When we hear the word “security,” we usually picture soldiers, borders, and weapons. But a person living near a polluted river or breathing toxic air faces a threat just as real as any armed conflict. This is the core idea behind environmental security: the recognition that the condition of our natural surroundings directly determines whether people can live safely and with dignity. It is one of the seven dimensions of human security identified by the United Nations Development Programme in its landmark 1994 Human Development Report, which redefined security as protection of people rather than just territory.

What is environmental security?
Environmental security aims to protect people from the short- and long-term ravages of nature, from man-made threats within nature, and from the steady deterioration of the natural environment. In simple terms, it asks a basic question: can a person rely on clean air, safe water, fertile soil, and a stable climate to survive and thrive? When these life-supporting systems break down, human well-being collapses with them.
The 1994 UNDP framework placed environmental security alongside economic, food, health, personal, community, and political security. The report argued that threats to human welfare are not only military. They can be economic, social, environmental, and health-related, and they can exist at every level of national income. This was a major shift in thinking. It meant that a drought, a contaminated water supply, or a smog-filled city counted as genuine security concerns, not just development problems.
One useful way to understand the scope of the concept comes from the Millennium Project, which synthesized many definitions into a single idea: environmental security is environmental viability for life support. This includes preventing or repairing damage to the environment caused by military activity, responding to conflicts caused by environmental stress, and protecting the environment for its own value.
Why “short-term” and “long-term” both matter
Environmental threats operate on two very different timescales, and effective policy has to address both. Short-term threats are sudden and visible. A flood, a cyclone, an industrial gas leak, or a heatwave can destroy lives and livelihoods within hours or days. Long-term threats are slower and quieter but often more dangerous. Gradual groundwater depletion, soil degradation, deforestation, and rising global temperatures unfold over years and decades. They rarely make dramatic headlines until they reach a crisis point, yet they erode the foundations of human survival just as severely.
Environmental threats in developing and industrialized countries
The nature of environmental insecurity often depends on a country’s stage of development, though the categories overlap. In developing countries, the lack of access to clean water resources is one of the greatest environmental threats. In industrialized countries, air pollution and global warming, driven by the emission of greenhouse gases, are among the major concerns. For a country like India, which is rapidly industrializing while still facing deep development gaps, both sets of threats exist at the same time.
The water challenge
Access to safe water is the most immediate environmental security concern for large populations. The government think tank NITI Aayog warned in its Composite Water Management Index that the country is experiencing one of the worst water crises in its history, with around 600 million people facing high to extreme water stress and roughly 200,000 deaths every year linked to inadequate access to safe water. The same assessment placed the country near the bottom of a global water quality ranking, with a large share of water found to be contaminated.
The consequences show up directly in public health. Waterborne diseases such as cholera, typhoid, and acute diarrhoeal illnesses spread when sewage, industrial effluents, and agricultural runoff seep into drinking water. According to the India Water Portal, roughly 37.7 million people are affected by waterborne diseases each year, with a heavy toll on children and a significant loss of working days for the economy. The challenge is not only pollution but also depleting groundwater and patchy access to piped supply, problems that climate effects like drought worsen further.
The air pollution challenge
If water is the silent crisis of rural areas, air pollution is the visible crisis of cities. Industrial emissions, vehicle exhaust, construction dust, and the burning of crop residue and solid fuels combine to produce some of the world’s worst urban air. The health impact is severe, with high levels of pollutants linked to asthma, chronic bronchitis, and other respiratory diseases. Pollution does not affect only the lungs. Studies suggest poor air quality can reduce cognitive performance in children and damage learning outcomes, which carries long-term economic costs.
To respond, the government launched the National Clean Air Programme in 2019. It initially aimed to cut particulate pollution in heavily polluted “non-attainment” cities, with a target that was later revised to a 40 percent reduction in particulate levels by 2026. Pollution control institutions like the Central Pollution Control Board, established back in 1974, monitor levels and set standards. Yet analysts note that enforcement remains difficult because of resource constraints, fragmented responsibility, and weak penalties for violators.
Global warming as a long-term security threat
Beyond local pollution lies the largest long-term environmental security challenge of all: global warming caused by greenhouse gas emissions. Climate change does not respect borders, and its effects ripple far beyond the environment into the spheres of food, water, migration, and even armed conflict.
Security analysts often describe climate change as a threat multiplier. The idea is that climate change rarely causes conflict on its own, but it intensifies existing pressures such as poverty, resource scarcity, and political instability, making instability and violence more likely. The U.S. Department of Defense framed climate effects as threat multipliers that aggravate stressors such as poverty, environmental degradation, and social tensions, conditions that can enable violence. This framing has been adopted widely across security institutions.
The real-world examples are sobering. The Council on Foreign Relations points to tensions between Egypt and Ethiopia over a dam on the Nile, where declining water supplies from global warming could make confrontation more likely. Elsewhere, prolonged drought has devastated agriculture and pushed rural populations into cities, contributing to the social pressures that preceded the conflict in Syria, while shrinking resources in parts of Africa have sharpened clashes between herders and farmers. These cases show how an environmental stress can cascade into a security emergency.
Why this matters for South Asia
The South Asian region is highly vulnerable to climate change because it combines dense populations, dependence on monsoon-fed agriculture, and exposure to natural disasters. A World Bank assessment cited by the European Parliament warned that changing weather conditions will create “hotspots,” inland areas where living standards and economic output suffer. Rising temperatures, erratic monsoons, melting Himalayan glaciers, and rising sea levels all threaten water and food security for hundreds of millions of people. In this context, climate policy is not a distant environmental concern but a direct matter of human survival.
Addressing environmental security through sustainable policy
Recognizing the threats is only half the task. The other half is building responses that protect natural resources and reduce environmental degradation. This requires a mix of strong institutions, enforceable laws, and a shift toward sustainable practices.
Institutions and laws
A layered institutional structure already exists to manage these challenges. The Ministry of Environment, Forest and Climate Change acts as the central authority, the Central Pollution Control Board and State Pollution Control Boards monitor and enforce standards, and the National Green Tribunal, established in 2010, provides a specialized judicial forum for environmental disputes. The Supreme Court has repeatedly intervened in serious pollution cases, ordering the closure of polluting industries and the implementation of control measures. Flagship missions such as the Clean India campaign, the Clean Ganga programme, and clean cooking schemes target specific environmental problems.
Sustainable practices and the road ahead
Laws and institutions only work when they are matched by sustainable behaviour and reliable enforcement. Promising approaches include treating and reusing wastewater through decentralized sewage treatment plants, shifting households away from polluting solid fuels toward cleaner cooking energy, expanding renewable energy to cut greenhouse gas emissions, and protecting forests and water bodies that act as natural buffers. Community involvement and citizen monitoring also matter, because local awareness often drives accountability that distant regulators cannot.
The central message of environmental security is that the environment is not separate from human safety. It is the foundation on which every other form of security rests. A nation can be free from military attack and still see its people suffer if their water is poisoned, their air is unbreathable, and their climate is turning against them. Protecting the environment, therefore, is not a luxury to be addressed after development. It is a core part of keeping people secure.
