Few issues in international relations carry the weight of nuclear proliferation. A single decision in a closed room can reshape the security calculations of an entire continent. Even today, nine countries hold roughly 12,241 nuclear warheads between them, and the long post-Cold War decline in these arsenals is now reversing as states modernise and expand their stockpiles. Understanding why the world has struggled to control these weapons, and why disarmament remains so elusive, is essential for anyone studying global politics. This post breaks down the problem of proliferation, the treaties built to contain it, and the deep disagreements that keep the goal of a nuclear-free world out of reach.

What nuclear proliferation actually means

Nuclear proliferation is the spread of nuclear weapons, the materials to build them, and the technology to deliver them, to states or actors that did not previously have them. Scholars usually divide it into two types. Horizontal proliferation refers to new countries acquiring nuclear weapons. Vertical proliferation refers to existing nuclear powers increasing or upgrading their arsenals.

This distinction matters because the global debate often focuses only on the first type. The five recognised nuclear-weapon states under the main treaty regime, the United States, Russia, China, the United Kingdom, and France, frequently press other countries not to develop weapons. Yet these same states continued intensive nuclear modernisation programmes, upgrading existing weapons and adding newer versions. Critics argue this is a contradiction: demanding restraint from others while expanding one’s own capability.

Why states want the bomb

States pursue nuclear weapons for several overlapping reasons. The most common is security. A country facing a hostile, more powerful neighbour may see a nuclear deterrent as the only reliable guarantee against invasion or coercion. This is why deterrence theory remains central to the field; the logic is that no rational adversary will attack a state capable of devastating retaliation.

A second driver is prestige and status. Possessing nuclear weapons has historically signalled membership in an exclusive club of great powers. A third is domestic politics, where bureaucracies, scientists, and political leaders may push a weapons programme for institutional or electoral reasons. Recognising these motives helps explain why simply telling states “do not proliferate” rarely works on its own.

The nuclear-armed states today

The nuclear landscape is more crowded than the original treaty framework suggests. According to the Stockholm International Peace Research Institute, nine states currently possess nuclear weapons: the United States, Russia, the United Kingdom, France, China, India, Pakistan, North Korea, and Israel. Of the roughly 12,241 warheads worldwide at the start of 2025, around 9,614 were in military stockpiles available for use, and about 3,912 were actively deployed.

Russia and the United States dominate this picture, together holding around 90 per cent of all nuclear weapons. But the most striking recent change is China’s expansion. Beijing has been adding roughly 100 new warheads per year since 2023, the fastest growth of any state.

The states outside the recognised club

The countries that built nuclear weapons after the main non-proliferation treaty was signed sit in a different category and raise distinct security concerns. India, Pakistan, and North Korea are the clearest cases.

India and Pakistan both conducted nuclear tests in 1998, and the rivalry between them remains one of the most dangerous flashpoints in the world. In early 2025, tensions between the two briefly spilled over into armed conflict, a reminder of how quickly a conventional clash between nuclear neighbours can escalate. North Korea, meanwhile, has continued advancing its programme and is estimated to hold around 50 warheads with material for more. Israel is widely understood to possess nuclear weapons but has never officially confirmed this, maintaining a policy of deliberate ambiguity.

The treaties built to control the spread

The international community has not been passive. Over decades, it has constructed a web of agreements designed to slow proliferation. Two stand at the centre of this effort.

The Non-Proliferation Treaty (NPT)

The Treaty on the Non-Proliferation of Nuclear Weapons opened for signature in 1968 and entered into force in 1970. With 191 states parties, it is the most widely adhered to treaty in the field of nuclear non-proliferation. It rests on three pillars often described as a “grand bargain”: non-proliferation, disarmament, and the peaceful use of nuclear energy.

The bargain works like this. Non-nuclear-weapon states agree never to acquire nuclear weapons. In exchange, the five recognised nuclear-weapon states commit, under Article VI, to pursue nuclear disarmament, and all parties gain access to peaceful nuclear technology. The International Atomic Energy Agency (IAEA) verifies compliance through a safeguards system that uses inspections to prevent the diversion of nuclear material to weapons use. The NPT is widely regarded as the cornerstone of the entire global non-proliferation regime.

The Comprehensive Nuclear-Test-Ban Treaty (CTBT)

The CTBT, opened for signature in 1996, takes a different approach. Rather than regulating who can hold weapons, it bans all nuclear test explosions everywhere, underground, underwater, and in the atmosphere. The reasoning is that without testing, it becomes far harder to develop new or more advanced warhead designs.

