Wars are usually explained through politics, ideology, or economics. But there is another quiet driver of human conflict that often goes unnoticed: the natural environment that sustains us. The environmental approach in peace and conflict studies argues that human survival is tied directly to ecological balance. When forests vanish, rivers run dry, or the climate shifts, the conditions for cooperation weaken and the risk of conflict grows. This perspective treats the health of the planet not as a side issue but as a core question of peace and security.

What the environmental approach means

The environmental approach studies how the condition of the natural world shapes the prospects for peace or conflict. Its central idea is simple but powerful: human societies depend on functioning life-support systems such as clean water, fertile soil, breathable air, and a stable climate. When these systems break down, the social, economic, and political foundations of peace come under strain.

This approach emerged as a distinct field in the late 1990s. Scholars began to seriously debate the links between environmental scarcity and conflict, and a research stream now known as environmental peacebuilding took shape, focused on how the sustainable management of natural resources can support lasting peace. Instead of asking only “who fights and why,” the environmental approach asks “what physical conditions make conflict more or less likely.”

Why ecology and peace are connected

Every economy and society rests on a base of natural resources. Agriculture needs water and soil. Cities need energy and clean air. Livelihoods depend on fisheries, forests, and grazing land. When these resources shrink or degrade, people compete more intensely for what remains. That competition does not always lead to violence, but it raises the pressure on communities, governments, and institutions.

The connection runs in both directions. Conflict can devastate the environment through the destruction of farmland, forests, and water systems, while a damaged environment can in turn deepen instability. This is why the environmental approach insists on a holistic view that links ecological health, human well-being, and societal stability together rather than treating them separately.

Global environmental degradation as a threat to peace

The environmental approach treats large-scale degradation as a genuine security concern. Three forms of degradation receive particular attention because they directly affect life-support systems.

Global warming and climate change

Climate change has been framed as a serious threat to human security since the 1990s, with major UN bodies emphasizing its severe implications for food, water, and health, especially for the most vulnerable populations. Rising temperatures alter rainfall patterns, intensify droughts and floods, and shift the timing of water availability. These changes rarely cause conflict on their own. Instead, they act as a “threat multiplier” that aggravates existing tensions over land, water, and livelihoods.

Deforestation and land degradation

Forests regulate water cycles, protect soil, and store carbon. When they are cleared for timber, agriculture, or development, the surrounding ecosystem loses resilience. Soil erodes, water tables fall, and the land becomes less able to support the people who depend on it. Degraded land pushes communities to migrate or to compete for shrinking productive areas, which can spark disputes between groups.

Pollution and the breakdown of life-support systems

Air and water pollution damage the basic systems that keep populations healthy and productive. Contaminated water supplies, polluted rivers, and toxic air reduce the resources available for safe living and farming. Over time, these pressures erode public health and economic stability, weakening the social fabric that holds communities together peacefully.

Resource scarcity and the roots of conflict

At the heart of the environmental approach is the relationship between resource scarcity and conflict. The argument is that environmental deficiencies create conditions that make conflict more likely. According to research on the subject, these deficiencies can act in several ways: they can be a direct source of conflict, they can multiply and aggravate other underlying causes, and they can shape the very nature of how a conflict unfolds.

How scarcity translates into conflict

Scarcity does not operate in isolation. Studies of environmentally linked conflict suggest that environmental change is usually mediated by economic and political conditions in society. A landmark research effort, the Environment and Conflict Project, found that violence connected to resources often stems less from raw scarcity and more from marginalization and discrimination in access to and use of resources. In other words, who controls a resource and who is excluded from it matters as much as how much of it exists.

This is an important corrective. It means that environmental scarcity rarely “causes” war directly. Instead, it interacts with inequality, weak institutions, and poor governance to raise the risk of instability. The United Nations has documented this pattern in case studies ranging from water scarcity in the Gaza Strip to land and water competition in Rwanda and Darfur, where the scarcity of renewable resources contributed to violent conflict.

