India faces a quiet crisis beneath its feet. Groundwater levels are falling across large parts of the country, traditional ponds and wells are vanishing under concrete, and water that was once treated as a shared community resource is increasingly being bottled, sold, and fought over. In response, a powerful grassroots movement has taken shape. The Water Conservation Movement brings together villagers, activists, and civil society organisations who believe that the answers to today’s water shortages lie partly in our own past, in the indigenous harvesting systems that sustained communities for centuries. This post explores how that movement works, who leads it, and why it matters.

Why water conservation became a movement
Water in this country has always been more than a resource. It is woven into agriculture, livelihoods, festivals, and faith. Yet over the past few decades, demand has outpaced supply at an alarming rate. The country is now the largest user of groundwater in the world, drawing more than the United States and China combined, mostly to irrigate farms. This heavy dependence on borewells has caused water tables to crash in many regions.
The problem has two main drivers. The first is over-extraction for farming and industry. The second is the steady decline of the traditional, community-managed water systems that once captured rainwater and recharged underground aquifers. As these older systems fell into disuse, villages became dependent on tube wells that pump water faster than nature can replenish it. The Water Conservation Movement emerged as a direct response, arguing that conserving water is not only an engineering challenge but a social and cultural one too.
The threat of commodification
A central concern of the movement is the growing tendency to treat water as a commodity to be bought and sold rather than a common good. The National Water Policy of 2002 encouraged private participation in the water sector, and since then several states have opened up urban and industrial water supply to private companies, often with support from international lenders. The rapid spread of bottled water is part of the same shift. In a culture where offering water to a thirsty stranger was traditionally seen as an act of charity, the sale of packaged water captures how powerfully the market has entered this space.
Activists fear that privatisation pushes water beyond the reach of the poor and removes community control over a resource everyone depends on. These anxieties are not abstract. They have fuelled some of the most significant water struggles of recent times.
The fight against industrial over-exploitation
Perhaps the clearest example of resistance to corporate water use is the struggle at Plachimada in Kerala’s Palakkad district. In 2000, Coca-Cola opened a bottling plant in this drought-prone, largely tribal area. Local residents soon noticed that their wells were running dry and the remaining water had turned brackish and unfit to drink. At its peak the plant was extracting around two million litres of groundwater a day from borewells and ponds.
A sit-in protest began in 2002, led largely by Adivasi women. After years of agitation, the Perumatty village council refused to renew the company’s licence and the plant was forced to shut down in March 2004. The case also raised deep legal questions about who owns groundwater, with the courts at one point recognising the State’s duty to act as a trustee protecting these resources for the public. The episode became one of the most studied corporate controversies in the country and a rallying point for water-rights campaigners everywhere.
Similar conflicts emerged at other bottling sites, including Kala Dera in Rajasthan and Mehdiganj in Uttar Pradesh, where communities reported sharp drops in groundwater levels after industrial extraction began. These struggles share a common message: water belongs to communities, not to whoever can pump it fastest.
Reviving traditional water harvesting
The movement does not stop at protest. Its more hopeful side is the revival of indigenous water-harvesting techniques that worked for generations before modern pumps arrived. These systems were built to slow down rainwater, store it, and let it seep into the ground to recharge aquifers.
The johad and the work of Rajendra Singh
No name is more closely linked to this revival than Rajendra Singh, widely known as the “Waterman of India.” Through his organisation, the Tarun Bharat Sangh, he led a community-driven effort to rebuild the johad, a crescent-shaped earthen check dam traditional to Rajasthan. A johad captures monsoon runoff and allows it to percolate slowly into the soil, recharging groundwater and reducing erosion.
The results have been striking. Working with local communities through shramdan (voluntary labour), the organisation helped revive over 10,000 water bodies and bring several rivers back to life. According to the Centre for Science and Environment, the revival of around 3,000 johads across more than 650 villages in Alwar district raised groundwater levels by almost six metres and increased forest cover by 33 percent. Rivers such as the Arvari, which used to dry up soon after the monsoon, became perennial again. For this work, Singh received the Ramon Magsaysay Award in 2001 and the Stockholm Water Prize, often called the Nobel Prize for water, in 2015.
A diversity of indigenous systems
The johad is only one of many traditional systems found across different regions, each adapted to its local climate and geography. In the arid Thar Desert, the taanka stores rooftop and courtyard rainwater in underground pits that can supply a family through the dry season, while the kund serves as a saucer-shaped catchment for drinking water. In south Bihar, the ahar-pyne system channels floodwater through artificial rivulets into reservoirs for irrigation. Tamil Nadu has its eri tank system, and Nagaland its zabo system that combines water harvesting with forestry and farming.
Researchers point out that these systems endured for a few shared reasons. They were community-owned, with local institutions managing allocation and maintenance. They were multi-functional, serving irrigation, flood control, and groundwater recharge at once. And they used cheap, locally available materials like stone, clay, and bamboo that ordinary people could build and repair. Their decline, many argue, followed the breakdown of community-based management during the colonial and post-colonial periods.
Campaigns that carry the message forward
Beyond individual structures, the movement works through awareness campaigns and mass mobilisation that bring water conservation into public conversation.
The Rashtriya Jal Chetana Yatra
Rajendra Singh and the network of water organisations he mentors, the Rashtriya Jal Biradari, have used nationwide journeys and campaigns to spread the idea of water literacy. The Tarun Bharat Sangh launched a national water campaign in the early 2000s to raise awareness about conservation and sustainable development. The thinking behind these yatras is simple: lasting change requires ordinary people to understand where their water comes from and to take ownership of protecting it. Singh has urged citizens to become “water literate,” meaning they should understand water sources, the water cycle, and the ecosystems that depend on them.
Government-led mass campaigns
Civil society pressure has also shaped official policy. State and central governments now run large conservation drives that echo the movement’s core ideas. In Madhya Pradesh, campaigns to revive traditional water bodies have restored ponds, wells, stepwells, and check dams on a large scale, with more than 2.79 lakh water structures revived under recent efforts. These programmes consciously frame water conservation as a jan andolan, or people’s movement, encouraging villagers to participate in pond cleaning, rainwater harvesting, and the restoration of local water sources.
The role of civil society and community ownership
If there is one lesson that runs through every successful conservation effort, it is the importance of community ownership. The johad revival worked because villagers built and maintained the structures themselves. The Plachimada plant closed because residents organised and refused to give up. Government schemes succeed when they mobilise local participation rather than imposing solutions from above.
This is where civil society plays a vital role. Non-governmental organisations bridge the gap between scattered communities and policymakers, provide technical knowledge, and keep up the long-term pressure that bureaucracies often lack. They also act as watchdogs, exposing over-extraction and resisting attempts to commodify a shared resource. The movement’s deeper argument is philosophical: water is a commons, held in trust for everyone, and decisions about it should rest with the communities that depend on it.
Linking conservation to sustainability
The Water Conservation Movement ultimately connects local action to larger questions of ecological sustainability. Recharging aquifers does more than fill wells. It sustains rivers, supports agriculture, and helps regions adapt to the growing unpredictability of the monsoon under climate change. Traditional systems are valuable precisely because they treat water as part of a living ecosystem rather than a resource to be mined.
The challenge ahead is to combine the wisdom of these old systems with modern science and policy, ensuring that conservation does not depend on the energy of a few remarkable individuals alone but becomes a permanent feature of how communities and governments manage water. The movement shows that the path to water security may run as much through reviving forgotten ponds as through building new dams.
