrian biologist Ludwig von Bertalanffy is widely regarded as the founder of General Systems Theory (GST), an interdisciplinary framework aimed at uncovering the principles that govern how natural and social systems originate, function, and maintain themselves. Bertalanffy began developing these ideas in the 1930s and 1940s.
His ambition was striking. He wanted to formulate common laws that cut across physics, chemistry, biology, psychology, and the social sciences. The point was that systems studied in these very different fields share certain common features, so you could analyse them as systems composed of interacting components without needing to understand every tiny detail of each part.
The idea of open systems
One of Bertalanffy’s most important contributions was the concept of the open system. An open system interacts continuously with its environment, exchanging energy and information, rather than being sealed off. This principle applies to both biological and social structures. Closely linked are ideas like emergent properties, the qualities a system has as a whole that its individual parts do not, and self-regulation or homeostasis, the capacity to maintain stability. These concepts later became the vocabulary that political scientists used to describe how states survive and adapt.
Borrowed from engineering: cybernetics and feedback
If biology gave the approach its organic imagery, engineering gave it the crucial idea of feedback. In 1948, the mathematician Norbert Wiener published his foundational work on cybernetics, which introduced the idea of feedback loops where the outputs of a system influence its future behaviour. Wiener’s work laid the foundation for studying how feedback mechanisms control complex systems, an idea developed partly through wartime problems like missile guidance.
The relevance to politics is direct. A government that passes a policy needs to know whether it worked. The information flowing back about success or failure is feedback, and it shapes the next round of decisions. Wiener’s broader claim was that society can only be understood through studying the messages and communication that hold it together. This communication-and-control perspective was carried directly into political analysis.
Karl Deutsch and the nerves of government
The political scientist who most explicitly built on cybernetics was Karl W. Deutsch. In his model, the government is essentially a network for receiving, processing, and acting on information. Like Easton, Deutsch applied the feedback mechanism to his theory of communication, treating the steering of the state as a problem of information flow rather than just command and coercion. This is why his approach is sometimes called the communications or cybernetics model of politics.
Borrowed from economics and operations research
Two more fields left their mark. From economics came the language of inputs and outputs. The terms that became central to systems analysis in politics, demands and supports entering a system as inputs and decisions emerging as outputs, were borrowed from economics to analyse the functions and behaviour of political systems. This vocabulary allowed scholars to talk about politics as a conversion process, much like an economy converts raw materials and labour into goods.
From operations research, which developed during the Second World War to optimise military logistics, came a problem-solving, systemic mindset. As systems thinking matured in the mid-twentieth century, operations research applied systemic approaches to complex coordination problems, reinforcing the idea that you could model and manage a complex whole rather than just its parts.
Borrowed from sociology: the social system
Sociology provided the bridge that carried the idea of a system from the natural sciences into the study of society. The American sociologist Talcott Parsons was central here. He developed the concept of the social system and a broader framework of structural functionalism, the view that every part of society performs a function that helps the whole persist. Systems analysis in political science was influenced by both Bertalanffy and Parsons, making it a variant of structural functionalism applied to politics. Parsons gave political scientists a model for thinking about how institutions and roles serve larger systemic needs.
The synthesis: David Easton and political systems analysis
All these streams converged in the work of David Easton, the scholar most responsible for planting the systems concept firmly in political science. His thinking matured after he took up a position at the University of Chicago in 1947, where he joined a cross-disciplinary group of scientists discussing the new concept of system in the natural sciences and how it might be applied to social life. There he encountered general systems theory’s ambition to create a systems language that did not depend on any single discipline.
Easton was the first to systematically apply this thinking to political analysis. The adaptation of system theory to political science was conceived by Easton in 1953 in his book The Political System. His framework then evolved across three phases, with A Framework for Political Analysis and A Systems Analysis of Political Life both published in 1965 forming the second and third phases.
How Easton’s model works
Easton defined politics as the authoritative allocation of values for a society. His model runs in a continuous cycle. The environment generates inputs in two forms: demands (such as calls for better roads, education, or jobs) and supports (such as paying taxes and obeying laws). These enter the political system, which acts as a conversion mechanism, sometimes pictured as a black box that turns societal demands into policies. The system then produces outputs, the binding decisions and policies. Finally, a feedback loop carries the results back into the environment, where they shape fresh demands and supports, and the cycle begins again.
Persistence rather than equilibrium
A subtle but important point in Easton’s thinking concerns survival. Earlier theorists spoke of equilibrium, a return to a fixed state of balance. Easton instead emphasised persistence. A political system might need to change its entire structure, goals, and internal logic in order to survive external pressures. Survival depends on responsiveness, a system that stops listening to its feedback loop is in danger of collapse. This idea drew directly on the biological image of an organism maintaining itself despite a changing environment.
From Easton to Almond: structure and function
Easton’s framework directly enabled the next major development. Gabriel Almond built his structural-functional analysis on Easton’s foundation, openly acknowledging that Easton’s dynamic input-output model enabled him to develop his functional categories. Almond shifted attention to the functions that political structures perform. He classified input functions such as political socialisation, interest articulation, interest aggregation, and communication, and output functions such as rule-making, rule application, and rule adjudication. Crucially, this made the approach a tool for comparison: by focusing on functions rather than specific institutions, scholars could compare political systems that looked completely different on the surface, whether developed, developing, or underdeveloped.
Why the borrowing mattered
The Systems Approach is best understood as a genuine interdisciplinary synthesis. Biology supplied the organic, holistic image and the idea of open systems. Engineering supplied feedback and the control-and-communication perspective. Economics supplied the input-output language. Operations research supplied a systemic problem-solving mindset. Sociology, through Parsons, supplied the social system and structural functionalism. Easton wove these together into a coherent scheme that, as critics and admirers alike noted, gave political theory a coherent theoretical framework that traditional political theory had lacked.
The approach was not without its critics. Some argued that it was too abstract and that the boundary between the political system and its surrounding society was never clearly drawn. Others felt it leaned towards preserving the status quo by emphasising stability and persistence. Yet even its critics conceded that it was a trend-setting contribution that reshaped how comparative politics is studied.
