Ask most people what the word “environment” means, and the answers gravitate toward forests, rivers, and endangered wildlife. These images are accurate, but they capture only a fraction of the concept. In the study of comparative politics, the environment is not just a backdrop of scenery to be admired or saved. It is a web of relationships that includes us, shapes our societies, and is in turn shaped by the political and economic choices we make. Understanding this fuller meaning is the first step toward grasping why the environment has become one of the central issues of modern governance.

What the environment actually means
At its simplest, the environment refers to everything that surrounds an organism and influences its life, growth, and survival. The Environment (Protection) Act of 1986 offers a working definition that is useful here: it describes the environment as water, air, and land, along with the inter-relationship that exists among these elements and human beings, other living creatures, plants, microorganisms, and property. Notice the key phrase in that definition. It is not just the list of components that matters, but the inter-relationship among them.
This legal framing reflects a wider scientific consensus. Scholars often describe the environment as the sum total of living and non-living components, along with the influences and conditions that surround an organism. In other words, the environment is less a collection of objects and more a system of interactions.
The two broad categories: biotic and abiotic
To make sense of this system, environmental study divides it into two fundamental categories. Biotic components are the living elements: plants, animals, birds, insects, and microorganisms such as bacteria and fungi. Abiotic components are the non-living elements: air, water, soil, sunlight, temperature, and minerals. Neither category functions in isolation. Plants depend on sunlight, water, and soil to grow, while animals depend on plants and other animals for food. A balanced relationship between these living and non-living factors is what makes life on Earth possible.
The four spheres of the Earth
Another way to map the environment is through the four interacting “spheres” that together form the planet’s natural system. The lithosphere is the solid outer layer of rocks, minerals, soil, and landforms. The hydrosphere covers all water, from oceans to groundwater. The atmosphere is the layer of gases surrounding the Earth. The biosphere is the zone where life exists, encompassing all living organisms and their interactions with the other three spheres. These spheres do not sit in separate boxes. There is a constant exchange of elements between air, earth, water, plants, and animals, and these recycling processes, known as biogeochemical cycles, ensure that living things can survive and grow.
Beyond nature: the human-made environment
If the environment were only about nature untouched by people, the concept would be far simpler. But humans build, modify, and transform their surroundings constantly. This gives us a third category alongside biotic and abiotic elements: the cultural or human-made environment. Buildings, roads, dams, industries, parks, and even political systems and financial institutions are all part of the environment in this broader sense.
The human-made environment does not coexist quietly with the natural one. It constantly interacts with and reshapes it. Building a dam, for example, changes the flow of a river and the entire ecosystem that depends on that river. Clearing a forest for a highway alters the habitat of countless species. This is precisely where the study of the environment stops being a question of biology alone and becomes a question of politics. The decisions about what gets built, where, and at whose cost are political decisions.
Why interdependence is the heart of the idea
The most important insight in defining the environment is that everything within it is connected. The biotic and abiotic components are not isolated. They are linked through nutrient cycles and energy flows, forming what we call an ecosystem. An ecosystem is a natural unit of interdependent organisms sharing a habitat alongside the non-living factors around them. It can be as small as a pond or a dead tree, or as large as the Earth itself.
Interdependence means that a change in one part of the system ripples outward to others. Pollute a river, and you affect the fish, the birds that eat them, the farmers who irrigate with that water, and eventually the people who eat the crops. This interconnectedness is why the integrity of natural components is often described as non-negotiable for long-term human survival. We are not external observers of the environment. We are participants embedded within it.
Mutual survivability over human dominance
This brings us to a crucial shift in how the environment is understood. For much of modern history, human societies have treated nature as a resource to be conquered and used. The arrival of the Anthropocene, a term describing the current era in which humans have become the dominant force shaping the planet’s ecological processes, captures this attitude well. Generations of fossil fuel use, industrial development, and resource extraction have produced ecological changes that are now no longer easy to deny.
The concept of the environment as a system of interdependence challenges this logic of domination. If every element depends on every other, then the survival of humanity is bound up with the survival of the species and systems we share the planet with. The goal becomes mutual survivability rather than control. This is not merely a moral preference. It is a recognition that an ecosystem pushed past its limits cannot support the societies that depend on it.
The political dimension: who controls nature?
This is where comparative politics enters the picture directly. The field of political ecology examines the interconnectedness of social, political, and ecological processes, focusing on power dynamics, environmental governance, justice, and inequality. It asks questions that a purely scientific definition cannot: Who gets to use natural resources? Who bears the cost of environmental damage? Whose interests shape environmental policy?
A political ecology approach looks at differential access to and control over resources as mediated by unequal power relations in society. In practice, this means recognising that environmental degradation is rarely an accident of nature. It often flows from the way economies are organised and from decisions made far from the communities that feel the consequences.
Technology and opaque financial systems
Two forces deserve special attention here. The first is technology, which has dramatically expanded humanity’s capacity to extract from and alter the environment. The same tools that improve our lives can also accelerate deforestation, mining, and pollution at a scale earlier societies could never have managed.
The second is the structure of modern financial and economic systems. Critical scholars argue that the relentless pursuit of profit, combined with deregulation and a priority on economic growth, frequently results in the exploitation of natural resources. When the financial flows behind large extractive projects are difficult to trace, accountability becomes harder, and the true cost of environmental harm gets hidden from public view. The environment, understood politically, is therefore also a question of transparency and power.
The lesson from social ecology
The thinker Murray Bookchin captured this connection in a memorable claim: the domination of nature by humans stems from the domination of humans by other humans. His framework, known as social ecology, argues that a genuinely ecological society must be understood as a coherent whole. You cannot solve environmental problems while ignoring the social hierarchies and inequalities that drive exploitation in the first place. This is a powerful idea for students of politics, because it links the way we treat each other to the way we treat the planet.
The Indian constitutional and legal framing
The shift from seeing the environment as scenery to seeing it as a shared responsibility is visible in law. The original Constitution contained no explicit provision for protecting the natural environment. This changed with the 42nd Constitutional Amendment of 1976, which was a response to growing global awareness following the United Nations Conference on the Human Environment held in Stockholm in 1972.
That amendment added Article 48A to the Directive Principles of State Policy, directing the State to protect and improve the environment and to safeguard forests and wildlife. It also introduced Article 51A(g), which made it a fundamental duty of every citizen to protect and improve the natural environment, including forests, lakes, rivers, and wildlife, and to have compassion for living creatures. The phrasing is striking. It frames the relationship with nature not as ownership but as duty and compassion, echoing the principle of interdependence.
The Environment (Protection) Act of 1986, enacted in the aftermath of the Bhopal Gas Tragedy, then became the umbrella legislation giving practical force to these constitutional commitments. It treated the environment in its entirety rather than addressing air or water pollution in isolation, reflecting the systemic understanding we have been building throughout this discussion.
Bringing the definition together
So what is the environment, fully understood? It is the total system of natural elements, land, air, water, flora, and fauna, bound together by relationships of mutual dependence. It includes the human-made structures and systems that constantly interact with nature. And it is inseparable from questions of power, economics, and justice, because the way societies organise themselves determines how the environment is used or abused.
This is why the environment matters so much in comparative politics. Different countries make different choices about how to balance growth and conservation, how to distribute resources, and how to hold the powerful accountable for ecological harm. Studying these choices reveals a great deal about the values and structures of each political system. The trees and tigers are real and worth protecting. But they are only the most visible threads in a much larger fabric that includes all of us.
