In August 1945, the United States dropped atomic bombs on Hiroshima and Nagasaki, ending World War II but opening a far more dangerous chapter in human history. For the first time, a single weapon could destroy an entire city in seconds. What followed was not peace but a decades-long competition between the United States and the Soviet Union to build deadlier and more numerous nuclear weapons. This was the Cold War arms race-a contest where the goal was never to use the weapons, but to possess so many that the other side would never dare to strike first. Understanding how this race escalated, and how the world tried to control it, is essential to understanding the politics of the twentieth century and the nuclear order we still live with today.

How the arms race began
The American nuclear monopoly did not last long. On 29 August 1949, the Soviet Union tested its first atomic bomb, codenamed “First Lightning” and known in the West as “Joe-1,” at the Semipalatinsk test site in Kazakhstan. The device had a yield of roughly 20 kilotons, comparable to the bombs dropped on Japan. American intelligence had estimated this would take much longer, so the test came as a serious shock and confirmed that the Soviets were a genuine rival.
From this point onward, the Cold War was defined by a nuclear arms race. Both sides believed that having more powerful and more numerous weapons would let them deter, and if necessary intimidate, the other. The competition was not only about military hardware. It was also a symbolic struggle, a way of demonstrating which political and economic system-capitalist democracy or communist planning-was superior.
From atomic to thermonuclear weapons
The race quickly moved to a more destructive class of weapons. In November 1952, the United States detonated the first thermonuclear device, or hydrogen bomb, in a test codenamed Ivy Mike. Its explosive force was measured in megatons rather than kilotons-hundreds of times more powerful than the Hiroshima bomb. The Soviet Union responded with its own thermonuclear test in 1953. The 1954 American “Castle Bravo” test was so powerful that scientists badly miscalculated its yield, scattering radioactive fallout that harmed inhabitants of the Marshall Islands and triggering international alarm about the health and environmental effects of nuclear testing.
The race for delivery systems
Building bigger bombs was only half the contest. Each side also needed reliable ways to deliver them to the other’s territory. The breakthrough came in October 1957, when the Soviet Union conducted the world’s first successful test of an intercontinental ballistic missile and, days later, used a modified version of the same rocket to launch Sputnik 1, the first man-made satellite, into orbit. The message was unmistakable: a rocket powerful enough to put a satellite into space could also carry a nuclear warhead across continents. This fused the arms race with the space race and pushed the United States to accelerate its own missile and satellite programmes.
Over the following years, both superpowers developed land-based intercontinental ballistic missiles (ICBMs), submarine-launched ballistic missiles (SLBMs), and long-range bombers. The introduction of multiple independently targetable re-entry vehicles (MIRVs)-single missiles carrying several warheads aimed at different targets-dramatically multiplied the destructive power that each missile represented.
Mutually assured destruction
As both sides accumulated enough weapons to obliterate each other many times over, a strange logic took hold. This was the doctrine of Mutually Assured Destruction (MAD). The idea was that if either superpower launched a nuclear first strike, the other would retaliate with a devastating counterattack, guaranteeing the destruction of both. Because neither side could expect to survive such an exchange as a functioning state, neither had any rational incentive to attack first.
The term “mutual assured destruction” is often linked to U.S. Secretary of Defense Robert McNamara, who in the mid-1960s shifted American doctrine toward what he called “assured destruction”-the ability to inflict unacceptable damage on Soviet cities even after absorbing a first strike. According to Britannica’s account of the doctrine, the derisive acronym “MAD” was actually coined not by McNamara but by a critic, military analyst Donald Brennan, who argued that locking the world into a permanent stalemate did little to genuinely secure American interests.
Deterrence and the second strike
The credibility of MAD depended on the second-strike capability-the assurance that a country could still retaliate even after suffering a surprise attack. This is why both sides invested heavily in submarine-launched missiles, which were hard to locate and destroy, and in keeping bombers and land-based missiles on high alert, ready to launch within minutes. The grim paradox was that safety came from the certainty of mutual annihilation. As long as both sides could destroy each other, neither would start a war.
This balance was always fragile. Moments like the Cuban Missile Crisis of October 1962 brought the world to the brink of nuclear catastrophe and made clear that miscalculation, accident, or escalation could turn deterrence into disaster. It was largely the fear generated by such close calls that pushed both superpowers toward the negotiating table.
