Across the world, some of the most violent and enduring struggles are not about ideology or religion alone, but about something far more basic: who gets to use a river, a forest, a mine, or a patch of fertile land. When a resource is both valuable and limited, the groups that depend on it rarely agree on how to share it. This is the heart of resource conflict, a recurring theme in the study of conflict resolution and peace building. To manage these disputes, we first need to understand what drives them, why scarcity matters, and which conditions push competition toward outright confrontation.

What are conflicts over resources?

A resource conflict is a struggle between groups over access to and control of scarce, valuable commodities. These commodities can be renewable, like water, forests, and fertile soil, or non-renewable, like coal, oil, and minerals. The conflict is rarely about the resource sitting idle. It is about who is allowed to use it, who profits from it, and who is excluded.

What makes resource conflicts so persistent is that the stakes are tied to survival and livelihood. When the resource in question is essential, such as drinking water or farmland, the parties involved have little room to back down. Scholars who study these disputes argue that the conflict is often less about a resource physically running out and more about controlling its flow and distribution. In other words, scarcity sets the stage, but human decisions about access and power write the script.

The role of scarcity

Scarcity exists when the demand for a resource outstrips its available supply. But scarcity is not a single phenomenon. The political scientist Thomas Homer-Dixon and others studying environmental security identified that scarcity arises in different ways, and each pathway shapes conflict differently. Recognising these types helps us see why two regions facing “shortages” may experience completely different kinds of trouble.

Supply-induced scarcity

Supply-induced scarcity occurs when the total amount of a resource shrinks, usually because of environmental degradation or overuse. Researchers point to examples such as land turning to desert through overgrazing and drought, which reduces the amount of usable soil available to each person. Deforestation that reduces timber and fuelwood, the silting and pollution of rivers, and the over-extraction of groundwater all fall into this category. The supply simply declines, leaving less to go around.

Demand-induced scarcity

Demand-induced scarcity happens when more people, or more intensive consumption, increase the pressure on a fixed supply. A growing population and rising urban demand for freshwater are classic drivers. As economists note, a well or reservoir that easily served a small community can fail to keep up once the population multiplies. Importantly, demand-induced and supply-induced scarcity often feed each other: rising demand pushes people onto fragile land, which then degrades and shrinks the supply further, creating a damaging feedback loop.

Absolute scarcity

Absolute scarcity refers to resources that are genuinely finite and cannot be replaced or substituted. Non-renewable resources such as fossil fuels, precious metals, and certain minerals fit here. Once they are gone, no amount of careful management brings them back. This contrasts with renewable resources, which can in principle be sustained if used within their natural replenishment rate.

Structural scarcity

There is a fourth type that often matters most for conflict. Structural scarcity exists when a resource is plentiful in total but unequally distributed, so that large sections of the population cannot access it. This unequal access usually flows from political decisions, discrimination, or location rather than from any physical shortage. A society can have enough water or land for everyone and still experience intense conflict if a powerful minority controls most of it. Studies of resource disputes increasingly conclude that this social mediation of scarcity, rather than raw physical shortage, is the stronger predictor of violence.

Resource capture and marginalisation

Two linked processes show how these types of scarcity interact in the real world. The first is resource capture. When a resource becomes scarcer and therefore more valuable, powerful groups often move to seize greater control of it. As analysts of environmental conflict explain, demand-induced scarcity from population growth can trigger efforts by elites to monopolise the resource, which then deepens structural scarcity for everyone else.

The second process is ecological marginalisation. When fertile land becomes scarce and is captured by the powerful, poorer people are pushed onto ecologically fragile areas such as steep hillsides, forest fringes, and land at risk of desertification. Their presence further degrades these areas, completing a cycle in which inequality and environmental damage reinforce one another. This helps explain why resource conflicts so often overlap with poverty and displacement.

Factors that influence resource conflicts

Scarcity alone does not guarantee conflict. Several conditions determine whether competition stays peaceful or turns hostile. Four factors are especially important.

Degree of scarcity

The more acute the scarcity, the higher the potential for conflict. When a resource is abundant, groups can satisfy their needs without infringing on one another, and the likelihood of confrontation falls. As the resource tightens, every unit becomes contested, and the cost of compromise rises. The degree of scarcity therefore acts as a pressure gauge for the whole system.

Extent of shared supply

When a resource is shared across several groups, regions, or countries, the potential for dispute rises sharply. Rivers that cross political boundaries are the textbook case, because actions taken upstream directly affect users downstream. The more parties drawing on a single supply, the harder it becomes to agree on a fair allocation, and the more room there is for mistrust.

Relative power of groups

Power dynamics decide who controls access. More powerful groups, whether through wealth, political influence, or geographic position, tend to secure the lion’s share of a resource and can enforce that control over weaker groups. When this imbalance is steep, the disadvantaged may have little choice but to accept exclusion or to resist, sometimes through protest or violence. Resource conflicts are, in this sense, always partly conflicts about power.

Access to alternatives

Finally, the availability of substitutes can cool a conflict. If groups can turn to alternative sources, the desperation that fuels confrontation eases. Developing renewable energy to reduce dependence on fossil fuels, finding new water sources, or improving the efficiency of existing use all expand the room for compromise. Where no alternatives exist, the resource becomes a winner-takes-all prize, and conflict grows more likely.

Resource conflicts in the Indian context

These ideas are not abstract. Several long-running disputes show exactly how the factors above combine, with water being the most contentious resource of all.

Inter-state water disputes

Water is constitutionally a state subject, yet most major rivers cross state lines, which builds shared supply and conflict into the system. Researchers note that 16 of the 18 major river basins are spread across two or more states, and rising population steadily reduces per capita water availability. The Cauvery dispute between Karnataka and Tamil Nadu is the most famous example, where upstream and downstream states have clashed for decades over how to divide a single river. To handle such cases, Parliament used Article 262 of the Constitution to enact the Inter-State River Water Disputes Act, 1956, creating tribunals to adjudicate the sharing of inter-state river water. Yet the disputes endure, illustrating how shared supply, growing demand, and competing power all converge on one stretch of water.

Mining, land, and forest conflicts

The country is among the world’s largest producers of iron ore and coal, and these reserves frequently lie beneath forests inhabited by Adivasi (tribal) communities. Studies of mining in Odisha document how extraction displaces tribal populations from ancestral land, causing loss of livelihood and cultural identity, and provoking organised resistance movements. The conflicts in Lanjigarh and Kalinganagar are well-known flashpoints. Reporting from Chhattisgarh, Jharkhand and Odisha shows how communities that have lived alongside forests for generations now face displacement, and how laws such as the Forest Rights Act and PESA become central to these land struggles. Here, structural scarcity is on full display: the resource is abundant, but unequal access and resource capture by powerful actors leave local communities marginalised.

Why understanding these factors matters

Identifying the type of scarcity and the factors at play is the first step toward resolution. A supply-induced shortage may call for conservation and restoration, while a structural shortage demands fairer distribution and stronger rights for the excluded. Analysts of water conflicts highlight that fragmented governance, poor data sharing, and weak coordination between authorities make disputes worse, which means better institutions and transparent information can defuse them. Recognising that power imbalances sit at the core of most resource conflicts also shifts the focus from purely technical fixes toward equitable benefit-sharing and inclusive decision-making. In short, accurate diagnosis shapes effective treatment, which is precisely why this topic anchors the wider study of conflict resolution and peace building.