The treaty has a verification system built around a global network of over 300 monitoring stations. Yet despite 187 signatures and 178 ratifications, the CTBT has still not formally entered into force. The reason is a strict requirement in the treaty itself: it cannot take effect until all 44 named “Annex 2” states, those that held nuclear reactors when the treaty was negotiated, ratify it. The remaining holdouts include China, Egypt, Iran, Israel, Russia, and the United States, which have signed but not ratified, and India, Pakistan, and North Korea, which have not signed at all.

The situation grew more fragile when Russia revoked its earlier ratification of the CTBT. Even so, almost all nuclear-armed states currently observe voluntary testing moratoriums, and the treaty has largely succeeded in establishing a powerful norm against testing, even without legal force.

India’s distinctive position

India’s stance deserves close attention because it illustrates why proliferation is so hard to solve. India has refused to sign both the NPT and the CTBT, but not out of indifference to disarmament. Its objection is principled: it views these treaties as discriminatory because they divide the world into nuclear “haves” and “have-nots”, legitimising the arsenals of a few while denying the same right to everyone else.

India argues that genuine disarmament must be universal, verifiable, and non-discriminatory, applying equally to all states rather than freezing an unequal status quo. As far back as 1988, then Prime Minister Rajiv Gandhi presented an action plan at the United Nations proposing a time-bound, phased elimination of all nuclear weapons. After its 1998 tests, India adopted a formal nuclear doctrine in 2003 built around credible minimum deterrence and a policy of No First Use, meaning it pledges to use nuclear weapons only in retaliation against a nuclear attack. India has also stated it will not use such weapons against non-nuclear-weapon states.

This position lets India present itself as a responsible nuclear power committed to disarmament in principle, while declining to accept what it sees as an unfair treaty framework. It is a useful case study in how a state can support non-proliferation goals yet reject the specific instruments designed to achieve them.

Why disarmament keeps stalling

If nearly every government claims to want a world without nuclear weapons, why has so little progress been made? The obstacles are structural and run deep.

The disarmament bargain was never fully honoured

A central grievance is that the nuclear-weapon states have not delivered on their Article VI disarmament commitments. The treaty was originally drafted largely by the United States and the Soviet Union, who were focused on preventing other states from acquiring weapons rather than relinquishing their own. Non-nuclear states that pushed for concrete disarmament requirements were largely unsuccessful. Decades later, the slow pace of disarmament has eroded trust, and the disappointment of non-nuclear states threatens their continued commitment to the bargain.

Deterrence logic resists abandonment

For any nuclear-armed state, giving up weapons feels like surrendering its ultimate insurance policy. As long as rivals retain their arsenals, no government wants to disarm first. This creates a stubborn collective-action problem: everyone might prefer a world without nuclear weapons, but no one wants to be the first to become vulnerable.

A worsening security environment

Recent years have made disarmament even harder. The NPT regime now faces high tensions and a resurgence of nuclear rhetoric, including threats made during Russia’s war in Ukraine. The New START treaty between the United States and Russia, a key pillar of bilateral arms control, has been heading toward expiry without a replacement in negotiation. Compliance problems also strain the system; North Korea’s withdrawal and weapons programme remain a persistent challenge that the international community has struggled to reverse through sanctions.

The wider non-proliferation toolkit

Beyond the two flagship treaties, several other mechanisms support the regime. The IAEA safeguards system provides the inspection backbone that makes the NPT verifiable. The Nuclear Suppliers Group, an informal arrangement led initially by the United States, controls exports of nuclear materials, equipment, and technology to limit how easily a state can build a programme. There is also the more recent Treaty on the Prohibition of Nuclear Weapons, which bans nuclear weapons outright, though all the nuclear-armed states, including India, have stayed outside it and do not consider themselves bound by it.

These overlapping efforts show that the international response to proliferation is not a single treaty but a layered regime of legal commitments, voluntary norms, technical verification, and export controls. Its strength lies in this redundancy; its weakness is that any single major power can undermine confidence in the whole structure.

The road ahead

Nuclear proliferation endures because it sits at the intersection of national security, great-power rivalry, and competing ideas about fairness. The treaties have achieved a great deal. They have kept the number of nuclear-armed states far lower than once feared, established strong norms against testing, and reduced arsenals from their Cold War peaks. But the regime is now under genuine stress, with arsenals growing again, arms control agreements lapsing, and trust between the major powers fraying.

The hardest truth is that comprehensive disarmament cannot be imposed; it requires the voluntary cooperation of the very states least willing to give up their weapons. Until the security incentives that drive states toward the bomb are addressed, the gap between the world’s stated desire for disarmament and its actual behaviour is likely to persist.
