When Jawaharlal Nehru looked at a country freshly emerging from colonial rule, he saw a paradox. India had a glorious intellectual heritage-the mathematics of Aryabhata, the medicine of Sushruta-yet millions of its people remained trapped in poverty, illiteracy, and superstition. His answer to this paradox was not just to build factories or pass laws, but to transform the way an entire nation thought. He called this attitude the scientific temper, and it became one of the most influential ideas in shaping post-independence India.

What did Nehru mean by scientific temper?
Nehru first articulated the concept of scientific temper in 1946 in his book The Discovery of India, written during his imprisonment at Ahmednagar Fort. The term has since become so embedded in our national vocabulary that we often forget it had an author. The origin of the term is usually traced to Nehru, even though appeals to rational enquiry were not new to Indian thought.
So what exactly is scientific temper? It is not the ability to operate a microscope or recite the periodic table. Nehru defined it as an attitude-a way of approaching life through logical and rational thinking. For him, science was not merely an individual’s search for truth but an integral part of one’s thinking and action. The scientific temper meant refusing to accept claims without evidence, being willing to test ideas, and changing one’s conclusions when faced with new facts.
In The Discovery of India, Nehru described it as the refusal to accept anything without testing and trial, the capacity to change previous conclusions in the face of new evidence, and reliance on observed fact rather than pre-conceived theory. Crucially, he insisted this should be a way of life and a method of associating with our fellow human beings-not something confined to laboratories.
More than a weapon against superstition
It is tempting to reduce scientific temper to a simple battle of “science versus superstition.” Nehru’s thinking, however, was more layered. He recognised that reason and the scientific method had limits. He wrote of a definite stopping place beyond which reason cannot go-and yet he argued that we must still hold on to reason with all our strength. He sought a balance between scientific enquiry and human values, an approach scholars sometimes describe as a blend of the scientific and the humanist.
Why science mattered so much to Nehru
Nehru’s faith in science was not abstract philosophy. It was a practical response to the enormous challenges facing a newly independent nation. He believed science was the most reliable tool to lift millions of people out of misery.
This conviction was on full display in 1937, when Nehru-still years away from becoming Prime Minister-was elected the first non-scientist to chair the Indian Science Congress. In his address he made a statement that captured his entire worldview: it is science alone that can solve the problems of hunger and poverty, of insanitation and illiteracy, of superstition and deadening custom, of a rich country inhabited by starving people. Science as social transformation
For Nehru, the most important thing about science was not its discoveries but its social consequences. Science allowed people to examine inherited beliefs in a new light. He argued that one should not accept a tradition simply because it is old-after all, the sages of ancient India were themselves seekers and questioners. In this sense, the scientific temper was deeply democratic. It put the power of judgement in the hands of ordinary citizens, asking them to weigh evidence rather than defer blindly to authority, dogma, or astrology.
From idea to institution: the temples of modern India
An idea is only as powerful as the structures built to sustain it. This is where Nehru’s genius as a nation-builder becomes clear. He did not simply preach scientific temper-he poured the resources of the state into creating the institutions that would embody it.
Standing at the construction site of the Bhakra-Nangal Dam, Nehru famously described these large projects as the “temples of modern India.” The phrase was deliberate. For a society accustomed to seeking salvation in places of worship, Nehru was offering a new kind of sacred space-dams, steel plants, power stations, and laboratories where human effort and reason would solve real problems.
Building the scientific backbone
The list of institutions established or expanded under Nehru’s leadership is remarkable. The first Indian Institute of Technology (IIT) opened at Kharagpur in 1951, soon followed by campuses in Bombay, Madras, Kanpur, and Delhi, all modelled on global standards of engineering education. The Atomic Energy Commission was set up in 1948 with Homi J. Bhabha as chairman, while the network of national laboratories under the Council of Scientific and Industrial Research expanded rapidly.
The results were measurable. According to one account, the number of scientific and technical personnel rose from around 180,000 in 1950 to roughly 730,000 by 1965. Nehru also picked outstanding minds-scientists like Bhabha, Vikram Sarabhai, and Shanti Swarup Bhatnagar-and gave them considerable freedom in decision-making and resources to lead these new “temples.”
The Scientific Policy Resolution of 1958
Perhaps the clearest statement of Nehru’s vision came in the Scientific Policy Resolution (SPR) of 1958, which he personally presented to Parliament. Laying the document on the table, Nehru explained that he wished to read it out himself because the government considered it important in defining the country’s attitude to science and technology generally.
The resolution committed the state to foster, promote, and sustain the cultivation of science in all its aspects-pure, applied, and educational. Nehru argued that the key to national prosperity in the modern age lay in combining technology, raw materials, and capital, and that science could even make up for a shortage of natural resources. The SPR 1958 is widely seen as having laid the foundation of scientific enterprise and scientific temper in a country he envisioned as a welfare state.
Secularism, rationalism, and scientific humanism
Nehru’s commitment to scientific temper cannot be separated from his secular and rationalist outlook. He saw rigid religious orthodoxy and unquestioned custom as forces that held society back. A mind trained to demand evidence, he believed, would be far less vulnerable to communal manipulation or blind prejudice.
Yet it would be a mistake to paint Nehru as hostile to all spiritual life. His was a vision of scientific humanism-placing human welfare and dignity at the centre, using reason as the means, but never reducing people to mere instruments. While inaugurating public sector projects, he insisted that economic policy must rest on a humane outlook and must not sacrifice human beings for the sake of money. The goal of all this science and industry was, ultimately, the well-being of ordinary citizens.
Freedom and the scientific mind
For Nehru, scientific temper and freedom were deeply connected. A society that taught its people to think for themselves, to question, and to be unafraid was a society that protected its own liberty. He believed the basic task of science was to teach us to think straight, to act straight, and not to be afraid of accepting or rejecting ideas-so long as our reasons were rational and logical. The freedom to enquire was, in his eyes, inseparable from political freedom.
A lasting constitutional legacy
The strongest proof of how deeply Nehru’s idea took root lies in our Constitution itself. India holds the distinction of being the only country to include the development of scientific temper among its constitutional provisions. Through the 42nd Amendment, Article 51A made it a fundamental duty of every citizen to develop scientific temper, humanism, and the spirit of enquiry and reform.
This is an extraordinary outcome. An attitude that one leader articulated in a prison cell in 1946 became, within three decades, a formal obligation written into the supreme law of the land. The phrase Nehru coined now binds every Indian, at least in principle, to a culture of reason and questioning.
An unfinished project
Whether the nation has lived up to that obligation is a matter of ongoing debate. Many commentators argue that the gap between the Nehruvian vision of a rational society and the persistence of superstition has never seemed wider, especially in times of crisis when pseudoscience and irrationality resurface. The very fact that scientific temper remains contested–revisited in declarations and conferences decades after Nehru’s death-shows that he set a standard the country is still striving to meet.
This is perhaps the most honest way to understand Nehru’s embrace of science. It was never a finished achievement but an aspiration: a continuous effort to build a society where citizens reason for themselves, weigh evidence honestly, and remain unafraid to change their minds. The institutions he built still stand. The harder question is whether the habit of mind he hoped to cultivate has truly taken hold.