Efforts to control the arms race
By the 1960s, the costs and dangers of the arms race had become impossible to ignore. Developing and deploying ever more advanced weapons was enormously expensive, and the risk of a catastrophic war was real. Both superpowers came to share an interest in slowing the competition. This led to a series of arms control agreements that did not end the rivalry but tried to manage it.
The Nuclear Non-Proliferation Treaty (1968)
The most important multilateral agreement of this period was the Treaty on the Non-Proliferation of Nuclear Weapons (NPT). It was opened for signature on 1 July 1968 and entered into force in 1970. The treaty rests on three pillars: preventing the spread of nuclear weapons to additional states, promoting cooperation in the peaceful use of nuclear energy, and committing the existing nuclear powers to work toward eventual disarmament.
The NPT distinguishes between “nuclear-weapon states”-the five countries that had tested weapons before 1968 (the United States, the Soviet Union, the United Kingdom, France, and China)-and “non-nuclear-weapon states,” which agree not to acquire such weapons. Compliance is verified through a safeguards system run by the International Atomic Energy Agency (IAEA), which conducts inspections to ensure that nuclear material is not diverted to weapons programmes. The treaty has since been joined by 191 states, making it one of the most widely adhered-to arms control agreements in history, and it was extended indefinitely in 1995.
The Strategic Arms Limitation Talks
While the NPT addressed the spread of weapons to new countries, the Strategic Arms Limitation Talks (SALT) tackled the arsenals of the two superpowers directly. First proposed in 1967, full negotiations began in November 1969. The first round, SALT I, produced two agreements by May 1972: the Anti-Ballistic Missile (ABM) Treaty and an Interim Agreement on offensive weapons.
The ABM Treaty was particularly significant. By limiting each side to a small number of missile defence sites and interceptors, it deliberately left both countries vulnerable to attack. This may sound counterintuitive, but it actually reinforced MAD: if neither side could build an effective defensive shield, neither could hope to launch a first strike and survive the retaliation. The Interim Agreement, meanwhile, capped the number of ICBM and SLBM launchers each side could deploy.
A second round, SALT II, was signed by President Jimmy Carter and Soviet leader Leonid Brezhnev in Vienna on 18 June 1979. It set an overall ceiling of around 2,400 strategic delivery vehicles for each side and placed limits on newer systems such as MIRVed missiles. However, the Soviet invasion of Afghanistan in 1979 meant the treaty was never ratified by the U.S. Senate. Despite this, both countries broadly observed its limits for several years. SALT later paved the way for the deeper reductions of the Strategic Arms Reduction Treaties (START) in the early 1990s.
Where India fits in
The global nuclear order created by these treaties has been a long-standing point of debate for India. India has consistently refused to sign the NPT, arguing that the treaty is discriminatory because it permanently divides the world into nuclear “haves” and “have-nots” while placing no firm timeline on disarmament by the existing weapon states. Notably, Prime Minister Jawaharlal Nehru was among the first world leaders to call for a halt to nuclear testing, proposing a “standstill” agreement as early as 1954.
India conducted its first nuclear test in 1974 and declared itself a nuclear-weapon state after a further round of tests in 1998. Along with Pakistan, Israel, and South Sudan, India remains outside the NPT framework. This position reflects a broader argument advanced by many developing nations: that genuine non-proliferation must be paired with serious disarmament by the powers that built these arsenals in the first place.
The legacy of the arms race
The Cold War arms race never produced the nuclear war that so many feared, but it came dangerously close on several occasions and left a permanent mark on world politics. It consumed vast economic resources, shaped alliances, and created a doctrine of deterrence that, in modified form, still governs relations among nuclear powers today. The treaties of the late 1960s and 1970s did not eliminate nuclear weapons, but they established the principle that even bitter rivals could negotiate limits on the most destructive technologies humanity has ever created.
That legacy remains relevant. The institutions and ideas born in this period-the NPT, IAEA safeguards, and the logic of arms control negotiation-continue to frame contemporary debates about nuclear weapons, from tensions over Iran’s programme to the modernisation of arsenals by today’s major powers.
