Why do some societies tumble into war while others manage to settle their differences peacefully? This is one of the oldest puzzles in human history, and for most of that history, the answer was left to philosophers, generals, and historians. Peace research changed that. It is the systematic, scientific study of the causes of war and the conditions that allow peace to take root. Rather than treating peace as an accident or a pause between conflicts, peace researchers treat it as something that can be studied, measured, and built. Over the past seventy years, this field has grown from a handful of curious scholars into a global discipline with dedicated institutes, journals, and data projects. Yet it still wrestles with hard questions, especially when it tries to predict where the next conflict will erupt.

What peace research actually means
At its core, peace research aims to accumulate and share reliable knowledge about conflict so that future violence can be prevented. It treats peace as a social condition that deserves the same rigorous investigation we apply to disease in medicine or poverty in economics. The goal is not just to describe wars after they happen, but to understand the structures and triggers behind them well enough to intervene.
The story of the field is closely tied to one figure. The Norwegian scholar Johan Galtung, widely regarded as the founder of the academic discipline, once asked a librarian in Finland for books on peace research and was told that no such books existed. He found it odd that thousands of volumes had been written about war and military strategy, but almost nothing about researching peace. That gap became his life’s work. Galtung was deeply influenced by the non-violent philosophy of Mahatma Gandhi, and his first academic book examined Gandhi’s political ethics.
Negative peace and positive peace
One of Galtung’s most lasting contributions was distinguishing between two kinds of peace. Negative peace is simply the absence of direct violence and war. Positive peace goes much further, describing a lasting condition built on social justice, economic development, and the institutions and attitudes that allow people to meet their basic needs. This distinction reshaped how scholars think about the subject. A ceasefire might end the shooting, but if the underlying inequalities remain, the peace is fragile.
Galtung also developed the influential concept of structural violence, which describes harm that comes not from a person pulling a trigger, but from social, economic, and political structures that prevent people from meeting their basic needs. Discrimination, extreme poverty, and exclusion can damage and kill just as surely as a weapon, even when no single attacker can be identified. This idea pushed peace research well beyond the battlefield and into questions of human rights and social inequality.
How the field became professional
Before the 1950s, the study of peace was scattered across philosophy, theology, and international law. From the 1950s onward, it grew into a recognised academic discipline with its own institutions, methods, and professional identity. Two developments were especially important: the creation of dedicated research institutes and the launch of scholarly journals where findings could be debated and built upon.
Institutes and journals
In 1959, Galtung founded the Peace Research Institute Oslo (PRIO), the first institution of its kind dedicated to the systematic study of peaceful relations. A few years later, in 1964, he established the Journal of Peace Research, which gave the field a permanent platform for publishing rigorous, peer-reviewed work. In 1969, he was appointed to the world’s first university chair in peace and conflict studies, at the University of Oslo. These milestones gave the discipline the academic standing it had previously lacked.
Other centres soon followed across Europe, North America, and beyond. The Canadian Peace Research Institute, for example, set up an abstracts centre in the early 1960s to give researchers a central reference point, drawing on disciplines as varied as psychology, sociology, economics, law, and political science. This interdisciplinary character has remained a defining feature of the field.
The turn to data
A major step toward professionalisation was the move from opinion and theory toward hard data. In 1963, the political scientist J. David Singer launched the Correlates of War project at the University of Michigan. Its goal was the systematic accumulation of scientific knowledge about war, collecting reliable quantitative data on conflicts stretching back to 1816. The project insisted on standard scientific principles such as replication, documentation, and transparency, and its databases became foundational tools for researchers worldwide.
This data-driven approach allowed scholars to test long-held assumptions. One famous example is the debate over the democratic peace, the observation that democracies rarely go to war with one another. Few subjects have attracted more attention in the study of international relations, and rigorous data made it possible to examine such claims rather than simply assert them.
Peace research in the Indian context
While the formal academic discipline took shape in Europe and North America, the subcontinent has its own deep traditions of peace thinking, most obviously through the legacy of Gandhi. The Shanti Sena, or peace army, was a Gandhian idea of unarmed volunteers trained to intervene non-violently in situations of communal tension and unrest. After Gandhi, followers such as Vinoba Bhave and Jayaprakash Narayan developed their own versions of the programme, and it was eventually institutionalised into the constitution of Gandhigram Rural University.
Indian universities have built academic homes for the field as well. The Malaviya Centre for Peace Research at Banaras Hindu University studies peace and intercultural understanding, while institutions such as the Nelson Mandela Centre for Peace and Conflict Resolution at Jamia Millia Islamia and centres at the University of Delhi carry forward research and teaching on conflict resolution. These efforts blend the global, data-driven tradition of peace science with the region’s own philosophical heritage of non-violence.
The hardest problem: predicting conflict
If peace research is about preventing war, then ideally it should be able to warn us before violence breaks out. This ambition to forecast conflict is one of the field’s most exciting frontiers, and also one of its most humbling.
The early promise and retreat
Singer and other early researchers genuinely hoped that studying the patterns of past wars would let them anticipate future ones. The task, however, proved overly ambitious. Peace science at the time lacked both the theories and the data needed to forecast armed conflict with useful accuracy, and the ambition to predict was largely set aside. In doing so, the field also stepped back from its goal of being directly relevant to policymakers.
This began to change from the 1970s onward, and especially with the work of bodies like the Political Instability Task Force. Forecasting has since become an active and respected sub-field, helped along by the recognition that traditional statistical significance testing is not well suited to producing the kind of forward-looking knowledge that decision-makers need.
Why prediction remains so difficult
Today, governments and aid agencies increasingly rely on early-warning systems to decide when and where to act. PRIO even launched a conflict prediction challenge inviting researchers to forecast the number of fatalities in armed conflicts, complete with estimates of uncertainty. The shift here is important: instead of single point predictions, modern forecasting aims for probability distributions that honestly capture how uncertain the future really is.
Yet the limits are real. A striking finding from these challenges is that even very sophisticated machine learning models tend to be caught off guard by conflicts that erupt in previously peaceful places. In fact, many advanced models are outperformed by a simple “no-change” baseline that just predicts tomorrow will look like today. The reason is revealing: the single most powerful predictor of future conflict is, quite simply, past conflict. Models are good at telling us that a place with recent violence will probably stay violent, but poor at spotting the surprise outbreak in a calm region.
This raises a deep question that scholars are still grappling with. As the researcher Thomas Chadefaux has asked, are our predictive failures simply due to imperfect models and incomplete data, which better technology might fix over time? Or are some aspects of human conflict fundamentally unpredictable, no matter how much data we gather? Relying too heavily on historical patterns has a built-in weakness: history does not always repeat itself, and the conflicts that surprise us most are precisely the ones our patterns failed to foresee.
The evolving contribution of peace research
Despite these challenges, peace research continues to evolve and contribute to both social theory and practical policy. The field has expanded well beyond interstate war to cover terrorism, human rights, civil conflict, the economic costs of war, and even the links between climate change and violence. Data projects now track conflict events at a fine level of geographic and temporal detail, feeding both academic studies and real-world humanitarian planning.
Perhaps the field’s greatest strength is its honesty about its own limits. The same prediction challenges that expose the weakness of current models also push researchers toward better methods, shared standards, and more careful communication of uncertainty to policymakers. Rather than promising a crystal ball, mature peace research offers something more useful: a disciplined way of thinking about risk, structure, and the conditions that make societies more or less likely to descend into violence. From Galtung’s early insistence that peace deserved its own science, to today’s open-source forecasting tools, the field keeps refining its core mission of turning knowledge into prevention.
