Few debates in contemporary politics are as consequential as the one between economic growth and environmental preservation. For decades, governments have treated nature as an unlimited storehouse of raw materials and a bottomless sink for waste. That assumption is now being tested. The environment debate brings together a cluster of difficult questions: Are natural resources running out? Can nations solve problems that cross their borders? Is endless growth possible on a finite planet? And should pollution and resource depletion be treated as threats to national security? These are not abstract concerns. They shape policy on energy, agriculture, trade, and defence, and they sit at the heart of how comparative politics now studies the relationship between states and the natural world.

How the environment became a political issue
The environment was not always a mainstream political topic. For most of the industrial era, pollution and resource use were treated as local nuisances rather than matters of governance. Two developments changed this.
The first was the publication of Rachel Carson’s Silent Spring in 1962. The book documented the damage that synthetic pesticides, especially DDT, inflicted on ecosystems and on human health. Carson argued that pesticides should really be called “biocides” because they harmed organisms far beyond their intended targets. The book became a bestseller, faced fierce opposition from chemical companies, and ultimately helped reverse pesticide policy in the United States and led to the creation of the US Environmental Protection Agency. More importantly for political science, it reframed environmental harm as a public concern that governments had a duty to address.
The second was the 1972 United Nations Conference on the Human Environment, held in Stockholm. This was the first world conference to make the environment a major issue, and it produced the Stockholm Declaration, a set of 26 principles that placed environmental concerns at the forefront of international politics. The conference also led to the creation of the United Nations Environment Programme (UNEP) and gave the world June 5 as World Environment Day. Crucially, Stockholm marked the start of a dialogue between industrialised and developing countries about the link between economic growth, pollution, and human well-being.
The view from the developing world
Stockholm also exposed a divide that still defines the debate. Developing nations were grappling with poverty, weak infrastructure, and the basic challenge of improving living standards. For them, treating environmental protection as a reason to slow growth seemed unjust. Prime Minister Indira Gandhi captured this position at the conference with her widely quoted argument that poverty and need are the worst form of pollution. Her speech framed the issue not simply as a contest between rich and poor nations, but as a shared challenge to find solutions that were both fair and sustainable. That tension between development and conservation remains the organising question of the entire debate.
Is resource scarcity real?
One of the central issues is whether the planet’s resources can keep pace with human demand. Resources are usually divided into two kinds. Non-renewable resources like coal, oil, and minerals exist in fixed quantities and cannot be replaced once used. Renewable resources like forests, fisheries, and freshwater can regenerate, but only if they are not consumed faster than they recover.
The most famous warning about scarcity came in 1972 with The Limits to Growth, a report commissioned by the Club of Rome and produced by a research team at MIT. The team built a computer model that examined five interacting factors: population increase, agricultural production, non-renewable resource depletion, industrial output, and pollution generation. Their conclusion was stark. In a closed system like the Earth, none of these can grow exponentially forever; sooner or later the system would overshoot its limits and collapse.
The report sparked enormous debate and was criticised for underestimating human ingenuity and technological change. Interestingly, even within the Club of Rome, the thinking evolved. By the mid-1980s many concluded that the real limit was not the imminent exhaustion of resources, but the risk that production, consumption, and pollution would exceed the Earth’s capacity to absorb them. In other words, the binding constraint may be the planet’s ability to handle our waste rather than the supply of raw materials. For a country like India, with a large population and rising demand for water, energy, and arable land, both versions of the scarcity argument carry real weight.
Why no nation can solve this alone
A defining feature of environmental problems is that they ignore political borders. Air pollution drifts across frontiers, rivers flow through several countries, and greenhouse gases emitted anywhere affect the climate everywhere. This creates a deep interdependence among nations, which means that even a country with excellent domestic policies cannot fully protect itself if its neighbours act otherwise.
The tragedy of the commons
This interdependence is often explained through the idea of the global commons, the resources that belong to no single nation but are used by all, such as the atmosphere, the oceans, and the polar regions. The challenge they pose was famously described by Garrett Hardin as the tragedy of the commons, where each actor, pursuing its own self-interest with a freely available resource, contributes to the depletion of something everyone depends on. When fishing fleets each maximise their catch, the fishery collapses for all. When nations each emit freely, the climate destabilises for all.
