If you have studied the systems approach in comparative politics, you have probably come across two terms that sound almost identical: general systems theory and systems theory. They are often used interchangeably in classroom discussions, yet they are not the same thing. One grew out of biology and the natural sciences and aimed to find universal laws that apply to everything from a cell to a galaxy. The other was carved out for the social sciences to make sense of how governments, societies, and political institutions actually work. Understanding the difference between the two is essential for anyone trying to grasp how political analysis became more scientific in the twentieth century.

Where both ideas come from

Both approaches share a common ancestor, which is why the confusion exists. The biologist Ludwig von Bertalanffy first proposed a general theory of systems in a 1950 article in Science, and later developed it fully in his 1968 book General System Theory. His core argument was that there are models, principles, and laws that apply to systems in general, regardless of what the system is made of or what kind of forces operate within it.

This was a bold claim. Bertalanffy was suggesting that a single set of principles could explain a biological organism, a machine, a business firm, and a society. He even argued that this approach could provide a unified foundation for all of science. Interestingly, when Bertalanffy worked with thinkers like Kenneth Boulding and Anatol Rapoport in the 1950s, the plural term “systems” gradually came into use, even though he had originally preferred the singular “system.” From this shared root, two distinct traditions branched out.

What general systems theory actually claims

General systems theory is rooted in the natural sciences, especially biology. Its central idea is that a system is an organically integrated whole, meaning the whole is greater than the sum of its parts. When parts interact, new properties emerge that none of the individual parts possessed on their own. This is the principle of emergence, and it is at the heart of the biological view.

The focus on universal laws

The defining ambition of general systems theory is universality. It looks for laws that hold true across every type of system. For example, the concept of an open system, an entity that survives by continuously exchanging matter and energy with its environment, was developed by Bertalanffy to describe living organisms. A cell takes in nutrients and expels waste, and in doing so maintains its identity. Bertalanffy believed that this same logic could be transferred to any organized whole.

Because of this biological inheritance, general systems theory treats a system the way one would treat an organism. It assumes a high degree of internal integration, interdependence among parts, and a natural tendency toward self-maintenance. The system is studied as a living, breathing whole.

What systems theory means in the social sciences

Systems theory, as applied in political science and sociology, took the vocabulary of general systems theory but used it for a very different purpose. Instead of searching for universal laws of nature, social scientists wanted analytical tools to study human societies and political life. According to the Routledge Encyclopedia of Philosophy, this form of systems theory flourished in American sociology and political science from the late 1940s to the late 1960s, and is closely associated with Talcott Parsons in sociology and David Easton and Gabriel Almond in political science.

A shift from biology to interaction

The key shift here is the emphasis on interactions and relationships among the components of a system, rather than on the system as a single organic whole. Political scientists were less interested in whether a political system “behaved like an organism” and more interested in mapping how different parts of society relate to one another, how demands move through institutions, and how decisions get made.

This is why the social science version produces a toolkit of analytical concepts rather than a single grand law of nature. Concepts like input, output, feedback, stability, and equilibrium became the working vocabulary of political analysis. These are not laws that explain everything in the universe; they are devices that help an analyst organise the chaotic reality of politics into something understandable.

David Easton and the political system

The clearest example of systems theory in political science comes from David Easton, who adapted the systems approach to politics beginning in 1953. Easton was part of the behavioural movement that wanted to make political science more rigorous and empirical. His model is the standard illustration used to teach the systems approach to students.

The black box and the input-output model

Easton imagined the political system as a kind of black box that sits within a wider environment. The internal workings of this box, the messy debates and bargaining inside legislatures and bureaucracies, are deliberately set aside. What matters analytically is what enters the box and what leaves it.

The model works in a continuous flow. Inputs come from society in two forms: demands (what people want from the government) and supports (the loyalty and resources that keep the system running). These inputs enter the political system, where a conversion process turns them into outputs, which are the authoritative decisions, laws, and policies the government produces. Borrowing from cybernetics, Easton described how the investigator focuses on how inputs are converted and how the system responds based on the feedback information it receives.

Feedback and the survival of the system

The most important contribution of this model is the feedback loop. Once outputs are produced, their effects are felt in society, and society reacts. These reactions become fresh inputs that flow back into the system. This loop is what turns a one-way process into a self-regulating cycle. Through feedback, the political system can sense whether its policies are working and adjust accordingly, allowing it to persist over time.

For an output to work, people must accept it as authoritative, meaning they feel a duty to obey. If outputs are consistently ignored, through widespread tax evasion or lawlessness, the system has failed to perform what Easton called the authoritative allocation of values. Notice how this is an analytical claim about how power and legitimacy operate, not a universal law of nature. That is exactly the difference between the two theories at work.

The Parsons connection in sociology

It helps to see how a closely related social scientist used the same approach. The sociologist Talcott Parsons treated society as a social system held together by shared values and norms. For Parsons, all social systems, whether a family, an economy, or a polity, establish boundaries to sustain themselves and must make adjustments between their internal organisation and the external environment. He saw social systems as moving equilibria that accommodate change while maintaining overall stability.

Importantly, Parsons insisted that social systems are not concrete, directly observable objects like a mouse or a cell. They are analytically defined domains. This is a crucial signal of the social science approach. The system is a tool of analysis, a useful way of carving up reality, rather than a literal organism. This is where systems theory in the social sciences quietly parts ways with the biological literalism of general systems theory.

The core distinctions side by side

Now that both traditions are clear, the differences can be stated directly. Although they share vocabulary and a common origin, they diverge on several fundamental points.

Origin and discipline

General systems theory is rooted in biology and the natural sciences, born from Bertalanffy’s study of living organisms. Systems theory in the social sciences was adapted specifically for sociology and political science by thinkers like Parsons, Easton, and Almond.

The treatment of the system

General systems theory treats a system as an organically integrated whole, much like a living body whose parts are deeply fused together. Systems theory emphasises the interactions and relationships among the system’s components, treating the system more as a network of relationships than as a single organism.

Ambition and scope

General systems theory aims for universal principles that apply to every system everywhere, from cells to civilisations. Systems theory in political analysis has a narrower and more practical goal: to provide concepts and frameworks that help analysts understand specific political and social processes.

What the theory produces

General systems theory produces general laws and principles, such as the properties of open systems and the principle of emergence. Systems theory produces an analytical toolkit, giving political scientists concrete concepts like input-output, feedback, stability, and equilibrium that can be applied directly to the study of governments and policies.

Why this distinction matters for political analysis

Understanding the difference is more than an academic exercise. It tells us something about the limits of borrowing ideas across disciplines. When political scientists imported systems thinking, they could not simply treat a country like a biological organism, because societies are made up of conscious human beings who argue, resist, and change their minds. So they kept the useful machinery, the flows, loops, and balances, while dropping the assumption that a state is literally a living thing.

This is also why the systems approach in political science has faced criticism. Easton’s model has been challenged for treating the political system as a black box whose internal workings remain unclear, and for oversimplifying the genuine messiness of real-world politics. These critiques make sense precisely because the social science version is an analytical model, something that can be refined or rejected, rather than a fixed law of nature. Recognising which kind of theory you are working with helps you judge it on the right terms.