Water disputes within and between nations

Water is the clearest example of how scarcity feeds into conflict. Because rivers cross state and national borders, disputes over their use are common. Inter-state river disputes have become a recurring source of tension in recent decades, with the long-running disagreement over the Cauvery River between Tamil Nadu and Karnataka standing out as one example driven largely by overallocation of a limited supply.

The picture grows more complex when climate change enters the equation. The Himalayan glaciers, often called the “Water Towers of Asia,” feed major river systems including the Ganges, Indus, and Brahmaputra. Research warns that the region is warming faster than the global average, and a shift from snowfall to rainfall is disrupting the timing and volume of water flowing downstream to fields and cities. Transboundary rivers are increasingly becoming a focus of geopolitical friction as glacier melt, erratic monsoons, and extreme weather intensify.

Environmental security as a framework for peace

To address these challenges, the environmental approach uses the concept of environmental security. This idea reframes the environment as a matter of survival and stability rather than merely a policy concern for conservation.

What environmental security means

One widely cited synthesis, developed by the Millennium Project, defines environmental security as environmental viability for life support. It contains three connected goals: preventing or repairing damage to the environment caused by military action, preventing or responding to environmentally caused conflicts, and protecting the environment because of its inherent value.

This definition matters because it widens the meaning of security itself. Traditional security focuses on armies and borders. Environmental security adds the idea that a degraded environment can threaten populations just as seriously as an armed enemy. The UN Environment Programme works along these lines, focusing on how environmental degradation and climate change interact with peace and security dynamics, and designing measures to build resilience in fragile contexts.

Sustainable development as the long-term answer

If scarcity and degradation drive conflict, then sustainable development offers the path toward peace. Sustainable development means meeting present needs without undermining the ability of future generations to meet theirs. By using resources wisely, reducing pollution, and restoring damaged ecosystems, societies can lower the pressures that fuel competition and instability.

This thinking is reflected in international frameworks such as the United Nations Sustainable Development Goals, which connect issues like water security, energy security, and food security to the broader goal of human well-being and survival. The logic is that a society with reliable access to clean water, stable food supplies, and a healthy environment has far less reason to descend into conflict.

Why a holistic and integrated approach is essential

The environmental approach repeatedly stresses one point: environmental challenges cannot be solved in isolation. Because ecological, social, economic, and political factors are deeply interconnected, fragmented solutions tend to fail. A holistic and integrated approach is needed, one that recognizes how a problem in one area ripples into others.

Ecosystem management and shared resources

A practical expression of this thinking is ecosystem management, which the UN Environment Programme describes as a holistic approach that sustains and restores ecosystem health while balancing ecological, economic, and social needs. By recognizing the interconnectedness of natural systems and human activity, this approach helps preserve the resilience of ecosystems against challenges like climate change, habitat degradation, and over-exploitation.

Managing shared resources effectively usually requires cooperation among many stakeholders, including governments, civil society, the private sector, and local communities. When neighbouring states jointly manage a shared river, for instance, they can create joint institutions, share data, and make water allocations more flexible in the face of changing flows. Researchers studying the Himalayan region recommend exactly this kind of improved water management and cooperation, noting that the most dangerous situations arise where state fragility and high water stress overlap.

From scarcity to cooperation

The hopeful insight of the environmental approach is that shared environmental problems can become shared reasons to cooperate. The same resource that triggers a dispute can also bring rival parties to the negotiating table. This is the core promise of environmental peacebuilding: by managing natural resources in a conflict-sensitive and sustainable way, communities and nations can build trust and strengthen the conditions for lasting peace. Scholars caution that the evidence is still developing and that cooperation does not automatically produce peace, but the direction is clear. Neglecting natural resource management raises conflict risk, while careful, inclusive management can reduce it.

The environmental approach ultimately reminds us that peace is not built only in parliaments and treaties. It is also built in watersheds, forests, and farmlands. A society that protects its life-support systems protects its own stability, and a world that takes ecological balance seriously gives itself a stronger foundation for peace.