Importantly, this outcome is not inevitable. The political scientist Elinor Ostrom showed that communities can successfully govern shared resources through collective action, clear rules, and mechanisms for resolving disputes. Her insight reframed the problem: the question is not whether shared resources are doomed, but whether we can build institutions strong enough to manage them. This is precisely what international environmental treaties attempt to do.
The North-South divide
Interdependence also raises the question of fairness. Industrialised nations built their prosperity over two centuries by drawing heavily on the global commons, and they remain responsible for a disproportionate share of historical emissions. Developing nations, which contributed far less to the problem, often face its harshest consequences. Debates about population growth in the South are frequently met by arguments about high consumption in the North. This disagreement over who should bear the cost of cleaning up shared resources runs through every major climate negotiation and explains why global cooperation is so difficult to achieve even when the science is clear.
Can growth be sustainable?
If resources are finite and nations are interdependent, the next question follows naturally: can economic growth continue without destroying the environmental base it depends on? The concept developed to answer this is sustainable development.
The term was popularised by the 1987 report Our Common Future, produced by the World Commission on Environment and Development and chaired by Gro Harlem Brundtland. The Brundtland Report defined sustainable development as meeting our own needs without compromising the ability of future generations to meet theirs. The definition was powerful because it refused to choose between development and the environment. Instead it insisted the two had to be pursued together.
The report’s purpose was partly to address concerns raised over the previous decades that patterns of growth would become unsustainable if they continued unchecked, drawing on works including Silent Spring, Hardin’s tragedy of the commons, and the Limits to Growth report. Sustainable development is usually understood through three pillars that must be balanced together: it should be economically viable, socially fair, and environmentally sound. This thinking eventually fed into the 2015 Sustainable Development Goals and the Paris Agreement on climate change.
The criticism of sustainable development
The concept is not universally praised. Critics argue that it is vague enough to mean almost anything, and that in practice it has been used to justify continued growth rather than to question it. Some environmental thinkers contend that calling development “sustainable” can obscure the original warning of the Limits to Growth by reconciling environmentalism with the pursuit of ever-greater economic output. For students of comparative politics, this disagreement is instructive: it shows that even widely accepted concepts carry contested political assumptions, and that the language of policy often hides deeper conflicts over values.
Is the environment a security issue?
Perhaps the most significant recent shift in the debate is the redefinition of national security to include environmental threats. Traditionally, security meant defending a state’s borders against military attack. Environmental security broadens this to include the dangers posed by resource scarcity, environmental degradation, and natural disasters.
The concept emerged from the environmental movement and the changed strategic landscape at the end of the Cold War. It is defined as the relationship between environmental factors, such as resource scarcity and natural disasters, and the safety and stability of societies. The core insight is that when a nation’s ecosystems or essential resources deteriorate badly enough, the state itself can become unstable, triggering competition over resources, conflict, or large-scale migration.
How environment connects to conflict
Research has explored several ways in which environmental stress feeds into instability. Influential studies by Thomas Homer-Dixon concluded that scarcities of renewable resources were already contributing to violent conflict in parts of the developing world. Environmental pressures rarely cause war on their own. More often they act as background conditions, triggers, or catalysts that worsen existing tensions.
The clearest examples involve water and food. Shared rivers and aquifers can become flashpoints when several countries depend on the same supply. Water scarcity is now treated as a critical concern in regions including South Asia, the Middle East, and sub-Saharan Africa, because a shortage of fresh water can deepen inequality and poverty and create conditions that fuel instability. Climate change adds another layer by displacing populations through rising seas, droughts, and extreme weather, and these movements of people can strain host regions and escalate tensions. This is why many governments and militaries now treat climate change as a “threat multiplier” that magnifies risks they already face.
For India, this framing has direct relevance. Dependence on the monsoon, transboundary rivers shared with neighbours, energy import requirements, and vulnerability to coastal flooding all place environmental concerns squarely within the country’s strategic calculations.
Why these debates matter together
The four issues are not separate. They form a single chain of reasoning. If resources are scarce, and if nations are interdependent in using them, then unchecked growth threatens the shared base on which all states depend, and that threat eventually becomes a matter of security. Each issue leads logically to the next. Understanding the environment debate means seeing how scarcity, interdependence, sustainability, and security connect rather than treating them as isolated topics.
What began with a single book about pesticides and a single conference in Stockholm has grown into one of the defining concerns of modern governance. The conflict between economic growth and environmental preservation has not been resolved. It has only become more urgent, and how states choose to manage it will shape politics for generations to come.
